The City Council and Planning & Zoning Commission of the
City of Grapevine, Texas met in Joint and Special Session
on this the 25th day of June, 1981 at 6 :45 p.m. in the Civic
Center, 311 Main Street with the following members present

Mayor Tate called the meeting to order. -
INVOCATION
The Invocation was delivered by Councilman Dunn.
BID AWARD, SOCCER FIELD IRRIGATION
Mayor Tate advised that one item of Council business would be
acted upon prior to the beginning of the Joint Meeting with
the Planning & Zoning Commission.
The matter to come before the Council was consideration and
award of the bid for the irrigation of the Oak Grove Soccer
Complex.
Park & Recreation Director Kevin Conklin advised that the fol-
lowing bids had been received:

Mr. Conklin then recommended that the low bid of Yerkey Com-
pany be accepted.
Councilman Dunn made a motion to accept the recommendation
of the City Staff and award the bid to Yerkey Company in the
amount of $38, 474. 00 . The motion was seconded by Councilman
Shafer and prevailed by the following vote :
Ayes . Tate, Ware, Oliver, Shafer, Brekken, & Dunn

PUBLIC HEARING, MASTER PLAN UPDATE ��
The next order of business was for the City Council and Plan-
ning & Zoning Commission to conduct a public hearing relative
to adoption of the City' s proposed Master Plan update.
Mayor Tate declared the public hearing open and explained the
procedure to be followed during the public hearing.
Mrs. Sharron Spencer, Chairman of the Planning & Zoning Commis-
sion, made a brief statement reporting that on May 20 , 1980 ,
the Planning & Zoning Commission recommended the Council engage
the firm of Freese and Nichols for the purpose of updating the
City' s Master Plan. As a result, the Council authorized the
contract which was signed in June, 1980. Mrs. Spencer further
advised that on October 23 , 1980, the first public hearing was
held to receive input from the public concerning the probl�ms
which needed to be addressed. She noted that the master plan
goals and policies were developed with those ideas in mind.
She added that since that time, the Planning & Zoning Commis-
sion had conducted sixteen meetings in an attempt to resolve
the problems previously indicated. Mrs. Spencer advised that
those meetings resulted in the current status of the proposed "�"
master plan. Z

Project Chairman Craig Farmer, Freese & Nichols Engineering
Firm representative, spoke briefly on the three areas addressed
in the proposed master plan: land use, transportation, and
growth.
Mayor Tate then allowed the guests in attendance to speak in
regard to the proposed master plan.
Mr. Bob Hunt; 2323 Eagle Crest Drive; Grapevine, Texas
Mr. Hunt spoke as a representative of District Three of the
Citizens Advisory Committee. He first commended the Council
and Planning & Zoning Commission for their efforts. He then
stated that his area supported selective industry as a method
of improving the tax base. He added that District Three did
not favor a large number of apartments in their immediate
area. In conclusion, he expressed concern for approximately
fifty-three acres of land on the west side of Dove, comment-
ing that residents were opposed to high density construction
in that area and urged that the property be rezoned to a low
density zoning category. He then noted that a petition con-
taining one hundred seventy signatures had been submitted "�
pertaining to the 53-acre tract.
Beverly Davydiuk; 1636 Choteau Circle; Grapevine, Texas ���
Ms. Davydiuk addressed the Council expressing concern relative
to the northwest corner of Dove Road and Dove Loop. She stated
that District Three of the Citizens Advisory Committee opposed
a high density use on that site because of the large amounts of
traffic that would result, and because it would lessen the
integrity of the single-family neighborhoods in the area.

David Box; 5726 Ridgetown Circle; Dallas, Texas 75230
Mr. David Box, representing the D. E. Box Estate, addressed the
Council relative to two hundred nine (209) acres of land located
generally on the south side of Mustang Drive, west of Highway
121, and north of Timberline Drive. Mr. Box advised that a
light industrial use would facilitate the type of development
that the owners desired, primarily because of access to High-
way 121 and the proximity to airport property. A residential
� � buffer along the western edge of the property was suggested
by Mr. Box.

