That the portion of right-of�vay of Portamerica Plac� located within the ProPert�' described in �xhibits ��A�� & "B", attached and incorporated herein for all purposes, is hereby closed, abaxidoned, and _ vacated for public use, and the same is hereby closed, abandoned, and vacated insofar as all public right, title, and interest in and to said described portion of said right-of�vay is concerned. Section 2. That the Mayor, be, and is hereby authorized to execute Quitclaim Deeds to evidence relea.se of the City's interest in the heretofore described property to the aHmers of the property abutting said right-of-�ray, Metroplace, a Texas general partnershi.p, who officially declared by affidavit that they are the rightful awners of the underlying fee title to the right-of-way vacated and abandoned by this ordinance. Section 3. That the tezms and provisions of this orclinance shall be dee�ned to be severable, ar�cl that if the validity of any section, subsection, w�ord, sentence, or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 4. That the effective date of this ordinance shall be February 15, 1983. Section 5. The fact that the said portion of rightrof-way of Port- america Place is no longer needed by the pnablic for public usage or travel- ing and w�uld create a hardship or burden upon the City of Grapevine to keep open and maintain such street creates an urgency and an em�rgency for the im�diate preservation of the public health, safety, and generai welfare which requires that this ordinance shall take effect �diately frcm and after its passage, and it is accordingly so ordained.
