AN ORDINA�tCE ANNEXING ADJACENT AND
CONTIGUOUS TERRITORY TO THE CITY OF
GRAPEVINE, TEXAS; FINDING THAT ALL
NECESSARY AND REQUIRED LEGAL CONDITIONS
HAVE BEEN SATISFIED; PROVIDING THAT SUCH
AREAS SHALL BECOME A PART OF THE CITY
,�> AND THAT THE OWNERS AND INHABITANTS
THEREOF SHALL BE ENTITLED TO THE RIGHTS
AND PRIVIL�GES OF OTHER CITIZENS AND BE
BOUND BY THE ACTS AND ORDINANCES NOW IN
EFFECT AND TO BE HEREAFTER ADOPTED; AND
FURTHER PROVIDING FOR AMENDING AND
CORRECTING THE OFFICIAL BOUNDARIES OF
THE CITY AS HERETOFORE ADOPTED AND PRO-
VIDING FOR THE ORDINANCE TO GO INTO
EFFECT UPON PASSAGE OF THE ORDINANCE ON
SECOND READING; AND PROVIDING A SEVER-
ABILITY CLAUSE
WHEREAS, the City, pursuant to the Municipal Annexation Act,
Art. 970A Tex. Rev. Civ. Stat. Ann. , has heretofore instituted
annexation proceedings on the tracts described in Exhibit "A" ;
and
WHEREAS, in accordance with the Municipal Annexation Act, a
service plan was prepared by an appropriate department of the
City, which plan was made available for inspection and explained
to the inhabitants of the area to be annexed (of which there are
none) at the public hearings conducted as hereinafter described;
and
WHEREAS, all required statutory notices pursuant to the Act
have been accomplished; and
WHEREAS, public hearings were conducted at Grapevine City
Hall on April 1 and April 15, 1986, which public hearings were
conducted after notices had been published in a newspaper of
general circulation in the City and in the areas proposed to be
annexed not more than 20 days nor less than 10 days prior to each
hearing; and
WHEREAS, the property to be annexed is contiguous and
adjacent to the City limits of the City of Grapevine and not
within the boundaries of another City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1 . That all of the above premises are found to be
true and cor�ect and are incorporated into the body of this
ordinance as . ��- copied in their entirety.

Section 2 . The service plans submitted in accordance with
�"� the Munic�,pal A�nexation Act are hereby approved as part of this
Ordinance,` made a part hereof and attached hereto as Exhibit "B" .
,�.,:.� Section 3,,. _ That the properties described in Exhibit "A" ,
which exhibit `is����,a�tached hereto and incorporated herein for all
purposes, be ar�d � �re hereby annexed and brought within the
corporate limits af` the ,City of Grapevine, Tarrant County, Texas,
and same are hereby' mac�� an ir�t`egral part hereof.
Section 4.} , That the owners and inhabitants of the area
herein annexed be entitled to all of the rights and privileges of
other citizens and� prdPerty owners of said City and are hereby
bound by all acts, ordinances, and all other legal action now in
full force and effect and all those which may be hereafter
adopted.

Section 5. That the official map and boundaries of the City
of Grapevine, Texas heretofore adopted and amended be and are
hereby amended so as to include the aforementioned territory as
part of the City of Grapevine.
Section 6 . That this ordinance shall take effect immedi-
ately upon second and final reading.
Section 7. If any section, subsection, sentence, phrase, or
,�:�, word be found to be illegal, invalid, unconstitutional or if any
portion of said property is incapable of being annexed by the
City of Grapevine, Texas for any reason whatsoever, the
adjudication shall not affect any other section, sentence,
�`� phrase, word, paragraph, or provision of this ordinance or the
application of any other section, sentence, phrase, word,
paragraph, or provision to any other person, situation, or
cireumstances, nor shall such adjudication affect any other
section, sentence, phrase, word, paragraph, or provision of the
Grapevine City Code. The City Council declares that it would
have adopted the valid portions and applications of this
ordinance and would have annexed the valid properties without the
invalid part, and to this end the provisions of this ordinance
are declared to be severable.

GRAPEVINE, TEXAS on first reading this the 6th day of May, 1986.

treated at the T.R.A. Central Syste*n Treat�nt Plant in
Grand Prairie. We do not�anticipate any changes to T.R.A.
facilities due to this annexation. The charges frcm T.R.A.
for wastewater treated fran this annexation area would �e
offset by custc�r fees collected by the City. The
Wastewater Collection Systesn Master Plan calls for an
extension of a 10-inch main from South of Mustang Drive
across State Highway 26 to serve this anne�tion area and
the Southern portion of Grapevine Industrial Park which is
presently undeveloped, if this line is installed at
��-� sufficient depth the entire site could be sewered by a
gravity flaa system. The estimated cost of this line
� extension as presented in the report is approYimately
$283,912,00 including E�gineering fees. There is an
alternative that c�uld require less capital expense
initially. This would be to install a lift station in the
vicinity of the Railroad tracks and p� the wastewater to
an 8-inch main located in the present Grapevine Industrial
Park and treat it at the Grapevine Peach Street Sewer Plant.
This will increase the operations and maintenance cost
�ecause the wastewater frctn this area �uld have to be
purped twice before reaching the sewer plant, and lift
stations are maintained on a daily basis. Parallel lines
eventually would have to be nuz in the areas between Wall
and Northwest Highway in the vicinity of A�orthwest Plaza and
a short section between the Manor �aks Subdivision and Dove
Road. This alternative is not rec�nended.
The rec�nded alternative �vill be eligible for Capital
Recovery Fee F�nding once the Master Plan is adcpted by
Ordinance and the fee stn�cture adjusted for t�:e facilities
recc�nded in the report. I would anticipate a
developer-city refunding contract as outlined in the present
Capital Recovery Fee Ordinance whereby the developer
�•�_�� initially installs the line ar�d the City reiraburses the
develcper fram Capital Recovery Fees as they beccme
available.