Mr. Richard Curtis; #7 Echo Cove; Grapevine, Texas
The Council and Planning & Zoning Commission were commended
by Mr. Curtis for their efforts in preparing a master plan.
He expressed appreciation for the attempts to have buffer
zones between residential districts and commercial/industrial
areas.
Ms. Marge Heim; 527 Dooley; Grapevine, Texas
Ms. Heim inquired as to the future use of Dooley Street and
advised that she would be opposed to heavy vehicles in that
area since Dooley was primarily a residential street.
Ms. Heim suggested that Ruth Street be extended southward
across the railroad tracks to Dallas Road to alleviate some
traffic conditions. The City Staff addressed Mrs. Heim' s
questions and explained the proposed use of both Dooley and
Ruth Streets.
Mr. J. D. Ward; 5546 Merrimac; Dallas , Texas 75206
�``� The Council and Planning & Zoning Commission were advised that
� Mr. Ward represented Simon W. Henderson and Simon W. Henderson,
�,�
Jr. of Lufkin, Texas, who presently own eighty-three acres
located generally north of Northwest Highway, east of Dooley,
west of Ruth Wall, and south of Wildwood. Mr. Ward advised
that the property was currently zoned for commercial use and
requested that the master plan maintain the same land use
status.
Mr. Cal Thelin; Wadsworth Golf Construction Co. ;
Plainfield, Illinois
Mr. Thelin addressed the Council and Planning & Zoning Commis-
sion in reference to 3. 75 acres of land on the south side of
Hughes Road, west of Grapevine/Euless Road, and east of High-
way 121. He further advised that Wadsworth Golf Construction
Company presently had on file with the City a zoning case to
change the zoning of the property from "C-2" Community Business
to "I-1" Light Industrial. Mr. Thelin advised that during the
public hearinq for the zoning case, it was brought to light
that the proposed master plan recommended residential use for
the property. He added that his firm had chosen the site be-
cause of the proximity to the airport and highway access. He
then requested that in preparing the master plan, consideration
$ � be given to designating the property in that area a commercial/
industrial use.
�,,� Mr. Ed Blythe; Hawn Foundation; Dallas, Texas
Mr. Blythe addressed the Council and Planning & Zoning Commis-
sion for the purpose of inquiring about the proposed use of the
property on the north side of Hall Johnson Road near its inter-
section with Highway 121. Mr. Farmer advised that the master
plan map suggested a planned-development type land use including
partial office complex and partial multi-family.

Mr. Jesse Woods; 2746 Manchester; Grapevine, Texas
Mr. Woods commented to the Council and Planning & Zoning
Commission that he was concerned with the detail of the mas-
ter plan document, more specifically what the status would be
once adopted, and secondly in what way the planned ratios
would be accomplished.
The City Attorney advised that the Master Plan would be a plan- ,�,
ning tool used by the Council, Planning & Zoning Commission, and
City Staff. He further advised that the ratio plan could be
accomplished through proper development and growth.
Mr. Woods cautioned those in attendance that the master plan
could be effective only if implemented.
Mr. Jackie Davis; P. 0. Box 131; County Line Road;
Grapevine, Texas
Mr. Davis addressed the Council and Planning & Zoning Commis-
sion with concern for a 21. 8 acre tract in the Thomas Mahan
Survey (north of the existing Gibson' s facility) . It was
noted that the suggested master plan use of the property was
a combination of inedium to high density.
Mr. J. T. Davis; 3211 Rolling Hills; Grapevine, Texas
The Council and Planning & Zoning Commission were requested
by Mr. Davis to consider a land use plan similar to the exist-
ing Planned Development zoning on the property referred to
previously by Mr. Jackie Davis.
Mr. C. G. Smith; 1303 Airline; Grapevine, Texas

