AN ORDINANCE ANNEXING ADJACENT AND CONTIGUOUS
TERRITORY TO THE CITY OF GRAPEVIN�, TEXAS;
FINDING THAT ALL NECESSARY AND REQUIRED LEGAL
CONDITIONS HAVE BEEN SATISFIED; PROVIDING THAT
SUCH AREAS SHALL BECOME A PART OF THE CITY AND
THA.T THE OWNERS AND INHABITANTS THEREOF SHALL
BE ENTITLED TO THE RIGHTS AND PRIVILEGES OF
OTHER CITIZENS AND BE BOUND BY THE ACTS AND ORDI-
NANCES NOW IN EFFECT AND TO BE HEREAFTER ADOPTED;
AND FURTHER PROVIDING FOR AMENDING AND CORRECTING
THE OFFICIAL BOUNDARIES OF THE CITY AS HERETOFORE
ADOPTED ADID PROVIDING FOR THE ORDINANCE TO GO INTO
EFFECT UPON PASSAGE OF THE ORDINANCE ON SECOND
READING REQUIRED BY THE CITY CHARTER AND PROVIDING
A SEVERABILI.TY CLAUSE
WHEREAS , the City, pursuant to the Municipal Annexation
Act, Art. 970A Tex. Rev. Civ. Stat. Ann. , has heretofore in-
stituted annexation proceedings; and
WHEREAS , the City has received petitions from the land-
owners requesting annexation of the tracts described in Exhibits
"A" and "C" • and
,
�aHEREAS, in accordance with the Municipal Annexation Act
a service plan was prepared by an appropriate department of
the City which plan was made available for inspection and ex-
plained to the inhabitants of the area to be annexed (of which
there are none) at the public hearings conducted as hereinafter
described; and
WHEREAS, all required statutory notices pursuant to the
Act have been accomplished; and
WHEREAS, on-site public hearings were conducted on June
24 , 1982 , and public hearings were conducted in Grapevine
City Hall Council Chambers on July 6 , 1982 , which public hear-
ings were conducted after notices had been published in a
newspaper of general circulation in the City and in the areas
proposed to be annexed not more than 20 days nor less than 10
. days prior to each hearing; and
WHEREAS, the properties to be annexed are contiguous
and adjacent to the City limits of the City of Grapevine and
not within the boundaries of another city.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF GRAPEVINE, TEXAS:
Section l . That all of the above premises are found to
be true and correct and are incorporated into the body of this
ordinance as if copied in their entirety .
Section 2 . The service plan submitted in accordance with
the Municipal Annexation Act is hereby approved as part of this
-- Ordinance, made a part hereof , and attached hereto as Exhibit
��D��
Sec�tion 3 . That the property described in Exhibits "A" ,
"B" , and "C" , which exhibits are attached hereto and incorporated
herein fc>r all purposes, be and are hereby annexed and brought
within the corporate limits of the City of Grapevine, Tarrant
County, 7'exas, and same are hereby made an integral part hereof .
Section 4 . That the owners and inhabitants of the areas
herein annexed be entitled to all of the rights and privileges
of other citizens and property owners of said City and are
hereby bcund by all acts, ordinances, and all other legal
action no�w in full force and effect and all those which may
be hereafter adopted.
Section 5. That the official map and boundaries of the
City of G'�rapevine, Texas heretofore adopted and amended be and
is hereby amended so as to include the aforementioned territory
as �art of the City of Grapevine.
Section 6 . That this ordinance shall take effect immediately
upon second and final reading.
Section 7 . If any section, subsection, sentence, phrase ,
or word be found to be illegal , invalid, unconstitutional or
if any portion of said property is incapable of being annexed
by the City of Grapevine , Texas for any reason whatsoever, the
adjudication shall not affect any other section, sentence, phrase,
word, paragraph, or provision of this ordinance or the applica-
tion of any other section, sentence, phrase, word, paragraph,
or provision to any other person, situation, or circumstances ,
nor shall such adjudication affect any other section, sentence ,
phrase, �ord, paragraph, or provision of the Grapevine City
Code. The City Council declares that it would have adopted
the valid portions and applications of this ordinance and
would have annexed the valid properties without the invalid
part, and to this end the provisions of this ordinance are
declared to be severable.