Northeast quadrant of Grapevine. The area is generally bounded by
Denton Creek on the 4vest, North, and East, and the Dallas-Denton
County Line on the South.
SOLID WASTE COLLEC.TION: Solid Waste Collection service in the City of
Grapevine is presently being provided by G.S.X. Services. It is
anticipated that this service will be provided via private sector
service contracts, because the City cannot qualify for a landfill
permit due to the location of DFW Airport. This service contract does
not specifically address the expansion of the City Limits. However,
it is our inter�retation that the present contract would reauire
'�""""`° G.S.X. Services to provide service to any potential custom�rs acquired
by the expansion of the City Limit Boundary.

assuming the zoning proposed by the land owner is approved.
The annexed area is within the Grapevine �aater Treatn�ent

demand in this service area is 9.45 N?GD and the annexation
will increase this projection to 9.60 MGD. The "�afe yiel�"
water rights in Grapevine Lake will limit the Water
Treatm�nt Plant to an estimated 3.5 MGD annual average. The
annexation is in the area proposed to be served by
� additional water purchased fresr, Trinity River �`uthority.
The City requested a "service area" change in the Fall of
1985. It is anticipated that T.R.A. will grant this reauest

yield" Water Rights limitation. The sezvice area contract
change t�+uld provide for T.R.A. to deliver treated water to
City of Grapevine in an amount equal to the custcgner
requirements in the T.R.A. service area.
Attached is a map showing t�:e ultimate water system
facilities which will be necessary to serve the entire
Northeast sector of the City. A majority of these
facilities have not been installed. Service to the
�_� annexation area will not require any oversizing of the
proposed facilities. I have also attached the cost
estimates for the facilities serving the general area.
Al1 water system i�rov�nents within the annexation area ar.d
all off-site extensions will be at the developer's expense
according to present City Policy. Off-site extensions vx�uld
be subject to possii�le refundina accorciing to present
policies.
SE'��R: Utilizing the projections in the December 1985 Wastewater
Collection System b;aster Plan, the average daily wastewater
flows would be 0.12 MGD assluning Light Industrial type
development. The wastewater flows from this annexation can
be accan�anodated in two ways: Septic systems or by extension
of the City Collection System. The former is recrulated by
the County Health Dept. It is my opinion that use of septic
systems in industrial and corr�rercial areas are
inappropriate. This area is in the Denton Creek watershed.
Wastewater is collected in this watershed and is treated
at the Grapevine Peach Street Sewer Plant. The Wastewater
Collection System Master Plan calls for several i�rovements
to existing facilities to serve the Northeast area of the
City. These include parallel outfall lines from the sewer
plant to Dooley Street, parallel force main from the Hilton
lift station to Dooley Street, upgrading of the Hilton li*t
station, e.�lsion of the Peach Street Sewer Plant to 7.0
MGD, and installation of a larae lift staticn and collection
system in the vicinity of Denton Creek and State Highway
�`�" 121. The attached cest estimates are for the svstem
improvements excluding the annexaticn area. The anr_exation
area service requirements will recuire the proposed Dentor.
Creek lift station to be upgraded from a 2.82 to a 3.12 MGD
firm capacity and the Hilton lift station capacity to be
upgraded fran an 8.32 NGD to 8.61 b!GD finn capacity.
Estirrated improver.lent costs for these mcdifications is
$16,958.00. These are the only direct costs associated with
sewer service to the annexaticn area. TY��ese i�rovPi?�ents

The Industrial type wastewater discharges will be regulated
by the City Industrial Waste Ordinance, which will require
City approval of discharge permits. All Wastewater System
improvements within the annexation area would be at the
developer's expense. All off-site system improvements �uld
be at the developer's expense subject to possible refunding
by the City.

ROADW�IY
MAINTE[�'�'CE: The proposed annexation area is essentially land-lecked.
Access would be provided as the area deveJ_ops at developer's
expense.
City street maintenance would �egin after the streets are
installed to City Specificat�ons and accepted for
maintenance purposes. This procedure is governed by present
City Policy and Subdivision Construction Standards,
POLICE
PRaI`EC.'I'ION: The annexed area would be included in Police District l,
which is patrolled 24 hours per day, 7 days per week. No
additional Police personnel or capital expenditures are
expected as a direct result ef annexing this area, and
providing Police protection.
FIRE
PRCII�CTION &
AMBULANCE
SERVICE; Fire protection and ambulance service will be provided
initially by the Central Fire Station with back-up provided
from the Northwest substation. An additional fire station
site in this general area has been proposed. The additional
�+ staffing, equi�nt, and capital expenses will be incurred
irregardless of the annexation.
�, SUMMARY: Fire protection, Police protection, Water and Sewer service
to the area can be provided at no direct expense to the City
under present policies, ordinances, and staffir:g levels.
All other services can be providecl via Franchi�e Agreement
�aith Texas Power & Light, Lone Star Gas, Group ta Cable, and
G.S.X. Services, Inc.
