' CALL TO ORDER
Mayor Tate called the meeting to order.
, INVOCATION
The Invocation was delivered by Mr. Bob Stuart, a deacon repre-
senting St. Francis Catholic Church.
PRESENTATION
Mayor Tate, on behalf of the City Council and citizens of Grapevine,
presented a plaque of appreciation to former City Councilman Charles
� Gideon.
' OATH OF OFFICE ��� �
The City Secretary then administered 'the Oath of Office to newly
appointed City Councilman, Ted R. Ware. (Note : Mr. Ware was ap-
pointed by the City Council on February 20, 1979 , to fill the un-
expired term of former Councilman Charles Gideon. Mr. Ware ' s term
will expire in April, 1980. )
CITIZENS REQUEST AND/OR MISCELLANEOUS REPORTS
Mrs . Eva Elmore, citizen of Flowermound, then appeared before the
Council to invite them to a play, "Sweet Flowermound Land" to be
staged by the Flowermound Community Players on March 16 , 17 , and
18 , 1979 , 420 South Mill , Lewisville , Texas .
CONSIDERATION OF MINUTES , FEBRUARY 20, 1979
The next order of business was the consideration of the minutes of
February 20 , 1979 . Councilman Oliver made a motion to waive the
reading of the minutes and approve them as printed. The motion
was seconded by Councilman Dunn and prevailed by the following vote :
Ayes : Tate, Oliver, Dalton, Dunn, and Shafer
Nays : None
Absent : Mayor Pro-Tem Florence
Abstain: Councilman Ware
APPLICATION - RELOCATE BUILDING
The next order of business was for the City Council to consider an
application submitted by Mr. Don Wilson to relocate a small building.
Mr. Wilson made a short presentation advising that the 10 ' X 20 '
wooden structure would be used as an office in relation to a used
car lot located at 510 East Northwest Highway.

The Council then reviewed the report of the Building Inspector �
and advised Mr. Wilson of items that were not in compliance with �

Following a short discussion, Councilman Dalton made a motion to �
approve the application. The motion was seconded by Councilman �
Ware and prevailed by the following vote : �

, ORDINANCE - CITY SALES TAX - GAS AND ELECTRICITY �

The next order of business was for the City Council to consider an �
ordinance relating to the application of City Sales Tax to electric #

and gas bills .

The City Secretary read the caption of the proposed ordinance. City �
Manager Jim Hancock explained that the tax provided approximately ;
$49 , 000. 00 to the City budget for the current year with an increase {
expected in the future. He advised that it was the recommendation �
of the City staff to continue the tax. #
;
Councilman Dalton then made a motion to accept the recommendation
of the City Staff and adopt the ordinance calling for the contin-
uation of said tax. The motion was seconded by Councilman Shafer =
and prevailed by the following vote :

AN ORDINANCE PROVIDING FOR CONTINUATION OF THE LOCAL
SALES AND USE TAX IMPOSED BY THE CITY ON THE SALE �
AND CONSUMPTION OF ELECTRICITY AND GAS FOR RESIDEN- ��
TIAL USE SHALL NOT BE EXEMPT FROM SUCH TAX, AND PRO- �
VIDING THAT NOTICE OF THIS ORDINANCE BE GIVEN TO THE �
COMPTROLLER OF PUBLIC ACCOUNTS OF THE STATE OF TEXAS . �
APPOINTMENT - PLANNING & ZONING COMMISSION
The next order of business was for the City Council to consider an �
t appointment to the Planning and Zoning Commission.

= After a short discussion, it was the general concensus o� the ?
Council , to have the City Staff draft an ordinance to increase
the membership of the Planning and Zoning Commission to seven (7) .
The Council agreed to consider the amendment ordinance and the ap-
pointment of two (2) new members at the next regular Council Meet- ;
ing.
Councilman Dunn made a motion to table considerata.on of an appoint- �
ment to the Planning and Zoning Commission. The motion was seconded !

