M. 1 4. 4 f}q 3 G 3 STATE OF TEXAS COUNTY OF TARRANT X CITY OF GRAPEVINE X The City Council of the City of Grapevine , Texas met in Special Session on this the llth day of September, 1979 at 7 : 30 P.M. , Council Chambers , 413 Main Street , with the following persons present to-wit : David A. Florence Mayor Pro Tem Charles Dunn Councilman Ted Ware Councilman William Shafer Councilman C. L. Oliver Councilman Aulton Mullendore Councilman } constituting a quorum with Mayor William D. Tate absent , with the fi following City Staff members present : James L. Hancock City Manager Bill Eisen Assistant City Manager Ben Brooks Acting City Attorney i Shirley Armstrong City Secretary t CALL TO ORDER Mayor Pro Tem Florence called the meeting to order. 1 INVOCATION The Invocation was delivered by Councilman Larry Oliver. CITIZENS REQUEST AND/OR MISCELLANEOUS REPORTS Mrs . Frances Halstead, Chairman of the Library Board read the following letter into the record: September 5 , 1979 Honorable Mayor and City Council : j The Grapevine Public Library Board has met and reviewed the statistics of Grapevine and other area communities pertaining to library service. We are aware of the many facets of the proposed budget and of the service this library should and is offering and recommend no cuts in library budget t or service. The Library Board therefore requests that the Grapevine City Council reconsider the library budget of $75 , 186 . 99 as originally proposed. Respectfully, Randy Jacobs ' Bill Yancey, Sr. Father B. Szarka Sandra Dearing Grapevine Library Board Roger Cloud Gayle Shumate Jerry Pittman Susan Horak Frances Halstead Mrs . Halstead then commented that services of the Library reached further than the city limits of Grapevine. She also stated that with the City' s rapid growth, more services would be expected and needed within the Library Program. X, G 3: 3 1 { 'f 09/11/79 The City Manager responded by advising the Council that the Library Budget had been cut since its original submission, but that it was the Council' s discretion to include any items desired. He noted that the Library Department would be a reviewed in a more detailed manner within the Public Hearing to be held later in the evening. PUBLIC HEARING - 1979-80 BUDGET Mayor Pro Tem Florence declared the Public Hearing open relative to the 1979-80 City Budget. k City Manager Jim Hancock began the Budget Hearing by explaining the current financial position of the City' s proposed budgeted revenues , and proposed budget requests . In regard to the Library Department , a lengthy discussion centered around the additional personnel requested. Citizen Joe Kennedy, 1855 Anglers Plaza, Grapevine, requested the Council to approve the fulltime person and to adopt the Library Budget as originally submitted. r Councilman Dunn (Chairman of the Personnel Committee) reported that the Council recently instructed the City Staff not to fund the additional Library employee pending information regarding usage of the Library based on the hours of operation, number of books being checked out , and comparative information from other cities . He advised that a portion of the requested data had a been made available, but that some would have to be obtained by records over a period of several months . He added, therefore, that the recommendation of the Personnel Committee was to include an additional Library employee in the budget to be hired in April, 1980 upon final review and approval of the Council at that y time. The concensus was that the remainder of the Council was in agreement with the recommendation of the Personnel Committee. Following a lengthy discussion, it was the concensus of the Council to include $8 , 662 . 00 in the Park and Recreation Department Budget for the purchase of playground equipment and related items for Timberline Elementary. City Manager, Jim Hancock, in explaining the Utility Budget , advised that the budget was based on the recommendation of Freese and Nichols , Consulting Engineers . He further noted that consideration of an ordinance relative to the sewer and water rate increase was on the agenda later in the evening. _ Mr. Joe Kennedy, 1855 Anglers Plaza, stated that he felt sewer rates were exorbitant and that there were too many citizens who were not being required to tie onto the City Sewer System. l City Manager Jim Hancock responded by advising that the City Staff was in the process of contacting citizens throughout the community and requiring them to tie onto City Sewer. y Mr. Jesse Woods , 2746 Manchester, asked several questions relative to expenditure items . Mr. Hancock responded to each inquiry. Upon the conclusion of the Budget presentation, Mayor Pro Tem Florence asked if there were other guests present who wished to speak in regard to the Budget. There were none. f 09/11/79 f i Mayor Pro Tem Florence then declared a short recess . The meeting was called back to order with all members present E with the exception of Mayor Tate. It was then noted that a motion was in order to close the Public Hearing in regard to the 1979-80 City Budget. Councilman Oliver made a motion to close the Public Hearing on 3 the 1979-80 City Budget. The motion was seconded by Councilman Shafer and prevailed by the following vote : Ayes Florence , Oliver, Ware, Dunn, Shafer & Mullendore t Nays None Absent : Mayor Tate ORDINANCE - WATER & SEWER RATES The next order of business was for the City Council to consider an Ordinance establishing new water and sewer rates . 