AN ORDINANCE ABANDONING AND VACATING
A PORTION OF A ROADWAY EASEP'iENT IN
PLACID PENINSULA ADDITION TO THE CITY
OF GRAPEVINE, TEXAS, AS HEREINAFTER
DESCRIBED; PROVIDING A SEVERABILITY
CLAUSE; AND DECLARING AN EMERGENCY
WHEREAS, the owner of Lot 1R, Block 2 , Placid Peninsula,
in the City of Grapevine, Texas , has requested that a roadway
easement, as hereinafter described, be abandoned and vacated;
and
WHEREAS, the roadway easement, as hereinafter described,
is not now needed for public use and will not be needed in
the f uture for public use; and
WHEREAS, abandoning and vacating the roadway easement
will relieve the City of Grapevine, Texas from the cost and
expense of maintaining said property.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section l . That the fifty foot (50 ' ) roadway easement
located along and parallel to the west lot line of Lot 1R,
Block 2 , of Placid Peninsula Addition in the J. L. Whitman
Survey, Grapevine , Texas , as shown in Exhibit "A" , attached
hereto and made a part hereof , is hereby abandoned and vacated
for public use and the same is hereby abandoned- and vacated
insofar as all public right, title , and interest in and to
said described portion of said roadway easement is concerned.
Section 2 . That the terms and provisions of this ordinance
shall be deemed to be severable and that if the validity of any
section, subsection, word, sentence, or phrase shall be held to
be invalid, it shall not affect the remaining part of this
ordinance.
Section 3. The fact that the said portion of the roadway
easement is no longer needed by the public for public usage
and would create a hardship or burden upon the City of Grape-
vine to keep open and maintain such -roadway easement creates
an urgency and an emergency for the immediate preservation of
the public health, safety, and general welfare , which requires
that this ordinance shall take effect immediately from and
after its passage, and it is accordingly so ordained.

SUBJECT: REPLAT OF LOTS 1, 2, 4, 5 & 6, BLOCK 2,
GRAPEVINE LAKE ESTATES
This proposed replat has been advertised and property owners have been
notified as per the State requirements for subdivisions with more than
one hundred lots. This section of the Grapevine Lake Estates Addition
and the Placid Peninsula immediately to the west were subdivided prior
to annexation by the City. Redbird Lane in Placid Peninsula Addition
does not align with Redbird Lane in Grapevine Lake Estates. There is
approximately a sixty foot (60') off-set between these two Streets. The
City subdivision regulations state that no dead end street be longer
than four hundred feet (400') and do require a cul-de-sac turn-around at
the ends. This particular replat proposal does not correct the off-set
situation and leaves two dead-end streets with no cul-de-sac. Redbird
Lane in the Placid Peninsula Addition is approximately eight hundred
feet (800') long and Redbird Lane in Grapevine Lake Estates Addition is
approximately three hundred feet (300' ) long. The replat also would
vacate a fifty foot (50') access easement on the west side of the
subject tract.
The City, within the last year, has extended a six inch (6") water line
and a six inch (6") sewer line from Redbird Lane within the Placid
Peninsula Addition to serve the area encompassed by this plat revision.
The plat does retain these facilities within utility easements. Both
lots within the replatted area meet the minimum requirements for
set-back and size in the R-1 Zoning District.
We have had considerable contact from interested parties in the area,
and the extension of Redbird Lane from the Placid Peninsula Addition to
Oakwood Drive concerns some of the residents because of fear of lake
oriented traffic. There are three design options available to the City
Council in considering this replat and the neighborhood's concern. The
street section could be extended as per attached drawing. This would
eliminate both dead end streets, and a portion of Redbird Lane could be
vacated, making Lot 9, Block l, a usable parcel. The second alternative
would be to require a fifty foot (50' ) radius right-of-way dedication
for a cul-de-sac turn around within the replat area. This would provide
approximately a fifteen foot wide (15' ) area of public property which
could be utilized for emergency access. The third alternative would be
to approve the plat as submitted.

I have discussed these alternatives with the Police Department and Fire
Department, concerning emergency vehicles' access and considering also
our maximum dead end street lenqths without turn arounds.
In the interest, general welfare and safety of the citizens of
Grapevine, it would be our recommendation that the street right-of-way
be shown to allow the development of a residential street from the
Placid Peninsula Addition to Oakwood Drive.

We the followin� citizens of Crapevine would like the Cit,y
to consider the need to leave part of �edbird open on the east
end or that part which impacts the above .replat. t�e feel a
cul-de-sac at that end of Redbird which comes off of Oakwood
would maintain an emergenc,y exit for residents on Redbird.
Fire hazards from the woods on the Corps ' property has caused
� alarm to citizens in the past, and a viabl� alternative to
exitin� the neighborhood is needed. Zde the follo�ing do not
want Redbird to become a thorou�hfare to vehicles. However, the
complete closing of Redbircl !aould not only be haz�rdous, but
would block the a�ess of the Grapevine �states and Aeed Addition
neighborhoods from the Placid Peninsula neighborhood, forcing
children to walk almost t�vo mil� do�an �imball to visit their•
friends.
Again, a cul-de-sac alternative would leave an emergenc,y
exit for the families of Placid Peninsula who reside on Aedbird
while allowing the continued �.ccessin� of people from one
neighborhood to the other.
