WHEREA.S, the City, pursuant to the Municipal Annexation Act, Art. 970A
Tex. Rev. Civ. Stat. Ann. , has heretofore instituted annexation proceedings;
and
V;iHRRRAS, the City has received a petition from the landawners requesting
annexation of the tract described in �hibit "A"; and
Hif�REAS, in accordance with the Municipal Annexation Act a service plan
was prepared by an appropriate departsnent of the City, which plan was made
available for inspection and explained to the inhabitants of the area to be
annexed (of which there are none) at the public hearings conducted as
hereinafter described; and
Wf�REAS, all required statutory notices pursuant to the Act have been
accomplished; and
[��R£,AS, an on-site public hearing was conducted on May 12, 1983, and
public hearings were conducted in Grapevine City Hall Council C,hambers on
May 17, 1983, which public hearings were conducted after notices had been
published in a newspaper of general circulation in the City and in the areas
proposed to be annexed not mpre than 20 days nor less than 10 days prior to
each hearing; and
WT3EREAS, the property to be annexed is contiguous and adjacent to the
City lir�its of the City of Grapevine and not within the boundaries of another
city.
NOW, Z��REF'ORE, BE IT ORDAI� BY i� CITY COUNCIL OF THE CITY OF
GRAPEVINE, TF�1�.S:
Section l. That all of the above premises are found to be true and
correct and are incorporated into the body of this ordinance as if copied in
their entirety.
__ Section 2. The service plan submitted in accordance with the Municipal
Annexation Act is hereby approved as part of this Ordinance, made a part
hereof, and attached hereto as �hibit "B".
Section 3. That the property described in F�hibit "A", which exhibit is
attached hereto and incorporated herein for all puYposes, be and is hereby
annexed and brought within the corporate limits of the City of Grapevine,
Tarrant County, Texas, and same is hereby made an integral part hereof.
Section 4. That the awners and inhabitants of the area herein annexed be
entitled to all of the rights ar.d privileges of other citizens and property
owners of said City and are hereby bound by all acts, ordinances, and all
other legal action naw in full force and effect and all tY•.ose which may be
hereafter adopted.
Section 5. That the official map and boundaries of the City of
Grapevine, Texas heretofore adopted and amended be and is hereby amended so as
to include the aforementioned territory as part of the City of Grapevine.
Section 6. That this ordinance shall take effect '.lr�iediately upon second
and final reading.
Section 7. If any section, subsection, sentence, phrase, or word be
found to be illegal, invalid, unconstitutional or if any portion of said
property is incapable of being annexed by the City of Grapevine, Texas for any
reason whatsoever, the adjudication shall not affect any other section,
sentence, phrase, word, paragraph, or provision of this ordinance or the
application of any other section, sentence, phrase, word, paragraph, or
provision to any other person, situation, or circumstances, nor shall such
adjudication affect any other section, sentence, phrase, word, paragraph, or
provision of the Grapevine City Code. The City Council declares that it would
have adopted the valid portions and applications of this ordinance and would
have annexed the valid properties without the invalid part, and to this end
the provisions of this ordinance are declared to be severable.

G�3�IERAL:
This annexation incorporat�s a portion of the "Stone" property,
i�nediately east of the Druid Hills and Woodlan_d Estates Additions, and
the first phase of Hign Countzy Est�.�tes, into the City Limits of
Grapevine.
POLICE PR�rION:
' ' This falls wit�:in Policz District II which is patrolled twenty-four (24}
hours per day, seven (7) days per week. Because the area is surrounded
by Grapevine, no additional patrols will be necessary.
FIRE PF,C7ITECTION: - -
Fire protection will be provided by the S.6�J. Sub Fire Station. The Fire
�epartr�nt presently serves all adjacent property. E?ecause of the
City's participation in a fire protection agreement with Tarrant County,
this unincorporated area is already receiving fire protection fram the
City of Grapevine.
SOLID ��7ASTE COLLECTION:
Solid ��7aste Collection service in the City of Grapevine is presently
being provided by S.C.A. Services of Fort Worth. It is anticipated that
this service will be provided by the private sector via service
contracts for the �oreseeable �uture because, the City cannot qualify
for a landfill permit in the vicinity of the Dallas-Fort Worth Airport.
This contract does not specifically address the expansion of the City
Lir,tits. Ha�ever, it is our interpretation that the present contract
wnuld rec�uire S.C.A. SeYvices ta provide service to any potential
custcmer or custcri-�ers acciuired by e�;pansion ot the City Limit Boundary.

Roadway maintenance will be provided bv -t�.e City after the streets are
constructed to City standards. Initial access to tY��e property will be
trom Barberry Street. The heavy truck traffic associated with t1:e
rirst phase of development has created problems with Barberzy Street in
the Dnzid Hills Addition. This section is scheduled to be reworked
during the early s�er of 1983. The estimated cost of $8,000 is to
replace base material and resurface approxima.tely one-half mile of
existing pavement.
UTILITY SERVICE:
TY,.ere is presently an eight inch (8") water line in Barberry Street
which will �e e.�tended according to existing City ordinances and
policies for new development.
• The extension of this service to this area will not reduce the quantity
or quality of the �isting water service to adjacent customers.
E�entually, this line will be e.Yter.ded east to Parr Road by the
developer.
Secaer service to the project site is avai:lable since the City's
construction of a six inch (6") sewer line to serve the Woodland Estates
addition is cor.�leted. The line has been sized for the total drair_age
basin includirg this unincorporated area.
Other utility extensions (Paaer, Gas, Cable Television) will be
acco�lisl�ed under tY:e terms of e�isting frGnchise agree�nts with Texas
Pvwer and Light, Lone Star Gas and Group W Cable Television.
In stm�y, the police and fire protection services are presently
available. The utility service is available, and repair of existing
street facilities is scheduled for early stu�ner�
