On this the 8th day of l�7ay, 1980, the City Council of the City of
Grapevine, Texas, convened in Special Meeting at the regular meeting place
thereof, the meeting being open to the public and notice of said meeting, givin�
the date, place and subject thereof, having been posted as prescribed by Article
6252-17, V.A.T.C.S., and the roll was called of the duly constituted officers and
members of said City Council, which officers and members are as follows, to-
wit:

C. L. Qliver , thus constituting a quorum. Whereupon, among ather
business, the following was transacted, to-wit: A written Ordinance bearing the
following caption was introduced:
An Ordinance of the City Council of the City of
Grapevine, Texas, Authorizing the Issuance of
�3,100,000 in aggregate principal amount of its t'City
of Grapevine, Texas, Waterworks and Sewer System
Revenue Refunding and Improvement Bonds, Series
1980" for the purpose of refunding the eurrently
outstanding waterworks and sewer system revenue
bonds of the City, constructing improvements and
extensions to the City's Waterworks System, con-
structing improvements and extensions to the City's
Sewer System, funding a portion of a debt service
reserve fund for such Series 1980 Bonds and paying
the costs and expenses in connection with the
issuance of such Bonds, all as provided by the General
Laws of the State of Texas, particularly Articles 1111
et seq. and 717k, V.A.T.C.S.; prescribing the form of
� " the Series 1980 Bonds and interest coupons; pledging
� the net revenues of the City's combined Waterworks
' and Sewer System to the payment of the principal of

and interest on the Series 1980 Bonds; enacting
provisions incident and relating to the subject and
� purposes of this Ordinance; and declaring an emer-
gency
�`Y3 The Ordinance, a full, true and correct copy of which is attached hereto,
was read and reviewed by the City Council.
Thereupon, Councilmember ,-�„�,„ made a motion that such
Ordinance be declared an emergency measure and that the rule prohibiting the
passage of ordinances on the same day on which introduced be suspended. The
motion that such Ordinance be declared an emergency measure and that such
charter rule be suspended was duly seconded by Councilmember .
The Mayor put the motion to a vote of the members of the City ouncil and
the motion was carried by the following vote:
AYES: All members shown present voted "Aye."
NOES: None.
The Mayor announced that the charter rule had been suspended and that
the Ordinance had been declared an emergency measure.
Thereupon, it was moved by Councilmember �,�nn and seconded by
Councilmember �,y�re that the Ordinance be finally passed and adopted.
The Mayor put the motion to a vote of the members of the City Council, and

NOES: None.

The City Council of the City of Grapevine, Texas met in Special
Session on this the 8th day of May, 1980 at 5 : 00 P.M. , with the

CALL TO ORDER
Mayor Tate called the meeting to order.

The Invocation was delivered by Councilman Aulton Mullendore.
ISSUANCE OF BONDS

The first order of business was for the City Council to consider
an ordinance authorizing the issuance of $3, 100, 000 City of
Grapevine, Texas Waterworks and Sewer System Revenue Refunding
and Improvements Bonds, Series 1980; pledging the net revenues
of the City' s combined Waterworks and Sewer System to the
payment of the principal of and interest on the bonds and
declaring an emergency.
City Attorney, John Boyle read the caption of the proposed
ordinance.
Councilman Dunn made a motion that the ordinance be adopted.
The motion, seconded by Mayor Pro Tem Ted Ware, prevailed by
the following vote:
Ayes : Tate, Ware, Brekken, Mullendore, Dunn, Shafer
Nays : None
Absent : Oliver

I AWARD BIDS - WATER TREATMENT PLANT
' The next order of business was for the City Council to award
bids on the Water Treatment Plant.
City Manager, Jim Hancock read a letter from the City' s
, Consulting Engineers , Freese & Nichols which recommended the
' low bid of Power Builders , Inc . , of Dallas , Texas .
Several questions asked by Council members were answered by
' the City Manager and Lee Head of Freese & Nichols , Inc.
During the discussion Mayor Tate expressed concern that $200. 00
per day was not a sufficient penalty for failure to complete
the job by designated date, May 1, 1981. Other members of the
Council also expressed concern about this matter. �
', After discussion of the matter, Councilman Dunn made a motion
' to table the item until May 13 , 1980 and that a special Meeting �
' be held at 5 : 00 on that day. The purpose of the meeting would
be to consider again awarding of the bid after the consultant
had studied the qualifications of the second lowest bidder who
had given a shorter time required for completion than Power
Builders , Inc. The motion was seconded by Aulton Mullendore and
prevailed as follows :
Ayes : Tate, Ware, Shafer, Brekken, Mullendore, Dunn

I�, AUTHORIZE PAYMENT TO FREESE & NICHOLS
', The next order of business was for the City Council to authorize
' payment to Freese & Nichols for Water Treatment Plant Plans .
City Manager, Jim Hancock recommended to the Council that this
item be tabled until a bid was awarded on the Water Treatment
Plant.
Councilman Mullendore made a motion to table the item as
recommended. The motion was seconded by Councilman Dunn and '�`
prevailed by the following vote:
Ayes : Tate, Ware, Mullendore, Dunn, Shafer, Brekken "'�'
Nays : None
Absent : Oliver

ADJOURNMENT
There being no further business to come before the Board,
Councilman Shafer made a motion to adjourn. The motion
was seconded by Councilman Mullendore and prevailed by the

Dear Mr. Baddaker:
Enclosed please find the Bid Tabulation for the 2 P1GD Water Treatment
Plant Expansion rec�ived April 15, 1980. 4Je have reviewed the bids
and find all bids to be in order. Power t3uilders, Inc. submitted the
low bid of $1 ,105,200. We find that Power Builders, Inc. is experienced
�-r,
in this type of work and has performed satisfactorily on similar pro-
jects in the past.
Accordingly, we recommend that construction of the 2 MGD Water Treatment
Plant Expansion be awarded to Power Builders, Inc.
