AN ORDINANCE OF THE CITY OF GRAPEVINE
APPROVING AND ADOPTING THE COMPREHEN-
SIVE MASTER LAND USE AND THOROUGHFARE
PLAN; PROVIDING A SEVERABILITY CLAUSE;
AND DECLARING AN EMERGENCY

WHEREAS, the City did retain a consultant to review the
City' s Master Land Use and Master Thoroughfare Plan in con-
'�"' junction with the Planning and Zoning Commission; and,
WHEREAS, a complete and detailed study and review, in-
cluding the holding of numerous public hearings, was con-
ducted; and,
WHEREAS, the Planning & Zoning Commission has approved
the Master Land Use and Thoroughfare Plan and recommended
that the City Council approve and adopt same; and,
WHEREAS, the City Council has reviewed and studied the
recommended plan and has concluded that the plan is in the
best interest of the City and is for the purpose of protect-
ing the public health, safety, morals, and general welfare of
the City and its citizens.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF GRAPEVINE, TEXAS:
Section 1. That the Master Land Use and Thoroughfare
Plan, including the Land Use Map approved by the Planning
,� and Zoning Commission and identified as Exhibit "A" , which
is attached hereto and incorporated herein for all purposes,
is hereby approved and adopted.

Section 2. That this Approved Plan shall be filed for
record in the official City records and the Map and Plan
shall be available to the public and to all landowners and
used as an officially approved Land Use and Thoroughfare Plan
by the City Administration, City Planning and Zoning Commis-
sion, and City Council.
Section 3. Severability. If any part or portion of
this Ordinance is held to be invalid or unconstitutional by
a court of competent jurisdiction, such holding shall in no
way affect or invalidate the remaining portions hereof not
so held invalid or unconstitutional.
Section 4. Emergency. The fact that no present ordi-
nances of the City of Grapevine, Texas, provide for the
Comprehensive Master Land Use and Thoroughfare Plan creates
an emergency for the immediate preservation of the public
business, property, health, safety, and general welfare,
which requires that this ordinance shall become effective ,
from and after the date of its passage as provided by law,
and it is accordingly so ordained.
