"Ma3zar Tate called the meeting to order.
The Invocation was delivered by Commission Chairman Ted Ware.
The first order of business was for the City Council and Planning
& Zoning Commission to hold a public hearing on Zoning Application
Z78-1 submitted by F'irst National Bank of Grapevine.
Mayor Tate declared open the public hearing .
The City Secretary explained that the applicants had requested
that Lot 8, Block 6 and a small adjoining tract in the Sky Ha.rbor
Addition be rezoned from "R-1" Single Family Dwelling to "C-2"
Community Business Zoning.
The applicant, Mr. Bruce MacElvaine then requested that considera-
tion of the applicatian be tabled until February 7, 1978 pending
further studv of deed restrictions .
Commission Membe.r Harlen Joyce then made a motion to table
consideration of Zonin� Application Z78-1 until Feb.ruary 7, 1978.
The motion was seconded by Member Joe KennPdy and prevailed by
the following vote :

The City Secretary explained that the applicant had .r_equeste�
to change the zonin� of the south half of Lot 2 and all o.f Lot 3,
Harris Subdivision. She explai.ned that on May 3, 19?? the ,
nropert�� had be�n zoned "SP" Speci.f_ic 'Tse Permit District Zoning ;
for th2 construction and ope.ration of m.ir_i-war�houses as ner a
site plan attached to the zonin� ordinance . She further advised 3
that the nresent request ���as for th� zoning category t� remain �
the same, ard that th� site plan be revised. x

Mr. J. T. Davis then made a short presentation. Th�re �vas little ;:

Mayor Tate asked if there �^,rere any guests present to speak for
or against the application. There wer_e none . '
The City Secretary reported that she had not received any
cor.respondence for or a�ainst the application.
There b�ing no further discussion, Commission Member Harlen Joyce
made a motion t� close the Commission's portion of the public �

The next order of business was f_or Mr. Richard Grant, representa- �
tive of Shorecrest Acres to discu.ss a metal building located at �
1806 Silverside Drive. Mr. Grant then read into the r_ecord Exhibit �:
"A" attached hereto and made a part hereof. �

Following Mr. Grant 's presentation, a short statement of rebuttal �
was made hy Mr. E. B. Comstock, owner of the property in question. �

Mayor Tate then requested that the City Staff an� the City Attorney �
review the info_rmation submitted by Mr. Grant and report back to �
the Council at a later date. The City Staff was also instructed �
to advise both Mr. Gr_ant and Mr. �omstock of the date on which ¢
the matter would be considered further. §

The City Council then recessed .for a short perioc� of time . �

Mayor Tate called the meeting hack to order with all members �
r�resent with the excepti_on of Councilman Gideon. {

The next order of business was for the City Council to consider �
the recomriendation of_ the Planning t� 7oning Commission relative �
to Zoning Application Z78-2 and an ordinance pertaining thereto. �

Mr. �iob Hart r_eported that the Planning P� Zoning Commissian �
made the following recommendations : �

1 . That buildings one and two be constructed as 1
shown on the site plan. j
2. That the location , demension and position of !
builclir.gs 3,4, & 5 be cletermined later with '
the total square footage not to exceed 6,760 '
sc,uare feet plus or minus ten percent. ,
3. That the back of the building along the east ,
p.roperty line serve as a screening device with ;
the stipulation that if the building is �
separated over the utility easement , a screen- �,
ing fence will be provid.ed.

i Members expressed concern that the pitched roof of the ,
� proposed buildings w�uld cause water to run onto the �
� adjoining ctovernment housing property. i

! Councilman Dunn made a motion to accept the recommendation of
� the Planning & Zoning Commission with the flexibility for the
i r.edesigning of builc�ings 3, 4, & S and with the amendment '
� that the drainage matter relative to adjacent government
; property be worked out satisfactorily with the building
� inspector. The motion was seconded by Councilm an Pirkle