GRAPEVINE , TEXAS on first reading this 3rd day of August, 1982 .

This annexation officially incorporates State Highway 26 R.O.W. bet�.r�en� -
Pa�le Rod and S.H. 114 into the City limits of Grapevine. This is as'
pe:r the Boundary Agreement between South Lake and Grapevine.
PO�,ICE PRC7I�CTION:
This falls within Police District II wtiich is patrolled twenty-four (24)
hours per day, seven (7) days per week. Because this highway facility
is a main transportation line to the south area of the City, no
additional patrols will be necessaxy because of this annexation.
FIRE PRO'T'DCTION:
. Fiz-e. Protection will be provided by the Central Fire Station until the
S.6�1. Sub Fire Station is ca�lete. It is anticipated that the new
facility will be complete and functioning at approximately the same time
thE� annexation is ca�lete. The Fire Departsrent presently sezves all
ad�jacent prcperty to the east of this R.O.W. Because of the City's
pax-ticipation in a fire protection agreement with Tarrant County, this
unincorporated area is already receiving fire protection fran the City
of Grapevine.

SOI,ID WASTE COI�rION: .
Sol.id Waste Collection services in the City of Grapevine is presently
bei.ng provided by S.C.A. Services of Fort Worth under a contract which
�ail.l e.��pire in November of 1982. It is anticipated that this service
' wil.l be provided by the private sector via service contracts for the
for�eseeable future because the City canr_ot qualify for a landfill permi.t
in t�:e vicinity of the Dallas-Fort Worth Ai.rport, this contract does
not. specifically address the e�nsion of the City Limits. Haaever, it
is our interpretation that the present contract would require S.C.A.
Services to provide service any potential custom�r or custcmers acquired
by the e.xp�-insion of the City Limit Bounc�sy, Since this particular
anne.�cation includes only Street Highway R.O.F1. We would not expect any
additional cust�ers as a result of the ann�ation.

� t1T:CLITY SERVICE:
Th� City is presently utilizing S.H. 26 R.O.W between Poole Road and
Mustang Drive for operation and maintenance of an eight inch (8")
waterline. This line has fire hydrants spaced approximately 1,000 feet
ap�-irt. There is a twelve inch (12") waterline located approximately
fi��e feet (5') east of the east R.O.W. line of S.H. 26 on private
pxc�perty fresn a point 300 feet north and east of Ponderosa to a point
approYinately 2,000 feet south and west of S.H. 114-S.H. 26 center line
intersection. The twelve inch (12") link between ponderosa and Mustang
on State Highway 26 is listed in the "1981 Water Distri.bution" study as
a line necessary in 1985-1986, if growt-h projections are accurate.
Sariitary sewer treatirnnt facilities in this drainage basin are severly� ~
overloaded at this point in time. There are four minor water shed
boundaries crossing this R.O.W. At the eastenumst end, there is an
eiqht inch (8") sewer line crossing S.H. 114 in the vicinity of the
Grapevine Industrial Park. This line .�vi.11 serve the area in the Denton
Cr�ek watershed and a small portion df'the Big Bear Creek watershed just
sau�th of S.H. 114. There is a six inch (6") se�,ner main running north
a1Gng the east side of Trailwood 1�SSobile Park which could serve the area
alc�ng S.H. 26, which abuts the D.F.W. Airport property. Haaever, this
is a privately avned line. There is an eight inch (8") sewer main in
Mustang which could serve the area between t�tustang and Ponderosa.
There is an eight inch (8") line presently :erving the Grapevine High
School which eould be extended to the Highway to serve the area between
Poole and Mustang. Because of the nature of the annexation, we wr�uld
not anticipate a sewer service request.
Other utilities (Gas, P�aw�r, Cable Television) will be extended under
the terms of existing franchise agreem�zts with I,one Star Gas, Texas
Paaer ar�d Light and TelePrc�Ter.
In s�ation, the annexation of this R.O.W. will not increase the
nec�ssity for additional City services.
