The City Council of the City of Grapevine, Texas , met in
special workshop session on this the 8th day of August, 1978
at 6:45 P.M, with the following persons present to-wit:

CALL TO ORDER
Mayor Tate called the meeting to order.
WQ�KSHOP
Mayor Tate advised that the purpose of the meeting was to
hold a workshop to discuss the issuance of bonds for the
1978 capitol improvements program.
City Manager Jim Hancock explained that funds were needed to
finish the �olf course, to extend South Main Street to Airfield
Drive, and to provide for needed sewer and water expansion.
Mr. Hancock advised that the proposed program included the
issuance of $450,000 Certificates of Obligation for completion
of the golf course, and the issuance of $200;000 Certificates
of Obligation for the extension of Main Street. The Council
was advised that in mid October, the $650,000 Certificates of
Obligation would be refunded and $300,000 in General Obligation
Bonds , for the Main Street project, $300,000 Sewer Revenue Bonds,
and $200,000 Water Revenue Bonds would be sold, for a total
proposal of $1,450,000.
A lengthy discussion followed relative to the exact projects
for which the money would be used. The general concesus was
that the Council was in agreement with the proposed bond issue
program. No formal action was taken.

The City Council and the Planning and Zoning Commission of the
City of Grapevine, Texas met in joint session on this the 8th
day of August, 1978 st 7 : 30 P.M. with the following persons

CALL TO ORDER
Mayor Tate called the meeting to order.
INVOCATI ON
The invocation was delivered by Rev. David Whitington, Minters
Chapel United Methodist Church.
PUBLIC HEARING - Zoning Z78-13
The first order of business was for the City Council and the
Planning & Zoning Commission to hold a public hearing on Zoning
Application Z78-13 submitted by Gus M. Kelly.
Mayor Tate declared open the public hearing. The City Secretary
explained that Mr. Kelly had requested a six acre tract located
on the northwest corner of Hughes Road and the Grapevine-Euless
Road be rezoned from "R-1" Single Family Dwelling District to
" "I-1" Light Industrial District. Mr. Kelly then advised that

he was available to answer any questions that the Planning &
Zoning Commission or the Council might have. There was little
discussion.
Mayor Tate asked if there were any guests present to speak for
or against the application. There were none. The City Secretary
advised that she was in receipt of a letter from Mr. Robert Taylor
recommending approval of the zoning request. She then read the
following letter into the record:

I have received notice from your office concerning zoning appli- {
cation Z78-13.
This request is from Gus M. Kelly for a R-1 to I-1 zone change
in the J.M. Hughes Survey, Abstract 8222,
I own property across Hughes Road to the South of Mr. Kellys '
property, which is zoned commercial.
I believe that R-1 zoning is inappropriate as the highest and
best use for the subject land, therefore, I strongly support
Mr. Kelleys ' request for I-1 zoning. � �

There being no further discussion, Member Bob Stewart made a
motion to close the Planning & Zoning Commission' s portion of f
the public hearing. The motion was seconded by Member Dwayne
Rogers and prevailed by the following vote:
Ayes: Ware, Burgess, Rogers , & Stewart
Nays : None
Absent: Joyce and Sands
There being no further discussion from the Council, Councilman
Gideon made a motion to close their portion of the public hearing.
The motion was seconded by Councilman Dalton and prevailed by

PUBLIC HEARING - Zonin Z78-14
The next order of business was for the City Council and Planning {
& Zoning Commission to hold a public hearing on Zoning Application
Z78-14 submitted by Jerry McClelland.

Mayor Tate declared open the public hearing. The City Secretary
explained that the applicant, Jerry McClelland, on behalf of the
First Assembly of God Church, had made application to change the
zoning of Lot 14, Block 3, McClelland Addition, from "R-1" Single
Family Dwelling District to "SP" Specific Use Permit District,
incidental to the construction and operation of an athletic club.
There were no guests present to speak for or against the
application. The City Secretary advised that she had not
received any correspondence either for or against the zoning ;
reques t.
After a short discussion, Commission member Jerry Burgess made
a motion to close the Planning & Zoning Commission's portion
of the public hearing. The motion was seconded by Member Bob
Stewart and prevailed by the following vote:
Ayes: Ware, Burgess, Stewart, & Rogers
Nays: None
Absent: Sands & Joyce
Councilman Oliver then made a motion to close the Council' s
portion of the public hearing. The motion was seconded by
Councilman Gideon and prevailed by the following vote:
Ayes: Tate, Florence, Gideon, Oliver, Dalton, Shafer & Dunn
Nays: None
PUBLIC HEARING - Zoning 78-15
The next order of business was for the City Council and Planning
& Zoning Commission to hold a public hearing on Zoning Application
Z78-15 submitted by Leon Harwell.
Mayor Tate declared the public hearing open.
The City Secretary explained that the applicant, Mr. Leon Harwell
had made application to change the zoning of the Northeast
corner of Dove and Kimball Roads from "R-1" Single Family Dwelling
District to "C-2" Community Bus�mess District.
Mr. Ronny Binon then advised that he would answer any questions
on behalf of the applicant.
Planning & Zoning Member, Jerry Burgess asked what type business
Mr. Binion planned to operate on the property in question. Mr.
Binion answered retail sales.
Councilman Dunn asked if off street parking would be provided.
Mr. Binion answered yes .
Mayor Tate asked if there were any guests present to speak for
or against the application. Mrs . Betty C�osby stated that she
represented six famili�� who opposed the zoning request. She
added that inadequate parking, additional traffic, and drainage
problems were the reasons for the opposition. Mrs. Crosby
further stated that she felt Commission Member Bob Stewart
should abstain from voting because it was believed that American
Bank of Commerce (Mr. Stewart' s employer) was involved in
financing the proposed business .

Mr. Stewart asked Mr. Binion if American Bank of Commerce was
financing the building. Mr. Binion answered no.
Mr. Ricky McPherason, owner of Yates Grocery, (located at the
same intersection as the property in question) stated that the
parking, provided for the proposed retail business, met city
code requirements, but that he did not believe it would accommodate
the volume of traffic created by the ��siness. He added that he
did not oppose the zoning, but was concerned about a traffic
hazard being created.
The City Secretary reported that Mayor Pat Hawk of the City
of Southlake had asked that she advise the Council that he
was concerned about traffic problems stemming from the proposed
business .
The City Attorney was asked if the house on the site would be
used as floor space when computing the number of parking spaces '
required for the business . The City Attorney ruled that if
the house was not being used in relation to the business , that
it would not be taken into consideration.
There being no further discussion from the Planning & Zoning
Commission, Member Bob Stewart made a motion to close their
portion of the public hearing. The motion was seconded by
Member Jerry Burgess and prevailed by the following vote: �

Nays:
Absent: Joyce and Sands
Councilman David Florence then made a motion to close the
Council ' s portion of the public hearing. The motion was
seconded by Councilman Oliver and prevailed by the following
vote:

Nays: None
PUBLIC HEARING - Zoning Application Z78-16
The next order of business was for the City Council and Planning
and Zoning Commission to hold a public hearing on Zoning Appli-
cation submitted by Jim Hodges and Kendell Hill.
Mayor Tate declared the public hearing open.
The City Secretary explained that the applica�ts were re�uesting
that Lot 1, Block 2, J. J. Daniel Addition, (the Southeast corner
of Pine and Nash Streets) be rezoned from "R-1" Single Family
Dwelling District to "R-3" Mul��-Family Dwelling District.

Mr. Hodges advised the Council that plans for the property
included the construction and operation of a day care center.
There was little discussion from the Council and Planning and `s
Zoning Commission.
Mayor Tate asked if there were any guests present to speak for
or �gainst the application. Mr. Thad Yarbrough, 417 West Nash t
was in attendance and asked if apartments were going to be built.

There being no further questions from the Planning & Zoning
Commission, Member Dwayne Rogers made a motion to close their
portion of the public hearing. The motion was seconded by
Member Jerry Burgess and prevailed by the following vote:

Absent: Sands & Joyce
Councilman Dalton then made a motion to close the Council' s
portion of the public hearing. The motion was seconded by
Councilman Gideon and prevailed by the following vote:

END OF JOINT PUBLIC HEARING
The Planning & Zoning Commission then reconvened in the
Conference Room to consider the merits of the zoning requests.
The City Council recessed pending the recommendations from
the Planning & Zoning Commission.
Following the recess, Mayor Tate called the meeting to order
with all members still in attendance.
ZONING CASE Z78-13
The next order of business was for the City Council to consider
the recommendation of the Planning & Zoning Commission relative
to Zoning Application Z78-13, (Gus Kelly) and an ordinance
pertaining thereto.
Administrative Assistant, Bob Hart advised that the Planning
& Zoning Commission unanimously recommended approval of the
zoning request.
The City Secretary read the caption of the proposed ordinance.
Mayor Tate stated that he felt Hughes Road served as a buffer
between presently zoned industrial property on the south, and
predominantly residential areas on the notth. He advised that
he did not feel it was in the best interest of the City to zone
property on the north side of Hughes Road for ind�.strial use.
The City Secretary was asked if the zoning application was
advertised for a change to "industrial zoning or a higher or
more restrictive zoning". She answered yes .
Mayor Tate asked Mr. Kelly if he would be opposed to the
granting of "C-2" Community Business District Zoning rather
than the requested industrial use. Mr. Kelly indicated that .
the "C-2" Zoning would be acceptable.
After a short discussion, Councilman Florence made a motion
to adopt the ordinance reflecting the change to "C-2" Community
Business District Zoning. The motion was seconded by Councilman
Dalton and prevailed by the following vote:

The next order of business was for the City Council to consider
the recommendation of the Planning & Zoning Commission relative

application.

Councilman Gideon made a motion to approve the application
and adopt the ordinance as read. The motion was seconded by
Councilman Shafer and prevailed by the following vote:

The next order of business was for the City Council to consider
the recommendation of the Planning & Zoning Commission relative
to Zoning Application Z78-15 and an ordinance pertaining thereto.
Mr. Hart advised that the Planning & Zoning Commission, (by a
three to one vote) had recommended approval of the application
with the stipulation that "No Parking" signs be errected
along Kimball Road.
The City Secretary read the caption of the proposed ordinance.
After a lengthy discussion, Councilman Gideon made a motion
to approve the application and adopt the ordinance as read.
The motion was seconded by Councilman Dalton and prevailed
by the following vote:
Ayes: Florence, Oliver, Dalton, Dunn, Shafer, & Gideon

Mr. Hart advised that the Planning & Zoning Commission unanimously
recommended approval of the application.
The City Secretary read the caption of the proposed ordinance.
Councilman Oliver made a motion to accept the recommendation of
the Planning & Zoning Commission and approve the application by
adoption of the proposed ordinance. The motion was seconded by
Councilman Gideon and prevailed by the following vote:

MINUTES
The next order of business was consideration of the Minutes of
August 1, 1978. Councilman Florence made a motion to waive the
reading of the minutes and approve them as published, The
motion was seconded by Councilman Gideon and prevailed by
the following vote: �

AMENDMENT - ADDITIONAL PARKING SPACES REQUIRED ,
The next order of business was for the City Council to discuss
an amendment to the Zoning Ordinance requiring apartment `
complexes to provide additional parking spaces .
The City Manager explained that at the present time, the
zoning ordinance requires one and one-half parking spaces
per apartment unit. He advised that a large majority of
American �amilies now have more than one car as well as boats,
campers , etc. He further noted that lack of enough parking
spaces has on numerous occasions caused fire lanes to be blocked.
CQUncilman Dalton stated that he felt the number of parking
spaces required for commercial property should also be '
reviewed. Mayor Tate advised that it was his belief the
city needed a minimum parking space requirement on commercial
property rather than one based on the square footage of the
building.
After a lengthy discussion, the City Manager advised that
he would instruct a study to be made relative to the number f
of parking spaces required for both apartments and commercial
zoning and make a recommendation to the council.
