Tate Mayor David A. Florence Mayor Pro Tem � `� Charles Gideon Councilman Larry Oliver Councilman Doil Dalton Councilman William Shafer Councilman constituting a quorum with Councilman Dunn absent, with: James L. Hancock City Manager Bob Hart Adminitrative Asst. John F. Boyle, Jr. City Attorney , Shirley Armstrong City Secretary CALL TO ORDER Mayor Tate called the meeting to order. INVOCATION The Invocation was delivered by Rev. Albert Warnken, Memorial Baptist Church. .q PRO SHOP - CONVENTION CENTER - AUTHORIZE FOR BIDS , The next order of business was for the City Council to consider the final plans of the golf course Pro Shop and Convention facility, and to authoriz�e the City Staff to advertise for bids for construc- tion of the two buildings. Architect A1 Mikusek presented the detailed plans. He suggested that a joint bid be let to include both facilities with a separation of prices. Mr. Mikusek estimated the actual construction time to be six months. After a short discussion, Councilman Gideon made a motion to approve the final plans of the golf course Pro Shop and Convention Center facility, contingent upon approval by the Corps of Engineers, and to authorize the City Staff to advertise for bids. The motion was seconded by Councilman Shafer and prevailed by the following vote: Ayes: Tate, Florence, Oliver, Gideon, Shafer, and Dalton. Nays: None. Absent: Councilman Dunn .� BIDS - CONVENTION CENTER PARKING LOT The next order of business was for the City Council to review and to consider awarding the bid for construction of the Convention Center parking lot. City Manager Jim Hancock advised the Council that on August 15, 1978 the City Council authorized the City Staff to advertise for bids for construction of the Convention Center parking lot. He advised that the following bid was received and opened at 2:00 P.M. Thursday, September 28, 1978: 10/03/78 TEXAS BITULITHIC COMPANY (a) . Basic Proposal (Concrete paving, integral curbs) $246, 664.00 (b) . Alternate No. 1 (4" thick asphaltic concrete paving and concrete curb and gutters) 121, 181.00 Mr. Hancock stated that �the alternate bid of $121, 181.00 was $21, 181.00 above appropriated funds, therefore, it was his re- ``' ` commendation that the Council authorize the City Staff to nego- tiate for a lower cost. Councilman Dalton then made a motion to reject the bids as sub- mitted and authorize the City Staff to negotiate with Texas � Bitulithic Company or any other company for a price to be brought back before the Council in the necessary resolution form. The I motion was seconded by Councilman Oliver and prevailed by the following vote: Ayes: Tate, Florence, Oliver, Dalton, Shafer, and Gideon. Nays : None Absent: Councilman Dunn. ECKLEY STREET ABANDONMENT The next order of business was for the City Council to consider an ordinance to abandon a portion of Eckley Street. The City Secretary read the caption of the proposed ordinance. The City Manager explained that on June 18, 1961 Trustees of the First Presbyterian Church of Grapevine dedicated a strip of land 50 ' by approximately 450 ' for a public roadway. (The property being Eckley Street, south 450 ' from its intersection with Walnut) . He further stated in that the Roadway was not being used, Trustees of the Church were requesting that the public street be abandoned, and the property deeded back to the church. He noted that if the I Council approved the request, a 20 ' utility easement needed to be maintained along the eastern side of the property to accommodate I; an 8" city water lir�e . Mr. Millard Di�g was in attendance and made a short presentation as a representative of the church. � There being little discussion, Councilman Oliver made a motion to abandon said portion of Eckley Street, maintaining a 20 ' easement, � and adopting the ordinance. The motion was seconded by Councilman Gideon and prevailed by the following vote: Ayes : Tate; Florence, Oliver, Gideon, Shafer, and Dalton. Nays : None. Absent :Councilman Dunn � ; ORDINANCE NO. 78-64 � AN ORDINANCE CLOSING, ABANDONING AND VACATING A PORTION OF ECKLEY STREET IN THE CITY OF GRAPEVINE, TEXAS, AS HEREINAFTER DESCRIBED; , PROVIDING A SEVERABILITY CLAUSE; AND DECLAR- ING AN EMERGENCY. _ � 10/03/78 GOLF COURSE - RULES AND REGULATIONS The next order of business for the City Council was to review and to consider golf course policies and procedures. The City Manager gave a brief history noting that since Council Members had been provided a copy of the proposed procedures in their agenda packet (See Exhibit "A" attached hereto and made a part hereof) that a detailed review would not be conducted unless the Council so desired. The following two options had been noted � j in regard to the rules pertaining to the punch card holder: Option 1 - To allow the card holder and one guest to be punched on a card per day. Option 2 - To allow the card holder and three guests to be punched on one card per day. It was the general concensus