conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said

2. A parking plan is required for the proposed use. Please
provide a graphic plan which illustrates the location of the off-
site public parking described on the site plan.
3. Please label the site plan as the Dimensional Control Site
Plan/Floor Plan.
4. Please note the following preliminary requirements from
Building Inspections. Please direct all questions regarding the
following comments to Allen Hunt — Field Coordinator/Plans

• On premise signs will require a separate permit. Also contact David
Klempin — Township Restoration Coordinator at 817.410.3197 prior to

• A second restroom will be required.
• Full MEP's will be required for the Building Permit. A building permit will
be required upon approval of the conditional use permit and may be
submitted simultaneously with this process.
• Clarify the unmarked area near the utility room.
5. Please note the following preliminary comment from the Fire
Department. Please direct all questions regarding the following
comment to Deputy Chief Randie Frisinger or Captain Craig Reed at
817.410.3482.
• Clarify what type of food will be offered and what type of food preparation
or cooking is proposed.
6. Please note the following preliminary comment from the Public
Works Department. Please direct all questions regarding the
following comment to John Robertson- Manager of Engineering or
Paul Lee- Senior Civil Engineer at 817.410.3136.
• Demonstrate how the refuse container can be retrieved.

The above comments must be reflected in the final submittal for the
September 16th joint public hearing. Please submit the revised
documents to the Department of Development Services at 200 South Main
Street.
The revised submittal shall include:
one (1) mylar (uncolored) of each sheet (minimum size 22" x 34")
thirty (30) reduced sorted (collated sets) copies at 11 " x 17" three hole
punched, stapled and z -folded (fold the right edge to the left edge
and then fold the right edge in half to form a z -fold).
If these revisions are made and submitted at the correct time, you will be
scheduled for the next available agenda.

On Tuesday evening, September 16, 2014 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU14-38 — Umbra Winery - submitted by Umbra Winery for property located at 415 South
Main Street and platted as Lot 4 & N 253, Block 18, City of Grapevine. The applicant is
requesting a conditional use permit to allow a winery with on- and off -premise consumption
of alcoholic beverage sales (wine only). The property is zoned "CBD" Central Business
District and is owned by Sutton & Riddle Investments.
PD14-01 — Glad Hill - submitted by Contrast Glade Hill Development for property located
at 4800 Glade Hill Drive and platted as Tract 1A, Lots 1A -13A, Block 1, Lots 1A -15A, Block
2, Lots 1A -19A, Block 3, Lots 1A -14A, Block 5, Glade Hill. The applicant is requesting a
planned development overlay to deviate but not be limited to building coverage standards.
The property is currently zoned R-5.0 Zero -Lot -Line District and is owned by Contrast
Glade Hill Development.
After all parties have been given an opportunity to speak, the public hearing will be closed

REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit for the possession, storage retail sale
and on- and off -premise consumption of alcoholic beverages (wine only) in conjunction with
a winery.
With this request the applicant proposes to establish a 1,444 square foot, 36 -seat, winery
(Umbra Winery) within an existing space. The applicant owns an existing winery,
Crossroads Winery in Frisco, Texas and envisions offering wine produced from the existing
winery and from wine produced on-site. No outdoor seating or outside speakers are
proposed. Parking required for the winery is 26 parking spaces. Parking for the winery is
proposed to be met by using both on-site and off-site parking. Two parking spaces are
available on the subject site. The balance of the required parking is proposed to be met by
using available public parking in the immediate vicinity as shown on the parking plan.

PRESENT ZONING AND USE:
The property is zoned "CBD" Central Business District and was formerly used as a retail
shop (Bella Butterflies).
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and surrounding areas were rezoned in the 1984 City Rezoning from
"C-2" Community Business District to "CBD" Central Business District. The subject
property is also located within a Historic Overlay District (1-11-92-03). On property to the
west Planned Development Overlay PD09-02 (Ord. 2009-09) was approved at the March
24, 2009 meeting which allowed a residence on the second floor of an existing structure.
At the February 15, 2011 meeting City Council approved CU 11-02 (Ord. 2011-08) on the
site to the south to establish a bakery (Patty Cakes Bakery).
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "CBD" Central Business District—various retail businesses
SOUTH: "CBD" Central Business District—various retail businesses
EAST: "CBD" Central Business District—various retail businesses
WEST: "CBD" Central Business District—various retail businesses
The subject tract is located within "Zone A" zone of minimal effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. Few
activities will be affected by aircraft sounds in Zone A, except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Central Business District land use.
The applicant's proposal is in compliance with the Master Plan.
THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates this segment of South Main Street as Type F, Collector
with a minimum 80 -foot right-of-way developed as 2 lanes.

Dear Council members and Commissioners:
S/R Investments is excited about the opportunity for Umbra Winery to be our tenant at
415 S. Main Street. We feel the winery concept is a good fit for our space, and for our
Main Street retail, restaurant, and winery neighbors.
At this time we would like you to consider our request to:
1. Allow a winery at this location within the "CBD" zoning district.
2. Allow for the sale, storage, and on -premise consumption of wine and lite food as well
as the retail sale of wine in unbroken containers as well as lite retail.
3. Allow for wine production demonstrations
4. The "premise" for this request is the area designated for the winery on the attached
site plan.
Umbra is a positive partner for us as the winery concept has been proven time and again
here in Grapevine. Umbra has been producing wines since 2005 under their CrossRoads
label and currently has wines carried in Market Street and Kroger. Their blush Muscat
wine has won in this category at Grapefest for the past five years.
Umbra does not intend to have any outdoor seating or outdoor speakers. We do
anticipate a live music component to this winery. Typical business hours will be I I am —
10 pm Sunday thru Thursday and 11 am —11 pm Friday and Saturday.
We do not believe Umbra's operations will have any negative impacts for our neighbors
and feeltheir presence on Main Street will strengthen and grow Grapevine's f

Mr. Wilson:
This letter is to verify that your request for a conditional use permit located at 415 South Main
Street and platted as Lot 4 and north 2.5 ft of Lot 3, Block 18, City of Grapevine to allow for the
possession, storage, retail sale and on- and off -premise consumption of alcoholic beverages (wine
only) in conjunction with a winery was approved by the City Council on September 16, 2014.
On September 16, 2014, the Planning and Zoning Commission recommended the City Council
approve the request as stated above.
Any changes to a site plan approved with a conditional use ora special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.
