The City Council of the City of Grapevine, Texas met
in Special Session on this the 12th day of May, 1981
"'"� at 6 : 30 P.M. , in the Council Chambers, 413 Main
Street, Grapevine, Texas with the following persons
present to-wit:

CALL TO ORDER
Mayor Pro-Tem Ware called the meeting to order.
INVOCATION
The Invocation was delivered by Council Member Brekken.
COMMITTEE APPOINTMENTS
The purpose of the Council meeting was for the City Council
to consider appointments to various boards and committees.
Planning & Zoning Commission
Mayor Pro Tem Ware advised that two appointments needed to
be made to the Planning & Zoning Commission to fill the
expired terms of Duane Rogers and Robert Sands who did
not wish to serve again.
Councilman Shafer made a motion to appoint Mr. James K.
Hawkins to the Planning & Zoning Commission. The motion
was seconded by Councilman Dunn and prevailed by the fol-
lowing vote:
Ayes . Ware, Oliver, Dunn, Shafer, Brekken, & Dyer
Nays . None
Absent : Tate
� Councilman Dyer then made a motion to appoint Ann Glynn
to the Planning & Zoning Commission. The motion was
seconded by Council Member Marion Brekken and prevailed by the

Park & Recreation
The Council was advised that five appointments needed
to be made to the Park & Recreation Board. It was noted
that Mike McKinney, Mary Zauber, Donald Callenius , Elmer
Ball, and Dorothy Foster were all willing to serve again. '""�"
Councilman Oliver then made a motion to reappoint Mike
McKinney to the Park Board. The motion was seconded by ���
Councilman Dyer and prevailed by the following vote:

Absent : Tate
Council Member Brekken made a motion to reappoint Donald
Callenius to the Park Board. The motion was seconded
by Councilman Oliver and prevailed by the following vote:

Councilman Oliver then made a motion to reappoint Elmer
Ball to the Park Board. The motion was seconded by Councilman

Councilman Dunn made a motion to appoint John Levitt to
serve on the Park Board. The motion was seconded by Council- ��

Council Member Brekken then made a motion to appoint Don
J. McCoy to the Park Board. The motion was seconded by

Library Board
T�ayor Pro Tem ware advised that five appointments needed to
be made to the Library Board. He further advised that Susan
Horak, Celia Box and Roger Cloud had expressed a desire to
be reappointed. It was also noted that Sandra Dearing and
Jerry Pittman did not wish to be reconsidered for appointment.
Council Member Brekken then made a motion that Susan Horak
be reappointed to the Library Board. The motion was seconded
by Councilman Oliver and prevailed by the following vote: �`"'"�

Councilman Dunn made a motion that Celia Box be reappointed
to the Library Board. The motion was seconded by Councilman
Shafer and it prevailed by the following vote:

Councilman Dyer then made a motion to appoint Myreleen Ashman
to serve on the Library Board. The motion was seconded by
Councilman Dunn and prevailed by the following vote:

Cour.cilman �unn then made a motion to appoint Ken Dowell
to serve on the Library Board. The motion was seconded
by Council Member Brekken and prevailed by the following

Board of Zoning Adjustments
Mayor Pro Tem Ware advised that two regular appointments
and one new alternate position needed to be filled on the
noard of Zoning Adjustments. He further commented that
James Buckner and Jesse Woods were willing to serve again.
Council Member Brekken made a motion to reappoint James
Buckner to serve on the Board of Zoning Adjustments. The
motion was seconded by Councilman Oliver and prevailed by
the following vote :
Ayes . Ware, Oliver, Dunn, Shafer, Brekken, & Dyer
Nays . None
Absent : Tate
Councilman Shafer then made a motion to reappoint Jesse
Woods to serve on the Board of Zoning Adjustments . The -
motion was duly seconded by Councilman Dyer and prevailed
as follows:

Councilman Shafer then made a motion to appoint Rickey
Wright to serve as an alternate on the Board of Zoning
Adjustments. The motion was seconded by Councilman Dyer

Citizens Advisory Committee, District One
The Council was advised that one appointment needed to
be made in District One of the Citizens Advisory Committee.
It was noted that Mr. Mike Starek was willing to serve � '
again.
Council Member Brekken made a motion to appoint Mike Starek
to District One, of the Citizens Advisory Committee. The ` '�
motion was seconded by Councilman Oliver and prevailed by
the following vote:

Citizens Advisory Committee, District Two
It was noted that one appointment needed to be made to
District Two, with Jesse Woods expressing a desire to
be reappointed.
Councilman Dyer made a motion to reappoint Jesse Woods
to District Two of the Citizens Advisory Committee. The
motion was seconded by Council Member Brekken and prevailed
by the following vote:

Nays . None

Citizens Advisory Committee, District Three
Mayor Pro Tem Ware advised that one appointment needed to
be made to District Three with Mr. Bob Hunt willing to serve
again.
Councilman Dunn made a motion to reappoint Bob Hunt to
serve on the Citizens Advisory Committee, representing
District Three. The motion was seconded by Councilman
Shafer and prevailed by the following vote:

Nays . None

Citizens Advisory Committee, District Four
The Council was advised that one appointment needed to
be made to District Four, with Dennis Slechta willing
to be reappointed.
' Council Member Brekken made a motion that Dennis Slechta
be reappointed to serve on the Citizens Advisory Committee, �
District Four. The motion was seconded by Councilman
Dyer and prevailed by the following vote:

Citizens Advisory Committee, District Five
The Council was advised that two appointments needed to
be made to District Five. It was further noted that
� Tom Gupton had resigned and that there were no applicants
for the positions. Therefore, no appointments were made
to District Five.

Citizens Advisory Committee, District Six
Mayor Pro Tem Ware advised the Council that two appointments
"'� needed to be made in District Six, with no-one serving at
the present time.
Councilman Dunn then made a motion to appoint Bob Murphey
to serve on District Six of the Citizens Advisory Committee.
The motion was seconded by Councilman Shafer and prevailed
by the following vote:
Ayes . Ware, Oliver, Dunn, Shafer, Brekken, & Dyer
Nays . None
Absent : Tate
Councilman Dyer then made a motion to appoint Rudolf Fernandez
to serve in District Six, Citizens Advisory Committee. The
motion was seconded by Councilman Oliver and prevailed by
the following vote:

Nays . None
Absent : Tate
�* Citizens Advisory Committee, District Seven
The Council was advised that one appointment needed to be
`'""'""'' made to the Citizens Advisory Committee, District Seven.
It was noted that Ted Willhoite was presently serving in
that capacity, but that the City Staff had been unable to
contact him to see whether or not he was willing to serve
again.
Therefore, no appointments were made to District Seven,
pending the decision from Mr. Willhoite.
Citizens Advisory Committee, District Eight
Mayor Pro Tem Ware advised that one appointment needed to
be made in District Eight with John Rogers willing to serve
again.
Council Member Brekken made a motion to appoint John Rogers
to the Citizens Advisory Committee, District Eight. The
motion was seconded by Councilman Oliver and prevailed by
the following vote:

�, Citizens Advisory Committee, District Nine
Mayor Pro Tem Ware advised that two appointments needed to
be made in District Nine. He further stated that there were
no applications for consideration. Therefore, no appoint-
ments were made to District Nine.

Citizens Advisory Committee, District Ten
Mayor Pro Tem Ware advised that three appointments needed
to be made to District Ten, to fill the terms of Ron Dyer,
newly elected Councilman, James Diggles , deceased, and Ann
Glynn, who had stated she could no longer serve since she
had been appointed to the Planning & Zoning Commission.
Council Member Brekken then made a motion to appoint Emma
Wendt to fill the two year term vacated by Mr. Dyer. The �,,,
motion was seconded by Councilman Oliver and prevailed by
the following vote:

Nays . None
Absent : Tate
Councilman Dunn then made a motion to appoint Robert Downs
to serve the one year term created by the death of Mr.
Diggles. The motion was seconded by Council Member Brekken
and prevailed by the following vote:

Nays . None
Absent : Tate
Ann Glynn, present in the audience, then submitted her
resignation. Councilman Dunn then made a motion to accept
Mrs. Glynn' s resignation. The motion was seconded by Council-
man Oliver and prevailed by the following vote:

Nays . None

Councilman Dyer then made a motion to appoint Rickey Wright
to fill the one year term vacated by Mrs. Glynn. The
motion was seconded by Councilman Dunn and prevailed by the ���'`�

Nays . None

Citizens Advisory Committee, District Eleven
The Council was advised that one appointment needed to be
made to District Eleven of the Citizens Advisory Committee.
It was noted that Dennis Hranitzsky was willing to serve
again.
Councilman Dyer made a motion to appoint Dennis Hranitzsky
to District Eleven. The motion was seconded by Council
Member Brekken and prevailed by the following vote:

Nays . None

Councilman Oliver then made a motion to table appointments
to District Five, Seven, and Nine. The motion was seconded

Electrical Board
Mayor Pro Tem Ware advised that two appointments needed to
be made to the Electrical Board, with Dennis Roberts and
H.J. Harper both willing to serve again.
Councilman Shafer made a motion to reappoint Dennis Roberts
to serve on the Electrical Board. The motion was seconded
by Councilman Dunn and prevailed by the following vote:
Ayes . Ware, Oliver, Dunn, Shafer, Brekken, & Dyer
Nays . None

Councilman Dunn then made a motion to reappoint H.J. Harper
to the Electrical Board. The motion was seconded by Council-

Golf Course Advisory Committee
Mayor Pro Tem Ware advised that three appointments by the
Council and one appointment by the Mayor (of a member of
the Council) needed to be made to the Golf Course Advisory
Committee.
Councilman Dunn made a motion to reappoint Doil Dalton to
serve on the Golf Course Advisory Committee. The motion
was seconded by Councilman Oliver and prevailed by the
following vote :
Ayes . Ware, Oliver, Dunn, Shafer, Brekken, & Dyer
Nays . None
Absent : Tate
Councilman Shafer then made a motion to reappoint Bobby
Wise to the Golf Course Advisory Committee. The motion
was seconded by Councilman Dunn and prevailed by the
following vote:

Councilman Dunn then made a motion to table the third
appointment to the Golf Course Advisory Committee pending
Council review of the resolution providing qualifications
of inembers. The motion was seconded by Councilman Oliver
and prevailed by the following vote:

Grapevine Housing Authority
� The Council was advised that three appointments needed to
be made to the Grapevine Housing Authority with Thelma Conine
and J. T. Davis both willing to be considered for reappoint-
ment.

Davis to the Housing Authority. The motion was seconded
by Councilman Dunn and prevailed by the following vote:

Councilman Oliver then made a motion to appoint Byron �
Cox to serve on the Grapevine Housing Authority. The
motion was seconded by Council Member Brekken and prevailed

CALL TO ORDER
The meeting was called to order by Mayor Pro-Tem Ware.
WORKSHOP
Mayor Pro-Tem Ware advised that the purpose of the special
meeting was to conduct a workshop relative to the update
of the City' s Master Plan.
Mr. Craig Farmer, Freese and Nichols Engineering firm then
made a detailed presentation to the Council during which
he reviewed the draft of the Master Plan outline. Numerous
questions were asked, and comments made during Mr. Farmer' s
presentation. No formal action was taken by the Council or
Planning & Zoning Commission.
ADJOURNMENT
There being no further business to come before the Council ,
Councilman Dunn made a motion to adjourn. The motion was