that the Council preferred Option 1. After a short discussion, Councilman Gideon made a motion to adopt the golf course rules and regulations as presented, including Option 1 relative to the us� of punch card rules. The motion was seconded by Councilman Shafer and prevailed by the follow ing vote: Ayes: Tate, Florence, Gideon, Oliver, Dalton, and Shafer. Nays: None. Absent: Councilman Dunn. LIBRARY - RULES AND REGULATIONS ���-� � . The next order of business was for the City Council to review and to consider library rules and regulations as recommended by the Library Board. . Librarian Janice Roberson briefly reviewed the proposed rules and regulations as shown in "Exhibit B" attached hereto and made a part hereof. Councilman Florence made a mation to appro�e the proposed rules of the library as presented. The motion was seconded by Councilman Oliver and prevailed by the following vote: � Ayes: Tate, Florence, Oliver, Dalton, Shafer, and Gideon Nays: None. Absent: Councilman Dunn. LIBRARY - FINE AND FEE ORDINANCE The next order of business was for the City Council to consider an ordinance establishing library fines and fees. � The City Secretary read the caption of the proposed ordinance. Counailman Dalton made a motion to adopt the ordinance providing for library fines as printed in the approved library rules and re- gulations . The motion was seconded by Councilman Gideon and pre- vailed by the followir�g vote: � Ayes: Tate, Florence, Gideon, Oliver�, Dalton, and Shafer. Nays : None. Absent: Councilman Dunn.� 10/03/78 ORDINANCE NO. 78-65 ' AN ORDINANCE OF THE CITY OF GRAPEVINE, TEXAS ESTABLISHING A SET OF LIBRARY FINES, PROVIDING A SEVERABILITY CLAUSE, PROVIDING A PENALTY, AND DECLARING AN EMERGENCY. EXECUTIVE SESSION The City Council then recessed to the Conference Room to discuss possible litigation pursuant to Article 6252-17, V.A.T.C.S. , �' Section 2, Subsection (f) , Texas Civil Statutes. r After a short executive session, the Council reconvened in the Council Chamber with all Members present with the exception of Councilman Dunn. Mayor Tate called the meeting to order. There was no action taken relative to litigation. ADJOURNMENT There being no further action to come before the Council, Councilman � Florence made a motion to adjourn. The motion was seconded by Councilman Oliver and all present voted aye. RESERVATIONS: A. Tee Off Times: 1. A minimum of four (4) names are needed to secure a tee off time. �>° � 2. Tee times will be taken three days in advance of play beginning at 7:00 A.M. Example: Saturday tee times on wednesday; Sunday tee times on Thursday; Holiday tee ti.mes on Friday. ' 3. Only one (1) tee time may be reserved per telephone call or per person. Priority will be given to individuals in person. 4. All members of a group having a tee time must check in with the srarter on the day of play at least 15 minutes prior to their scheduled tee off time. If all members of the group are not present, the starter shall have the option of placing additonal players with the group to round out the foursome. 5. The members of a group reserving a tee time are liable for payment of the green fees if they fail to use the tee time and did not cancel it by noon ' of the preceding day. Tee time defined as 4 green fees. . 3 II. REGULATION OF PLAY: A. Each player must have a valid green fee ticket in his possession at all times . � . � B. Slow players must allow faster players to play through if they are one clear hole behind. C. Golf is a four hour game. . D. No more than a foursome allowed on weekends and holidays. Fivesomes permitted on weekdays provided they maintain their position on the course. E. Every player must have a golf bag and clubs. F. U.S.G.A. rules govern all play except when modified by local rules. � G. All matches must start on No. 1 tee, unless permission is obtained from the golf shop to start from No. 10 tee. ' '"� >, H. Each group is responsible for maintaining their position during the course of play. I. Foursomes have right-of-way over fivesomes, threesomes, twosomes, and onesomes. J. The starter will have the right to control all play. He will group singles, twosomes, and threesomes to alleviate any crowded conditions. lo/a3/�s K. No soaner than 20 minutes prior ta tee time. B. Carts are restricted to gol.f course only. Parking Iot is not part of galf caurse. C. The lessees and drivers of golf carts must be 28 years af age. D. No more than twa (2) persons and twa (2) bags per any car�. E. Electric cart must use cart trails around �ees and greens; other areas they must be kept 50 fe�t away fram greens and tees. F. Pull car�s must be kept 20 fee� away from greens and �ees. � G. Lessee is responsible for all damages �o the cart as per lease agreement. i H. Lessee must return key befare respansibility is aver. Green fee rain check wi11 be issued, upon request, if player has not completed eight (8) hales. B. Na refunds will be given an green fees. C. Cart rentals will be pra rated on amount of holes cart used. V. GOLF ETIQUETTE: A. Slow players shauld allow faster players to go through. B. Please repair ba1l marks on green. 