When called upon to speak, Mr. Smith advised that he would �
decline comment at the present time.
Mr. Larry Lightner; 16842 Village; Dallas, Texas
Mr. Lightner began his presentation by pointing out tracts of
land in the Timberline area on which he had received zoning
several years ago, some of which had been sold and developed,
and some currently owned by Mr. Lightner, presently undeveloped.
He further advised that his intent was to develop the neighbor-
hood areas first, and follow with commercial development in an
effort to regain some financial losses suffered when the neigh-
borhood areas were developed. Mr. Lightner added that he was
especially concerned about his property, currently zoned "C-2"
Community Business and "R-3" Multi-Family, on which the pro-
posed master plan recommended a residential, low density use.
He further stated that some sewer agreements had been nego-
tiated with the City, although there was currently a moratorium
on the development of his Timberline property, primarily be-
cause of lack of sewer capacity.
In conclusion, Mr. Lightner stated that his financial losses
were increasing as a result of the inability to develop the
property in accordance with its present zoning. *�
Mr. George Chapman; Attorney representing Larry Lightner
Mr. Chapman began by commendinq the Planning & Zoning Commis-
sion for their work relative to the master plan. He commented
that he was impressed by the quality of development done in the
area to date and by the quality of the working relationship
between the City of Grapevine and Mr. Lightner.

He commented, with regard to the sewer agreement previously
mentioned, that the down zoning of Mr. Lightner' s property
proposed by the master plan was not fair to Mr. Lightner, nor
was it in the best interest of the City. He , therefore, res-
pectfully requested that consideration be given to leaving the
zoning of Mr. Lightner ' s property as it has existed and as
relied upon by his client.
Mr. Troy Fuller; 432 Baker; Hurst, Texas 76039

Mr. Fuller inquired of the Council and Planning & Zoning
Commission as to whether or not flood plain areas were being
addressed by the master plan. Mr. Farmer answered that flood
�� plain areas were being shown as open space, and that it was
being recommended that development in the flood plain be
limited and in accordance with certain engineering requirements.
Mr. Joe L. Wright; 601 West Wall; Grapevine, Texas
Mr. Wright advised the Council that he was concerned about
the residential, low density land use recommended by the pro-
posed master plan on his four-acre tract located on the north
side of Timberline, east of the Memorial Baptist Church prop-
erty. He requested that consideration be given to a recom-
mended use comparable to the "R-3" multi-family zoning category
presently on the property.
Mr. Aubrey L. Smith; 105 Jenkins Street; Grapevine, Texas
The Council and Planning & Zoning Commission were addressed
by Mr. Smith relative to a 21-acre tract of land on the west
side of Dove Road, south of Autumn Drive. He asked that the
residential, low density land use now proposed by the master
plan be changed to compare with the existing zoning of "R-3"
�°� multi-family dwelling district.
�' Mr. Mike Doyle; 2632 Tanglewood; Grapevine, Texas

Mr. Doyle addressed the Council and Planning & Zoning Commis-
sion and requested that consideration be given to making the
flood plain area (south of Timberline, near Tanglewood)
converted into a City Park area. The City Staff advised Mr.
Doyle that some future park areas were planned in that vicin-
ity. Mr. Doyle also requested that consideration be given to
limiting the number of apartment units on Timberline Drive.
Mr. Richard Eakins; 2020 Camelot; Grapevine, Texas
The Council and Planning & Zoning Commission were asked by
Mr. Eakins to consider the effects of down zoning on devel-
opers, investors, and city tax revenues prior to initiating
zoning changes in an effort to comply with the proposed
master plan. He then praised the efforts of both the Coun-
cil and Planning & Zoning Commission in planning controlled
growth for the City of Grapevine.
K. W. Pickering; Address Unknown
� �� Mr. Pickering addressed the Council as to whether or not the
plan was permanent and whether or not economics were consid-
ered in the ratio planning of multi-family dwellings versus
� � single-family dwellings. He also asked what the next step
was following adoption of the master plan. Mayor Tate
answered that upon adoption of the proposed plan, there
would probably be some block zonina changes initiated by
the City in an effort to comply with the recommendations of
the new master plan.

Deanna K. Pehnert; 4054 McKinney, Suite 310;
Dallas, Texas
Ms. Pehnert advised the Council that she represented the
owners of Tract l, Block l, and Tract 1, Block 3 in Timber-
line Estates. She recommended that both tracts be desig-
nated as commercial sites on the proposed master plan.
Mr. Don Bigbee; #4 Windy Knoll; Grapevine, Texas

Mr. Bigbee addressed the Council and Planning & Zoning Commis-
sion and stated that master plans and cities must adapt and
change according to trends. He spoke specifically regarding
Mr. Lightner' s tract on the south side of Timberline near The
Vineyard. Mr. Bigbee also pointed out that not only could
the tax base be affected by zoning, but also the debt burden
that some construction projects could create in terms of City
services was equally important.
Mr. Frank Pilney; 1366 Tipperary; Grapevine, Texas
Mr. Pilney spoke in regard to the fifty-three acre tract of
land on the west side of Dove Road, suggesting that it be
designated a low density use as opposed to high density.
Unidentified Woman, Representing Dr. James Q. Lawler;
2105 W. Arp; Irving, Texas
Dr. Lawler' s representative inquired as to the meaning of the
flood plain designation on the proposed master plan as it re-
lated to a currently zoned Heavy Industrial area on Glade Road
near the airport entrance. Mr. Farmer explained the flood
plain designation.

Plan, City of Grapevine
Dear Mrs. Armstrong:
Please be advised that I represent Mel Hobratsch
Investment Group No. 52, Limited, a partnership,
which is the record owner of a tract of land con-
taining 3. 75 acres situated on Hughes Road in the
City of Grapevine in the J. R. Doss Survey, Ab-
stract 440. e.�
My client has been advised that the preliminary
proposals of the new master plan for the City of
Grapevine include a recommendation for low density
housing for the property owned by my client.
Please be advised that Mel Hobratsch Investment
Group No. 52, Limited, strongly opposes any pro-
posed master plan which would in effect recommend
low density housing for the subject 3. 75 acres re-
ferred to above. Subject property was purchased
almost ten (10) years ago by my client in reliance
upon the existing commercial zoning for said prop-
erty. Since August of 1971 my client has paid
taxes on subject property based upon tax assess-

ments for commercially zoned property. My client
has been holding the property and paying taxes on
same for this relatively extended period of time
based upon its reliance on the commercial zoning
and the anticipation of eventual extension of
adequate utility services and highway access. If
commercial use of the property by my client or
his potential purchaser is thwarted, my client be-
lieves the economic consequences will be severe.
Thank you for placing this letter in the record of
the public hearing for this matter and advising
the council of the strong opposition by Mel Ho-
� bratsch Investment Group No. 52 , Limited, to the
adoption of any master plan which would call for
any use other than commercial for my client' s
property.
Grapevine has derived significant benefits and
tax revenue from the investment community, and
it would seem somewhat important to retain the
confidence of the investment community by adopt-
ing a master plan that is consistent with the
past representations made by the council to the
investment community through past zoning action.

Mrs. Armstrong also reported that she was in receipt of the
petition containing 170 signatures previously mentioned by
guest speaker, Mr. Bob Hunt.
Mayor Tate then commended those in attendance for their con-
cern and orderly participation. He advised that the Planning
& Zoning Commission would meet again and then make a recom-
mendation to the Council relative to final adoption of the
proposed master plan.
There being no further discussion relating to the master
plan, Planning & Zoning Commission Member Ann Glynn made a
motion to close their portion of the public hearing. The
motion was seconded by Member Harlen Joyce and prevailed by
the following vote:
Ayes . Spencer, Cook, Joyce, Glynn, Hawkins , & Norman
Nays . None
Absent: Anderson

portion of the public hearing. The motion was seconded by