1 { The City Manager explained that the Ordinance contained provisions to increase the sewer rates by one hundred percent , the water rates by fifteen percent , as well as an increase in guaranty deposits , as recommended by Consulting Engineers Freese & Nichols . He added that in a previous Council Meeting, the City Attorney had been instructed to draft the necessary ordinance incorporating the proposed increases . The City Secretary read the caption of the proposed ordinance. Councilman Ware made a motion to adopt the ordinance. The motion was seconded by Councilman Mullendore and prevailed by the � following vote : Ayes Florence , Oliver, Ware, Mullendore, Dunn & Shafer Nays None Absent : Mayor Tate f 1 ORDINANCE NO. 79-53 AN ORDINANCE AMENDING THE CODE OF ORDINANCES FOR THE CITY OF GRAPEVINE BY AMENDING CHAPTER 25 , SECTIONS 25-27 , 25-28 AND 25-36 ; PROVIDING FOR INCREASES IN WASTE WATER RATES AND WATER RATES AND COST DEPOSITS EFFECTIVE OCTOBER 1 , 1979 ; PROVIDING A SEVERABILITY CLAUSE AND DECLARING AN EMERGENCY. ORDINANCE - SETTING TAX RATE The next order of business was for the City Council to consider an Ordinance setting the Tax Rate for the 1979-80 fiscal year. The City Manager explained that the proposed Ordinance contained a tax rate of $ . 89 per $100 . 00 valuation. i The City Secretary read the caption of the proposed ordinance. Councilman Dunn made a motion that the ordinance be adopted. The motion was seconded by Councilman Oliver and prevailed by the following vote : E Ayes Florence, Oliver, Ware , Mullendore , Dunn & Shafer Nays None Absent: Mayor Tate x x f: 3 09/11/79 ORDINANCE NO. 79-52 : AN ORDINANCE SETTING THE ANNUAL TAX RATE FOR 1979 ; x LEVYING TAXES FOR THE YEAR 1979 TO BE ASSESSED ON ALL TAXABLE PROPERTY WITHIN THE LIMITS OF THE CITY OF GRAPEVINE , TEXAS ; PROVIDING PENALTIES AND INTEREST FOR DELINQUENT TAXES ; PROVIDING FOR THE INTEA AND INTER DEPARTMENT AND FUND TRANSFERS ; AND PROVIDING FOR THE INVESTMENT OF IDLE FUNDS AND DECLARING AN EMERGENCY. x ORDINANCE - ADOPTION OF THE 1979-80 CITY BUDGET The next order of business was for the City Council to consider an ordinance approving the budget for the 1979-80 fiscal year. It was noted that it would be in order to make motions relative ` to amendments prior to the final adoption of the budget . Councilman Mullendore made a motion to accept the recommendation of the Personnel Committee as stated by Chairman Charles Dunn, and approve an additional employee for the Library effective the second half of the fiscal year upon final approval by the City Council. The motion was seconded by Councilman Shafer and prevailed by the following vote : Ayes Florence , Oliver , Ware , Shafer, Dunn & Mullendore s Nays None Absent : Mayor Tate Councilman Ware then made a motion to amend the proposed budget to include $8 , 662 . 00 in the Park and Recreation Budget for park equipment at Timberline Elementary. Councilman Dunn made a motion to adopt the ordinance and approve the 1978-79 budget as amended. The motion was seconded by Councilman Mullendore and prevailed by the following vote : Ayes Florence , Oliver , Ware , Shafer, Dunn & Mullendore Nays None F Absent : Mayor Tate ORDINANCE NO. 79-51 y AN ORDINANCE ADOPTING THE BUDGET FOR THE CITY OF GRAPEVINE , TEXAS , FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1979 AND ENDING SEPTEMBER 30 , 1980 ; PROVIDING FOR THE INTEA AND INTER DEPARTMENT AND FUND TRANSFERS; PROVIDING FOR THE INVESTMENT OF 4 CERTAIN FUNDS ; AND DECLARING AN EMERGENCY. F Council Members then expressed their appreciation to the City Staff for their efforts in preparing the new City Budget . a i 3. 5 09/11/79 x Councilman Mullendore noted that it might be worthwhile to consider the preparation of budgets for two year periods . ? The City Staff then thanked the Council for their consideration during the budget preparation procedures . RESOLUTION - TAX APPRAISAL DISTRICT The next order of business was for the City Council to consider a resolution relative to selection of board members of the i Tarrant County Tax Appraisal District. 1 Assistant City Manager Bill Eisen explained the proposed resolution in detail. Councilman Dunn then made a motion that the resolution be ' adopted. The motion was seconded by Councilman Ware and prevailed by the following vote : Ayes Florence, Oliver, Mullendore , Shafer, Dunn & Ware f Nays None Absent : Mayor Tate 1 RESOLUTION NO. 79-31 A RESOLUTION ESTABLISHING THE METHOD OF SELECTION OF THE INITIAL BOARD AND ALL FUTURE BOARDS FOR x THE TAX APPRAISAL DISTRICT OF TARRANT COUNTY. There being no further business to come before the Council , Councilman Oliver made a motion to adjourn.