10/03/78 C. Please smooth tracts in sand trap. D. Please deposit all trash in receptacle provided at each tee. VI. GOLF DECORUM & FASHION: A. Course will be open to the public daily, weather permitting from daylight to dark. � � � B. Intoxicated patrons will be denied privileges of all facilities at the golf course. C. Patrons using the golf facilities shall be properly attired. Proper attire is defined to be the regular and customary apparel ordinarily used by golfers. Shirts and shoes must be worn in club house. D. Football, track, soccer, baseball and ripplesoled shoes are prohibited. E. Loitering or hunting golf balls on the golf course, except in a regular round of play, by a player holding a valid green fee, shall be prohibited. Five (5) minutes to � search for a lost ball in the play of a particular stroke is the maxium. F. The Professional-Manager and members of his Staff shall have the power and right to deny all person (s) further use of golf course facilities when such person (s) persist in violating course rules, or conduct themselves in a manner considered by the Professional-Manager to be detrimental to the best interests of the golf course. G. Golf Shop and Restaurant hours af operation will be determined by play and time of year. H. Absolutely no alcoholic beverages are to be brought onto the premises. Green fees for the Grapevine Municipal Golf Course are hereby set and established as follows: A. week day (Monday thru Friday) , (1) Regular Green Fee $ 3.50 (2) Twilight Green Fee (after 4:30 P.M. ) 2. 75 (3) Senior Citizen (Age 62 and above) 2.00 (4) Junior (Age 18 and under) 2.00 (5) Punch Card - available to citizens of Grapevine only. Purchase of punch card entitles Yiolder to fifty (50) rounds of golf 125.00 B. Week Ends (Saturday and Sundays) and Holidays (New Years Day, Memorial Day, Fourth of July, Labor Day, Thansgiving � Day, Good Friday, closed Christmas Day) (1) Green fee $ 4.00 (2) Twilight Green Fee (after 4:30 P.M. ) 3.00 C. Punch card rules - To allow the card holder and one guest to be punched on a card per day. 10/03/78 EXHIBIT "B" GRAPEVINE PUBLIC LIBRARY RULES AND REGULATIONS 1. The library may be used by any resident of the City of Grapevine and the surrounding trading area upon correct registration with the library. 2. Each person wishing to borrow books or audio-visual material from the library shall fill out an application, agree to com- 5' � • ply with the rules and regulations, to pay all fines, to make good any loss or injury to library materials, to give immediate notice of any change of address. Information on application: place of business; signature in ink; address; phone number; occupation; age, if minor; reference as follows : (a) student or minor, living at home, signature of one parent; (b) adult, one local resident as reference and Texas driver' s license number. 3. Registration period will be for five (5) years. 4. Books may be borrowed for a period of 2 weeks, and the borrower has the right to renew any baok which has not been requested by another reader. 5. Phonorecords, audio casset�es, and filmstrips may be borrowed for one (1) week, and may be renewed. 6. Films may be borrowed for three (3) days, provided borrower has signed a "Statement of Responsibility" . Films must be booked two (2) weeks in advance of time needed. ,� � 7. The number of books or audio-visual materials checked out by any one person will be decided by the librarian. 8. A fine of 5� a day will be charged for each item not returned by date it is due. 9. Borrowers who have abused their privilege by failing to pay fines, damage to books or audio-visual materials, or the cost of the book, shall not be allowed to check out books until their records are cleared; the denial of library use will in- , clude all members of a family for fines over $2.00. 10. If a reader fails to return a book within thirty (30) days after the notice in writing of its delinquency, it is con- sidered a misdeameanor offense, subject to legal action accor- ding to Ordinance 75-22, City of Grapevine. 11. Each person who is currectly registered with the library will receive an identification card which must be presented each time he borrowes a book or other library material. Borrower will be responsible for any item which is checked out on his ' identification card. The library should be notified immediately i if a card is lost. A fee of 25� will be charged to replace lost cards. 12. Reference materials are used only in the library and cannot be checked out. � 10/03/78 13. After notification, "Reserved Books" will be held only one (1) week. 14. The library is open Monday 10:00 A.M. to 6:00 P.M. , Tuesday, Wednesday and Friday 9:00 A.M. to 5:00 P.m. , Thursday 9:00 A.M. to 8:00 P.m. , Saturday 9:00 A.M. to Noon. , � � ; � � �
