Grapevine Historic Preservation Commission

In accordance with Orders of the Office of the Governor of the State of Texas, the Grapevine
Historic Preservation Commission will conduct the meeting scheduled at 6:00 pm on October 28,
2020 in the Council Chambers at 200 South Main Street, by telephone conference in order to
advance the public health goal of limiting face-to-face meetings (also called "social distancing") to
slow the spread of the Coronavirus {COVID-19). The members of Commission may attend this
meeting in person.
There will be no public access to the location described above.
This supplemental written notice, the meeting agenda, and the agenda packet are posted online
at www.grapevinetexas.gov.
The public toll -free dial -in number to participate in the telephonic meeting is 1-210-469-4097. The
audio conference PIN is 949 584 345#.
The public will be permitted to offer public comments telephonically as provided by the agenda
and as permitted by the presiding officer during the meeting. Starting at 5:00 pm on Tuesday,
October 27nd citizens can submit a Citizen Appearance request form from the City's website at
httos://www.gra-L)evinetexas.(Gov/89/Ag.gndas-Minutes. During the meeting, the names of those
that have submitted a form will be called on to speak in the order the forms were received.
Please submit forms by 5:00 pm on Wednesday, October 28th.
A recording of the telephonic meeting will be made, and will be available to the public in
accordance with the Open Meetings Act upon written request.

The next meeting of the Grapevine Historic Preservation Commission will be held at 6:00 p.m.
on November 18, 2020 in the 2nd Floor Council Chambers, Grapevine City Hall, 200 South
Main Street, Grapevine, Texas 76051.
In accordance with Texas Government Code, Chapter 551.001 et sep acts of the 1993 Texas
Legislature, the Grapevine Historic Preservation Commission agenda was prepared and
posted on the 23rd day of October 2020 at 5:00 p.m.

Hearing on Wednesday, October 28, 2020, at 6:00 p.m. in the Grapevine City Hall,

CALL TO ORDER
Chairman Shope welcomed all naming HPC Council Liaison Paul Slechta, City Attorney
Matthew Boyle, Convention & Visitors Bureau Executive Director Paul W. McCallum,
Planning & Zoning Liaison Monica Hotelling, the three commissioners electronically
attending and the commissioners present for their support.
CITIZEN COMMENTS
Any person who is not scheduled on the agenda may address the Historic Preservation
Commission under Citizen Comments by completing a Citizen Appearance Request
form. In accordance with the Texas Open Meetings Act, the Commission is restricted in
discussing or taking action during Citizen Comments.
There were no citizen comment requests.
Chairman Shope called to address the Public Hearing first for #CA20-84, agenda Item
4. A. to accommodate the property owners in a timely manner due to the quantity of
staff approved certificates of appropriateness.
PUBLIC HEARING
Chairman Shope declared the Public Hearing for #CA20-84 open for the property
located at 513 East Texas Street, legally described as Block 104 Lot 3A, College
Heights Addition, City of Grapevine, Texas according to the Grapevine Historic
Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as
amended for the following items:
Chairman Shope called on David Klernpin to present the case.
BACKGROUND:
Certificate of Appropriateness application #CA20-84 was submitted by property owner
Joseph Tenney on September 23, 2020 to construct a new seven (7) feet deep by 10
feet wide by (9) foot high open air pergola with a patio in the front yard of the house;
and a new eleven (11) feet deep by fifteen feet six inches i 15'6") wide by 12 foot high
pergola over the front driveway. The purpose of the proposed pergola and patio is to
provide a sheltered outdoor seating area for the front of the house and the driveway
pergola to provide sheltered play space in the driveway area. The existing garage
architecture steps out approximately two feet from the house and the depth would be
diminished to roughly five feet extending out; the height of the driveway pergola at 12
feet does not fit in with the streetscape of the other properties of the College Heights
Addition.
The land marked Trice -Lucas House is located close to Texas Street; the structure's
front wall is built on the building line of the required front yard setback.

RECOMMENDATION:
Staff recommended the Historic Preservation Commission approve #CA20-84 for the
property located at 513 East Texas Street, Block 104 Lot 3A, College Heights Addition,
Grapevine, Texas to construct only the new seven (7) feet deep by ten (10) feet wide by
nine (g} foot high open air pergola with patio in the front yard of the house with the
conditions the pergola is to be free standing and not attached to the house, a solid roof
may never be added, any revised plans be submitted for staff approval and a permit be
obtained from the Building Department.
Chairman Shope called on the property owner to speak. Property owner Joseoh Tenney
and Architect Loretta Canino joined the meeting via telephone. Mr. Tenney stated to
clarify this, it was not for shade or an upgrade, though shade would not hurt; but to
enhance the front of the house. He said he felt flexible, the bulk of the concern could be
dealt with; Ms. Canino said she agreed with Mr. Tenney; to allow them to revise by
lowering the height and moving back toward house to enhance the front fagade.
Commissioner Telford asked if they could not use their garage; as a children's play
area, the rear yard would be much safer; was it an extension to park another vehicle in
tandem with the one -car garage? Ms. Canino answered it was only to make the front
fagade more pleasing. Commissioner Telford said she was concerned the precedent it
would set in the Township, concerned it was more of a distraction. Commissioner
Wilbanks agreed saying she was concerned with its massiveness in the streetscape;
finding it out of character for a historic house; suggesting landscaping instead to
enhance the house.
Chairman Shope noted it was a tricky lot; asking if the commission was in agreement
with the smaller section in front of the body of the house alone. He asked David Klempin
to work with the applicants to plan a better concept based on this meeting's comments.
Commissioner Voelker agreed to continue to negotiate; Commissioners Cox and
Gilliland agreed to continue for a revision.
Margaret Telford made the motion to continue the review of #CA20-84 with a revision at
the November 18, 2020 meeting of the commission; Paula Wilbanks seconded the
motion prevailing in a vote of:
Ayes: 5 (Shope, Parker, Telford, Voelker and Wilbanks)
Ayes: 3 (Cox, Anderson and Gilliland by telephone)
Nays: 0
Ashley Anderson via telephone, a commissioner and next door neighbor to the 513 East
Texas Street case, asked if she should recuse herself now► from voting. City Attorney
Matthew Boyle said Commissioner Anderson could vote tonight at this meeting on
continuing the case for revision; and then recuse herself at the next meeting.
