The City Council of the City of Grapevine met in regular session
� on this the 18th day of April, 1978 at 7:30 P.M. with the follow-
ing persons present to-wit:

CALL TO ORDER
Mayor Tate called the meeting to order.
INVOCATION
' The Invocation was delivered by Councilman Oliver.

The first order of business was for the City Council to consider
a resolution canvassing the ballots of the April 15 City Officer�s

Run-Off Election.
� The City Secretary explained the contents of Resolution 78-14 de-
claring the election results as follows:

Armstrong then administered the oath of office to William
Shafer, Councilman Place 3, and Charles Gideon, Councilman
Place 5. Councilmen Shafer and Gideon then took their �

The next order of business was for the Mayor and Council to �
award service pins to city employees with five or more years �
of employment. Mayor Tate then recognized the following

POLICE/LIBRARY FACILITY - CI-IANGE ORDER # 3 �

The next order of business was for the City Council to consider �
� an ordinance relative to Change Order No. Three for construc- �
tion of the Police�Library Facility. �

The City Secretary read the caption of the proposed ordinance.
The City Manag er explained that the proposed change order was
' balanced (Additions $631.30, Deletions $631.30) and therefo�e
� would not constitute a change in the total sum of the contract.

� Councilman Dalton then made a motion to approve the ordinance

Druid Hills.
The City Manager explained that the City owns a sma11 tract of
� land (60'xlOCl' } in the Druid Hills Addition on which a small
I, well is located. He advised that the we11 does not have the
� capabi].ity ta produce enouJ h water �o be of benefit and that
I the well appurtenances were very old and in need of repair or
� replacement. It was therefore recommended that since the
property no longer serves a need for the City, that bids be
accepted and �he property sald.
Councilman Gideon then made a mation to authorize the City Staff
to advertise and accept bids for disposal of the property a.n
questa.on. The mcrtion wa� seconded by Councilman Rlorence and

Mayor Tate stated that nominations were in order for an �
appointment to the Planning & Zoning Commission. Councilman �
Oliver nominated Dwayne Rodgers . Councilman Dalton nominated
Robert Sands. Councilman Oliver made a motion that nomina- �{ �
tions cease. The motion was seconded by Councilman Shafer and �
prevaiied by the following vote: �

Mayor Tate advised that nominations were in order for an appoint-
ment to the Electrical Board to fill the expired term of Preacher
Florence. Councilman Florence stated that he would abstain from
voting during this appointment.
Councilman Oliver made a motion to re-appoint Preacher Florence
to the Electrical Board. Councilman Dalton made a motion that
? nominations cease and that Preacher Florence be reappointed by
,
acclamation. The motion was seconded by Councilman Gideon and
' prevailed by the following vote:

� Mayor Tate advised that nominations were in order to fill the

expired term of Mr. Robert Sands on the Electrical Board.

Councilman Oliver nominated Robert Sands. Councilman Gideon made
a motion that nominations cease and that Robert Sands be appointed
; by acclamation. The motion was seconded by Councilman Dalton and
prevailed by the following vote:

Mayor Tate stated that nominations were in order to fill the
�' expired term of Jim Burger on the Electrical Board. Councilman
Gideon nominated Jim Burger. The City Secretary advised that Mr.
Burger had moved out of the city and was no longer eligible to
serve on that board. Councilman Gideon withdrew his nomination.
Mr. Joe Lipscomb, building official, stated that the ordinance
providing for an Electrical Board stated that at least one member
of the board must be a representative of Texas Power & Light Co.
It was then suggested that Mr. Bill Dawkins be contacted to see
if he would serve in that capacity.

Councilman Florence made a motion to table the appointment. The
motion was seconded by Councilman Oliver and prevailed by the
following vote:

Mayor Tate stated that appointments were in order for three posi-
tions on the Library Board, the first to be consideration of the
�, expired term of Nancy Armstrong. It was noted that Mrs. Armstrong
; was not a resident (qualified voter) in the City of Grapevine and
' was therefore not eligible to serve on the Library Soard.
Councilman Oliver then nominated Gail Shumate. Councilman Gideon
moved that nominations cease and that Miss Shumate be appointed
by acclamation. The motion was seconded by Councilman Florence
and prevailed by the following vote:

to the restrictions imposed on membership requirements, Council- f
man Dalton made a motion that appointments to the Industrial i
, Committee be tabled until the Council meeting of April 25th.
The motion was seconded by Councilman Oliver.

� The next order of business was for the City Council to recess to
� the Conference Room to discuss personnel pursuant to Article
6252-17, Section 2, Subsection (e) , Texas Civil Statutes.

The City Coizncil reconvened in the Council Chambers at 8:45 p.m.
' City Manager Jim Hancock advised that a resolution was before the
� Council in relation to a revision of the salary classification
� plan to include golf course employees. He added that the revision
� also included the category of Police Captain. The City Manager
; advised that it was the recommendation of the City Staff that
' the amendment be approved.
� The City Secretary explained the contents of the resolution.
;
Chairman of the Personnel Committee, Councilman Charles Dunn,
; added that it was the recommendation of the Personnel Committee
' that the nesolution be adopted.

� Councilman Dunn then made a motion that the resolution be adopted.
; The motion was seconded by Councilman Gideon and prevailed by the
following vote:

On this the 18th day of April, 1978, the City Council of the City of Grapevine,
Texas, convened in Regular Meeting afi the Regular Meeting place thereof, the meeting
being open to the public ancf nofiice of said meeting, giving the date, place and subject
thereof, having been posted as prescribed by Article 6252-17, V.A.T.C.S., and the
r�l) was called of the duly constituted officers and members of said City Council,
which members and officers are as follows:

among ot er business, t e fo lowing was transacted, to-wit: A written Ordinance
bearing the following caption was introduced:
AN ORDINANCE OF THE CITY COUCIL OF THE CITY OF GRAPEVINE,
TEXAS, AUTHORIZING AND DIRECTING DELIVERY OF A PORTION OF
CITY OF GRAPEVINE, TEXAS, GENERAL OBLIGATION CERTIFICATES
OF OBLIGATION, SERIES 1977, AND OTHER RELATED MATTERS; AND
DECLARING AN EMERGENCY
The Ordinance, a full, true and correcfi copy of which is attached hereto,
was read and reviewed by the Ci ty Counci I.
Thereupon, it was m�ved by Florence and seconded by Oliver that
said Ordinance be taken up and dec are to e and considered as an emergency measure,
to take effect immediately, as recited therein. The Mayor put the motion to a vote of
the members of the City Council and the motion carried unanimously. The Mayor then
declared the Ordinance to be an emergency.

It was then moved by Florence and seconded by Oliver thafi
the Ordinance be passed and adopted, to be in effecfi immediately according to its
terrns. The Mayor put the motion to a vote of the members of the City Council and the
Ordinance was passed and adopted by the following vote:

NOES: None.
The Mayor then declared the Ordinance passed and adopted, and signed and
approved the same in the presence of the City Council.

City, and the attached and following copy of said Ordinance is hereby certified to be

On this the ]$th day of Apr':1, 19�'8, the City Counci) af Grapevine, Texas,
convened in Regutar Meefiing af the Regular Meeting place thereof, the meeting
being open to the public and notice af said meeting, giving the date, place and
subject thereof, having been pasfied as prescribed 6y Articfe 6252-17, V.A.T.C.S.,
and the roll was ca!{ed of the dvly constituted afficers and members of said Cify
' Councii, which members and officers are as foliows, to-wit:

and a!1 of said persons were present, except the following absentees:
Char(es Dunn , thus constituting a quorum. Whereupon,
amang ather business, the fol owing was transac#ed, to-wit: A writtert �7rdinance
bearing the following caption was introduced:
An Ordinance of the City Cauncil of the City of Crapevine, Texas,
ApProving a Changs Qrc�er to a Certain Canstruction Contract;
' Authorizing and Directing the Mayor to Execute such Change Order;
[}ecic�ring an Emergency �
The Qrdinance, a full, true and correct capy o€ which is attoched hereta,
was read and reviewed by the City Cauncw I.
Thereupon, if was moved by Dalton and seconded by Gidean
that sczid C?rdinance be taken up and dec�ared ta be ar�d considered as an emergency
measure, to take effect immediately, as recited therein. The Mayar puf the motion rt
to a vote of fihe members of tSae C'sty Council and the motior� carried unanimr�usly�
The Mayor then declared the Ordinance ta be an emergencyo

that the Ordinance be passed and adopted, to be in effect immediate y according to
i ts terms. The Mayor put the moti�n to a vote of the members of the Ci ty Counci 1 and
the Ordinance was passed and adopted by the f�llowing vote:
AYES: All members present voted "Aye."
NOES: None.
The Mayor then declared the Ordinance passed and adopted, and signed and
approved the same in the presence of the City Council.
MINUTES APPROVED AND CERTIFIED TO BE TRUE AND CORRECT and to.
c�rrectly reflect the duly constituted members and officers of the City Council of
said City, and the attached and following copy �f said Ordinance is hereby certified
to be a true and correct copy of an official copy thereof on �ile among the official
records of the City, all on this the 18th day of April, 1978.
