Acting City Secreta y � STATE OF TEXAS COUL�7TY OF TARRANT CITY OF GRAPEVINE The City Council of the City of Grapevine, Texas met in special session on this the 13th day of May . 1980 at 5:00 p,m. in the Council Chambers, 413 Main Street, with ,�*•, the following persons present to-wit: William D. Oliver Council Member William Shafer Council Member Aulton Mullendore Council Member Marion Brekken Council Member constituting a quorum with the following members of the , City Staff: James L. Boyle, Jr. City Attorney Shirley Armstrong City Secretary CALL TO ORDER � Mayor Tate called the meeting to order. �" „ INVOCATION ,�,,�� The Invocation was delivered by Council Member Charles Dunn. WATER TREATMENT PLAi1T, BIDS The first order of business was �or the City Council to award bids on the Water Treatment Plant of the City of Grapevine. City Manager Jim Hancock introduced Mr. Elvin Copeland and Mr . A. Lee Head, representatives of Freese & Ni_chols, Inc. Engineering Firm. Mr. Copeland reviewed the bid tabulations, attached hereto and made a part hereof as Exhibit "A" . Mr. Copeland briefly outlined the contract and then referred to a letter dated May 12, 1980 from Mr. Larry N. White, President of Power Builders, Inc. , low bidder . He then advised that it was the recommendation of Freese & Nichols that the bid be awarded to Power Builders, Inc. with a change order attached to the contract requiring that the project be substantially completed by April l, 1981, in � accordance with the previously referrenced letter, (attached hereto and made a part hereof as Exhibit "B" ) . Following a short discussion, Councilman Mullendore made a motion to authorize the City Staff to execute a contract with Power Builders, Inc. in the amount of $1, 105, 200 for construction of a water facility for the City of Grapevine subject to a change order relative to a completion date of April l, 1981. Mayor Pro Tem Ware seconded the motion and it prevailed by the follow ing vote: 05/13/80 Ayes : Tate, Ware, Dunn, Oliver, Shafer, Mullendore, & Brekken Nays: None PAYMENT, FREESE & NICHOLS, WATER TREATMENT PLANS The next order of business was for the City Council to authorize payment to Freese & Nichols for Water Treatment � Plant plans. City Manager Jim Hancock explained that the statment was � for professional services provided in connection with preliminary engineering, design, plans and specifications pertaining to the water treatment plant expansion in accordance with the contract, dated October l, 1968. He added that the total amount due was $66, 312.00. Following a short discussion, Mayor Pro Tem Ware made a motion to authorize payment to Freese & Nichols, Inc. in the amount of $66, 312.00. The motion was seconded ', by Councilman Mullendore and prevailed by the following ' vote: Ayes : Tate, Ware, Dunn, Oliver, Shafer, Mullendore, & I, Brekken �II Nays : None I CORP CONTRA CT, WA TER STORAGE, LAKE GRAPEVINE ' ; :i ' The next order of business was for the City Council to "'� , consider a contract with the U. S . Army Corp of Engineers ' relative to water storage space in Lake Grapevine. wrw City Manager Jim Hancock gave a brief history explaining that the contract was in reference to 25, 000 acre feet of water storage in Lake Grapevine for municipal use. Mr. Rayford Price, Attorney outlined the contents of the contract. Following the discussion, Councilman Dunn made a motion to authorize the execution of a contract with the U.S. Corps of Engineers for water storage in Lake Grapevine. The motion was seconded by Councilman Shafer and prevailed by the following vote: Ayes : Tate, Ware, Dunn, Oliver, Shafer, Mullendore, & Brekken Nays : None ADJOURNMENT � There being no further business to come before the Council, Councilman Larry Oliver made a motion to adjourn.
