CALL TO ORDER
The meeting was called to order by Mayor Tate.

' The Invocation was delivered by Councilman Dunn.
� WORKSHOP SESSION

I Mayor Tate advised that the purpose of the meeting was to conduct
a Workshop Session relative to the Six Month Ending Budget Review �
ifor the 1978-1979 budget and to discuss adjustments. �'
� City Manager, James Hancock, opened the discussion by advising the
Council of revised projected revenues in the General Fund, Utility z:
Enterprise Fund and the Golf Course Enterprise Fund.
' Supplemental requests were then discussed relative to each depart- �
� ment.
�
� POLICE DEPARTMENT `

The Police Department requested a budget increase of $31 ,234. 00 to �;
; include two additional patrolmen; additional monies for auto repairs , �
f maintenance, gas and oil; and for mobile and portable radios . �
�
;
The City Staff was instructed to prepare an indepth study of the
possibility of hiring a full time mechanic and to research all re-
� lated fixed costs .
� ;
No opposition was voiced in regard to the Police Department supple- _,
mental request.

; STREET DEPARTNIENT
' The Street Department requested an additional $1 ,5Q0 . 00 for a plate a
compactor. No opposition was stated. ��
�.
; LIBRARY
Librarian Janis Roberson requested additi.onal funds for the rental �
� of a Xerox machine and for an additional Library Clerk. Opposition �
was expressed regarding the Clerk' s position on a permanent basis . �
i It was the general consensus that an additional clerk be authorized �
{ for summer employment only.

MUNICIPAL COURT
A budget increase of $20 ,466 . 00 was requested by the Municipal
Court Department. The purpose was for the hiring of a Warrant
Officer, Warrant Clerk, temporary Data Entry Clerk and additional
funds for computer programming. No opposition was expressed. �

PARKS AND RECREATION DEPARTMENT �
�
The Parks and Recreation Department presented a supplemental re- �
quest for two additional maintenance personnel. It was the gen- Y
eral consensus that the request be approved.
FINANCE DEPARTMENT �
Lee Maness , Finance Director , submitted a supplemental request for
additional travel , schools , and dues monies to provide employee
education on the new IBM Computer System. He also requested ad-
ditional funds for computer implementation. No opposition was �
voiced. �
PLANNING AND ENGINEERING DEPARTMENT �
�
J. R. Baddaker, City Engineer, submitted a proposal for additional ;
funds for one building inspector , an animal control officer , and �
related capital expenditures . The general consensus was approval
of the request. �
�
WATER AND SEWER DEPARTMENT �
�
f The Water and Sewer Department requested additional funds for com- �
; puter implementation expenses . The Council did not voice any op- �
; position. �
�
� GOLF COURSE �
' �
; Golf Pro, Jim Smith, submitted a request for an additional employee
requiring a budget supplement of $4,218 . 00.
Mayor Tate commented that everything possible needed to be done to �
open the remaining uncompleted nine holes . The general consensus
was to increase the supplemental request by about $6 ,000 . 00 to pro-
� vide the needed additional help .

' PERSONNEL COMMITTEE REPORT
Personnel Committee Chairman Charles Dunn reported that it was the �
recommendation of the Personnel Committee to approve the additional �
employees requested with the exception of the Library Clerk, which
was not discussed bv the (:ommittee prior to the Workshop Session.
He added that the Committee also recommended approval of a $40 . 00 �
per month cost of living raise for city employees . The remainder
of the Council was in agreement with the recommendation.
City Manager, James Hancock, then reviewed the overall effect of the
budget amendments . No formal action was taken.

ADJOURNMENT
There being no further discussion, Mayor Tate declared the meeting
adj ourned. �

City of Grapevine met in Special Joint Session on this the 8th
day of May, 1979 , at 8 :00 P .M. , with the following persons pre-

CALL TO ORDER

Mayor Tate called the meeting to order.
' INVOCATION
The Invocation was delivered by Councilman Dunn.
WORKSHOP
� Mayor Tate advised that the purpose of the Joint Workshop Session
� was to discuss the "R-3" Multi-Family zoning category and its ef-
fect on the future land use in Grapevine.
� City Manager, James Hancock, explained that the Master Land Use
Map had been prepared by a professional firm several years ago,
and seemed to be of little use at this point in time. The general
' consensus was that if the Planning and Zoning Commission, made up
! of Grapevine residents , researched and studied the probJ.em areas ,
and made recommendations to the Council, a more realistic future
Land Use Map could be prepared.
� A lengthy discussion followed during which problems related to
� � Multi-Family zoning were outl.ined. It was noted that considera-
� tion needed to be given to whether or not the City could provide
utilities , fire and police protection to Mu1.ti-Family zoned prop-
; erty. Also, accessibility to major thoroughfares needed to be
considered when determining future land use.
� The Planning and Zoning Commission and City Staff were asked to
� research the following items :
� (1) Research and determine an ideal ratio balance
between Single Family residents and Mu1ti-Family
� units .

(2) Prepare a report comparing tax revenue between �
Single Family residents and Multi-Family Units . �
(3) Consider amending the Zoning Ordinance in the �
following areas : �
. �
a. Eliminate Multi-Family construction from :
the "C-2" Community Business District �
zoning category. �
�
b. Designate a time limit between zoning x
applications by the same applicant on the �• #
same property, once the request has been �
denied. �
c. Consider more rigid restrictions on Multi- '
Family construction such as minimum square �
footage per unit , no three story units , etc. �
�
A period of discussion was also given to Zoning Application ;
No. Z79-12 , submitted by Keith Cecil and Associates which was �
scheduled for Public Hearing on May 15 , 1979 . The general con- �
sensus was that consideration be given to the possibility of
granting a Specific Use Permit with strict specifications and '
requirements . °

There being no further discussion or business to come before the �
Council , Councilman Shafer made a motion tht the meeting be ad-
journed. The motion was seconded by Councilman Florence and pre-
vailed by the following vote :
Ayes : Tate, Florence , Ware , Oliver, Dunn, Mullendore , and Shafer.
Nays : None

ther discussion. �
