The City Council of the City of Grapevine, Texas met in Regular
Session on this the 9th day of January, 1979 , with the following
members present to-wit:
William D. Tate Mayor
� David A. Florence Mayor Pro-Tem
` Charles Gideon Councilman
Larry Oliver Councilman
Doil Dalton Councilman
William Shafer Councilman
Charles Dunn Councilman
constituting a quorum with
James L. Hancock City Manager
Bob Hart Administrative Assistant
Shirley Armstrong City Secretary
with John F. Boyle, City Attorney absent.
CALL TO ORDER
Mayor Tate called the meeting to order.
INVOCATION �
The Invocation was delivered by Reverand Jerry McClelland, First
Assembly of God Church.
MINUTES

The first order of business was consideration of the minutes of i
December 19, 1978. �
Councilman Florence made a motion to waive the reading of the
minutes and approve them as printed. The motion was seconded
by Councilman Gideon and prevailed by the following vote : �
Ayes : Tate, Florence, Oliver, Dalton, Dunn, Shafer, and Gideon
Nays : None
BIDS - CONCOURSE CENTER - PRO SHOP/RESTAURANT
The next order of business was for the City Council to consider `
awarding the bid for construction of the Concourse Center and Golf
Course Pro Shop/Restaurant.
City Manager Jim Hancock advised the Council that the following bids
had been received: -

He further noted that the low Pro Shop bid submitted by Sam Binion &
Associates was within the limits of proposed funds. He advised,
however, that the Concourse bid was $77 , 500. over expected costs .
Mr. Hancock then introduced Architect A1 Mikusek.

�' Mr. Mikusek advised that following a review of the bids , h�e
j had met with the low bidder, Mr. Sam Binion. Mr. Mikusek
; stated that he was confident that negotiations with Mr. Binion
� would result in a considerable reduction of the bid.

Mayor Tate cautioned those concerned with negotiations to be
careful and not affect the quality of the utility of the building.
The City Manager then advised that it was the recommendation of
the City Staff to authorize the City Manager, Architect Al
Mikusek, and the Tourist & Convention Bureau Director to
negotiate with the low bidder and to consider awarding the
� bid at the next regular Council Meeting. .
Councilman Dunn then made a motion to authorize the City Manager,
Architect, and Tourist & Convention Bureau Director to negotiate
with Sam Binion and Associates in an effort to lower the bid
submitted and make that figure known to the Council during the
next meeting. The motion was seconded by Councilman Dalton and
prevailed by the following vote :

� RESOLUTION - ELECTION 1979 - CITY OFFICERS
The next order of business was for the City Council to consider
a resolution calling the 1979 City Officer' s Election.
The City Secretary explained the contents of the resolution,
noting the official positions to be on the ballot, the rec-
ommended time and place of voting, and the recommended selec-
tion of Jerry Spencer to serve as Election Judge.
Councilman Florence made a motion to adopt the resolution. The
motion was seconded by Councilman Oliver and prevailed by the
following vote:
Ayes : Tate, Florence, Oliver, Dalton, Dunn, Shafer, & Gideon
Nays : None
RESOLUTION DTO. 79-1
A RESOLUTION CALLING THE 1979 CITY OFFICER' S
ELECTION, PROVIDING FOR THE POSITIONS ON THE
BALLOT, THE TIME AND PLACE OF VOTING, THE ELECTION
JUDGE, AND INSTRUCTING THE CITY SECRETARY TO
PROVIDE ALL NECESSARY PERSONNEL AND SUPPLIES
TO CONDUCT SAID ELECTION IN ACCORDANCE WITH
THE CITY CHARTER AND STATE ELECTION CODE

There being no further business to come before the Council,
Councilman Oliver made a motion to adjourn. The motion was
seconded by Councilman Florence and prevailed by the following
vote :
Ayes : Tate, Florence, Oliver, Dalton, Dunn, Sha�er, & Gideon
Nays : None
