AN ORDINANCE AMENDING THE 1979 EDITION OF THE
UNIFORM BUILDING CODE ADOPTED BY ORDINANCE
NO. 80-13 ON THE 4TH DAY OF MARCH, 1980, AMEND-
ING SECTION 3802 (b) OF CHAPTER 38 OF THE 1979
EDITION OF THE UNIFORM BUILDING CODE TO PROVIDE
ALL STORIES OF MULTI-STORY BUILDINGS THREE (3)
OR MORE STORIES IN HEIGHT, EXCLUDING GARAGES
USED SOLELY AS PARKING GARAGES , SHALL BE PRO-
TECTED BY AUTOMATIC EXTINGUISHING SYSTEM;
AMENDING SECTION 3805 OF CHAPT�� 38 OF THE
1979 EDITION OF THE UNIFORM BUILDING CODE TO
PROVIDE FOR THE REQUIREMENT OF A STANDPIPE
SYSTEM IN EACH ENCLOSED STAIRWAY OR SMOKEPROOF
ENCLOSURE IN ALL BUILDINGS THREE (3) OR MORE
STORIES IN HEIGHT, EXCEPT GARAGES USED SOLELY
AS PARKING GARAGES; AMENDING CHAPTER 38 OF THE
1979 EDITION OF THE UNIFORM BUILDING CODE BY
ADDING SECTION 3808 PROVIDING THE DEFINITION
OF A COMBINED STANDPIPE SYSTEM; AMENDING SUB-
SECTION (a) OF SECTION 1807 OF CHAPTER 18 OF
THE 1979 EDITION OF THE UNIFORM BUILDING CODE
TO PROVIDE THIS ORDINANCE SHALL BE APPLICABLE
TO ALL BUILDINGS THREE (3) OR MORE STORIES IN
HEIGHT, EXCLUDING GARAGES USED SOLELY AS PARK-
ING GARAGES, AND REQUIRING SAID BUILDINGS TO
BE PROVIDED WITH AN AUTOMATIC SPRINKLER SYSTEM;
AMENDING SUBSECTION (m) OF SECTION 1807 OF CHAP-
TER 18 OF THE 1979 EDITION OF THE UNIFORM BUILD-
ING CODE PROVIDING FOR THE SPECIFICATIONS FOR
THE REQUIRED AUTOMATIC EXTINGUISHING SYSTEM TO
BE INSTALLED IN BUILDINGS THREE (3) STORIES OR
MORE IN HEIGHT; REPEALING SUBSECTION (b) OF
SECTION 1807 OF CHAPTER 18 OF THE 1979 EDITION

- CERTIFICATE OF OCCUPANCY SHALL BE ISSUED FOR
ANY BUILDING THREE (3) STORIES OR MORE UNTIL
SAID BUILDING COMPLIES WITH THE AUTOMATIC
EXTINGUISHING SYSTEM REQUIREMENTS OF THIS ORDI-
NANCE AND AUTHORIZING WATER AND/OR SEWER DIS-
CONNECTIONS FOR BUILDINGS IN VIOLATION; PROVID-
ING THAT ANY VIOLATION SHALL BE UNLAWFUL AND
SHALL CARRY A TWO HUNDRED DOLLAR ($200. 00) PER
DAY FINE AND EACH DAY SUCH VIOLATION SHALL CON-
TINUE SHALL CONSTITUTE A SEPARATE OFFENSE; PRO-
VIDING A SEVERABILITY CLAUSE; AND DECLARING AN
EMERGENCY
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That Section 3802 (b) of Chapter 38 of the 1979
Edition of the Uniform Building Code adopted by Ordinance No. 80-13
on the 4th day of March, 1980, is hereby amended by addition of
paragraph twelve (12) as follows, to-wit:
Section 3802 (b) Where Reguired
12. Approved automatic extinguishing systems shall
be installed in all stories of multi-story
buildings three (3) or more stories in height,
excluding garages used solely as parking
garages, without exception.
Building three (3) stories or more in height
shall have a hydraulically designed sprinkler
system that meets all the requirements of
U. B. C. Section 1807 (m) , as amended. Stand-
pipes may be combined with sprinkler systems.

Section 2. That Section 3805 of Chapter 38 of the 1979 Edition
of the Uniform Building Code adopted by Ordinance No. 80-13 on the
4th day of March, 1980, is hereby amended to read as follows, to-wit:
Combined Standpipe Systems
Section 3805 (a) General. All combined standpipe
systems shall comply with the requirements of this
section. Design and installation shall be in
accordance with U. B. C. Standard No. 38-3, unless
otherwise stated in this section. Where a combina-
tion standpipe system is insta�'_ed in accordance
with this section, a separate dry standpipe system
need not be installed.
(b) Where Required. One combined standpipe system
shall be required for every enclosed stairway or
smokeproof enclosure in all buildings three (3)
or more stories in height, excluding garages used
solely as parking garages, without exception.
Section 3 . That Chapter 38 of the 1979 Edition of the Uniform
Building Code adopted by Ordinance No. 80-13 on the 4th day of March,
1980 , is hereby amended, by adding Section 3808 thereto as follows,
to-wit:
Section 3808
(a) General. A combined standpipe system is a
system in which vertical riser piping supplies
both the 2 1/2 inch outlets for the Fire Depart-
ment use and in addition supplies an automatic
fire extinguishing system. Design and installa-
tion shall be in accordance with U. B. C. Stan-
dard No. 38-3, unless otherwise stated in this
section. Where a combined standpipe system is
installed in accordance with this section, a
separate dry standpipe system need not be
installed.
(b) Where Required. A combined standpipe system
may �e utilized in all buildings when standpipe
systems and sprinkler systems are both required
by other sections of the Code.
Section 4 . That subsection (a) and (m) of Section 1807 of
Chapter 18 of the 1979 Edition of the Uniform Building Code adopted
by Ordinance No. 80-13 on the 4th day of March, 1980, are hereby
amended as follows, to-wit:
Section 1807 {a) Scope. This section shall apply
to all buildings three (3) or more stories in
height, excluding garages used solely as parking
garages, without exception. Such buildings shall
be provided with an approved automatic sprinkler
system in accordance with 1807 (m) as amended.
Section 1807 (m) Fire Sprinkle�s. Sprinkler pro-
tection conforming to the following shall be pro-
vided:
l. The sprinkler system is hydraulically designed
using the parameters set forth in U. B. C.
Standard No. 38-1, N.F.P.A. Standard No. 13 and
the following:
(i) The sprinkler system shall be looped be-
tween standpipe risers at the bottom in
all buildings.
(ii) A minimum of one fire pump shall be provided
and sized for the sprinkler demand and for a '
minimum 500 gallons per minute Fire Department
standpipe operation.
(iii) Operation of the sprinkler system shall
activate the voice communication system.
2 . When the automatic sprinkler system described
above is installed, the following reductions from
the requirements of this Code are permitted:
(i) The fire-resistive time periods set forth
in Table No. 17A may be one hour for
interior bearing walls, exterior bearing,
and non-bearing walls, roofs, and the
beams supporting roofs, provided they do
not frame into colum�. All building par-
titions required to be of one-hour, fire-
resistive construction by Table No. 17A
and Section 3304 (g) may be of non-
combustible construction without a fire-
resistive time period. Openings in corri-
dor walls shall be protected by tight-
fitting, self-closing doors that need not
have a fire-resistive time period. In
Group R, Division I Occupancies , corridors
and dwelling unit or guest room separation
may be reduced to one-half hour.
(ii) The 1 1/2 inch hose lines and nozzles may
be omitted.
(iii) Travel distance to a horizontal exit or to
an enclosed stairwell may be 300 feet.
(iv) Smokeproof enclosures may be eliminated if
each required stairway is pressurized as
provided in Section 3309 (h) to . 15 inches
of water column.
Section 5. That Subsection (b) of Section 1807 of the 1979
Edition of the Uniform Building Code adopted by Ordinance No. 80-13
on the 4th day of March, 1980, is hereby repealed except for appli-
cation to those buildings wherein complete building permits have been
issued at the date of passage of this Ordinance and said Section (b)
shall be applicable to the construction of said buildings.
Section 6. That no certificate of occupancy shall be issued
for any building subject to the terms of this Ordinance until the
building construction conforms to the requirements of this Ordinance.
Should water and/or sewer connections have been made to the City of
Grapevine water and/or sewer system, the Department of Building
Inspection is hereby authorized and directed to disconnect said
service should any building subject to the terms of this Ordinance
fail to conform to the requirements of this Ordinance.
Section 7. In addition to any other enforcement provision con-
tained herein, any failure to comply with the terms, rules , condi-
tions and requirements of this Ordinance shall be declared to be a
violation and unlawful and shall be punishable by a fine not exceed-
ing two hundred dollars ($200. 00) and each day such violation shall
ccntinue shall constitute a separate offense.
Section 8. That the terms and provisions of this ordinance
shall be deemed to b� severable and that if the validity of any
section, subsection, sentence, clause or phrase of this ordinance
should be declared to be invalid, the same shall not affect the
validity of any other section, subsection, sentence, clause, or
phrase of this ordinance.
Section 9 . The fact that the present ordinances and regula-
tions of the City of Grapevine are inadequate to provide for fire
protection for multi-story buildings within the corporate limits of
the City of Grapevine, creates an emergency for the immediate pre-
servation of the public business, property, health, safety, and
general welfare of the public which requires that this Ordinance
shall become effective on the 15th day of December, 1981, however,
if an architect certifies by sworn instrument in writing and draw-
ings prior to the lst day of January, 1982 , that the project has
progressed at least through the "Sustantially Complete Working
Drawing" stage by the 15th day of December, 1981, and a building
permit for this complete structure is issued prior to the lst day
of February, 1982 , the construction may proceed pursuant to the 1979
Uniform Building Code which was in effect on the date of passage of
this Ordinance as provided by the Charter of the City of Grapevine,
and it is accordingly so ordained.