CHANGE ORDER - MISCELLANEOUS WATER AND SEWER CONTRACT �_ '

The next order of business was for the City Council to consider a �
change order relative to construction of miscellaneous water and
sewer projects .
; The City Manager advised that the contract with Jay-Mar Corporation,
Inc. needed to be increased in the amount of $18 , 714. 70 as recom-
mended by City Engineers Freese and Nichols for the following items :

Councilman Dunn made a motion to accept the recommendation of the

RESOLUTION N0. 79-7
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAPEVINE , TEXAS , APPROVING A CHANGE ORDER
TO A CERTAIN CONSTRUCTION CONTRACT AND AUTHO-
RIZING AND DIRECTING THE MAYOR TO EXECUTE SUCH
CHANGE ORDER.
RESOLUTION - GRANT - JUVENILE CRIME SPECIALIST �
The next order of business was for the City Council to consider a
resolution authorizing the City Staff to apply for a grant from
the Texas Criminal Justice Division for the continuation of the
Juvenile Crime Specialist Project. '
The City Secretary noted that the proposed resolution authorized '
the City Staff to apply for a grant which would provide 60% fund-
ing for one (1) year in regard to the Juvenile Crime Specialist
Project.
There being little discussion, Councilman Oliver made a motion to
adopt the resolution. The motion was seconded by Councilman Dunn
and prevailed by the following vote :
Ayes : Tate, Ware, Oliver, Dalton, Dunn, and Shafer

A RESOLUTION AUTHORIZING THE CITY OF GR.APEVINE
TO APPLY FOR A GRANT FROM THE TEXAS CRIMINAL
JUSTICE DIVISION. '
RESOLUTION - GRANT - CRIME PREVENTION SPECIALIST '�
The next order of business was for the City Council to consider a
resolution authorizing the City Staff to apply for a grant from
the Texas Criminal Justice Division for the continuation of the
Crime Prevention Specialist Position.
The Council was advised by the City Secretary that approval of the
resolution would authorize the City Staff to apply for a grant
, which would provide 80% funding for one (1) year in regard to the '
Crime Prevention Specialist Position.
Councilman Shafer made a motion to approve the resolution. The
{ motion was seconded by Councilan Dalton and prevailed by the
following vote :
Ayes : Tate, Oliver , Ware, Dalton, Dunn, and Shafer
Nays : None
Absent : Mayor Pro-Tem Florence

TRAFFIC CONTROL �
�
The next order of business was for the City Council to consider �
an ordinance relative to traffic control regulations . �
The City Secretary read the caption of an ordinance providing for �
No Parking signs near the Main Street Fire Station and for in- �
creased speed limits on Dove Road and Dove Loop . �
�
City Engineer Jim Baddaker advised that a recent survey performed �
by the Police Department indicated an average speed of 34. 3 M.P .H.
on Dove Loop in the vicinity of Overlook Drive. He further noted � �
that there was a major curve south of Autumn Drive with a maximum �
design speed of 30 M. P.H. under good road conditions . He added �
that south bound traffic on Dove Loop needed to be traveling at !
a reduced rate at Autumn Drive. He continued by saying that there ;
was a major apartment complex entrance onto Dove Loop just north ;
of this intersection. He added that with the land use criteria +
and the survey information, the Ctiy Staff recommended an increase �
in speed limit from 30 M.P .H. to 35 M.P .H. from 500 feet north of �
Autumn Drive to 500 feet south of the Dove Road-Dove Loop inter- �

section.

Mr. Baddaker then advised that a Police survey on Dove Road between j
Park Boulevard and Dove Loop indicated an average velocity of 38 . 2 '
M.P .H. Then, he advised that Dove Road narrowed to two (2) lanes t
at Park Boulevard. Mr. Baddaker further advised that although the ±
survey indicated a higher speed limit might be warranted. It was ;
his recommendation that the lower speed limit be retained because i
of the following reasons : ;
,
(1) Proximity of Dove Elementary School and Dove �
Park i
(2) Existing apartments and future apartment con-
struction resulting in increased traffic
(3) The narrowing of Dove Road at Park Boulevard
_ ;
It was the general concensus of the Council that it was in the . �
best interest of the citizens for existing speed limits on both ;
Dove Loop and Dove Road to remain in effect. 1

Mr. Baddaker then explained that No Parking signs needed to be i
erected to prevent parking on the east side of Main Street fifteen
(15) feet north of the Texas Street-Main Street intersection. He
added that No Parking signs were also needed on the north side of �
"s Texas Street between its intersection with Main Street and Jenkins . !
He advised that the No Parking on Main Street was needed in order ,
to prevent obscured vision when emergency vehicles were leaving
the Fire Station driveway. He added that the No Parking signs
were needed on Texas Street to prevent cars from blocking the
entrance to the volunteer firemen' s parking lot.
The City Secretary read the caption of the ordinance providing for
the No Parking signs .

Councilman Dunn made a motion adopt the ordinance. The motion was �
seconded by Councilman Oliver and prevailed by the following vote :

AN ORDINANCE AMENDING TITLE 9 , CHAPTER 4 OF THE i
CITY CODE OF THE CITY OF GRAPEVINE , TEXAS TO PRO-
HIBIT PARKING IN SPECIFIC DESIGNATED LOCATIONS ,
PROVIDING A PENALTY; PROVIDING A SEVERABILITY '
CLAUSE; REPEALING CONFLICTING ORDINANCES AND
DECLARING AN EMERGENCY.

The next order of business was for the City Council to consider an
; ordinance establishing a dog impoundment fee.

Following a lengthy discussion, during which numerous problems
were sited relating to enforcement of the leash law, Councilman
� Oliver made a motion to adopt the pxoposed ordinance. The motion
I was seconded by Councilman Shafer and prevailed by the following
i vote :

Note : Mayor Pro-Tem Florence arrived during the discussion of
ithe dog impoundment ordinance.
' ORDINANCE N0. 79-8
AN ORDINANCE OF THE CITY OF GRAPEVINE AMENDING
THE CITY CODE TO INCREASE THE DOG IMPOUNDMENT
FEE FROM $1. 50 TO $10. 00 AND TO INCREASE THE
FEE EACH TIME THE DOG IS IMPOUNDED DURING ANY
TWELVE (12) MONTH PERIOD; PROVIDING A PENALTY;
PROVIDING A SEVERABILITY CLAUSE AND DECLARING
AN EMERGENCY.
ORDINANCE - SWIMMING POOL FENCES �
The next order of business was for the City Council to consider an
ordinance pertaining to fences around swimming pools . '
The City Secretary read the caption of the proposed ordinance.
The City Attorney explained the contents of the ordinance.
Following a short discussion, Councilman Dunn made a motion to adopt
the ordinance on first reading with the effective date of the ordi-
nance to be April 1, 1979 , and further providing that all swimming
pools constructed prior to the effective date of the ordinance shall
comply with the terms of the ordinance by September l , 1979 . The '
motion was seconded by Councilman Dalton and prevailed by the fol-
lowing vote:

Nays : None
ORDINANCE N0. 79-9
AN ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS ,

SIGN SETBACK REQUIREMENTS :
The next order of business was for the City Council to discuss
sign setback requirements .
The City Manager explained that several inquiries had been made
in regard to the fifteen (15) foot sign setback requirement in
the "C-2" Zoning category. He added that the City. Staff was
currently reviewing the number of variance requests during the
past few years and would have a recommendation for the Council at
the March 20th meeting.
There was no formal action taken by the City Council .

HOUSING ADVISORY APPEALS BOARD 03/06/79 �

The next order of business was for the City Council to discuss �
the creation of a Housing Advisory Appeals Board. �
�

City Engineer Jim Baddaker explained that when the 1973 Uniform `
Building Code and the Uniform Housing Code were adopted, they pro- �
vided for two Boards of Appeal as follows : �

(a) Housing Advisory and Appeals Board �
(b) Uniform Building Code Board of Appeals �

He noted that those Boards had never been appointed, therefore, if �
a building permit were to be denied in regard to the Building Code 1
or Housing Code , interested parties would have no form of appeal . �
City Attorney John Boyle suggested that if it was the desire of the z
Council to have the same parties serving on both Boards , he would �
suggest consideration of an ordinance that would so recognize that . s

The City Staff, was thereby instructed to place consideration of ;
the necessary ordinance and appointments on the next Council agenda. �
No formal action was taken by the Council. �
SOCCER FIELDS - PARKING ORDINANCE '
�
The next order of business was for the City Council to consider an ?
ordinance to prohibit automobiles on Soccer Fields . j

Park & Recreation Director Kevin Conklin advised the Council that I
automobiles parking on the soccer fields in Oak Grove Park had €
created numerous problems . It was his recommendation that an ordi-
nance be approved prohibiting such action. �
�
The general concensus was that the Council was in agreement that a
action needed to be taken to prevent future incidents . ` �
�

Councilman Dalton made a motion that the ordinance be adopted. The
motion was seconded by Councilman Ware and prevailed by the following
