Mayor Tate called the meeting to order.
The Invocation was delivered by Commission Member Dr. Jerry
Surgess .
Z(�NING APPLICATION Z78-1. FIRST NATIONAL BANK
� The first order of business was for the City Council and the
Planning & Zoning Commission to hold a public hearing on
Zonina Application Z78-1 submitted by First National Banlc of
Grapevine.
Mayor Tate declared open the ;�ublic hearing. The City Secretary
explained that th� F'irst National Ban�c of Grapevine had submitted
an application requesting that Lot 8, Block 6 of Sky Harbor
Addition, and a small adjoining tract be rezoned from "R-1"
Single Ramily Dwelling District to "C-2" Community Business
District.
Mr. Bruce MacElvaine, bank representat�ve was then introduced
and stated that it was the desire of the applicants to tivithdraw
the request.
Councilman Dalton then made a motion to accept the request to
withdraw Zoning Application 778-1. The motion was seconded by
Councilman Olive.r and prevailed by the .following vote:
Ayes: Tate, Dalton, Gidean, Florence, Olive.r and Dunn �
Nays : None

Mayor Tate de^lared open the public hearing. The City Secretary
explained that the propert�� was generally located east of the
S.E. intersection of Dove Road an�l �aest Northwest Highwa,�. Sh�
f_urther stated that th� request was to change the zonino from
� "C-2�� Community Bus�_ness TJistrict to "SP" �pecific Use Permit
Dist.ri_ct for on p.r_emise consumption of alcoh�lic beverages , beer
. only, inci�ental to ±he operation of a restaur.ant and other uses
as permitted under "C-2" Community Business District.
Mr. Ger_al� Ander.son, renr.esentati��e of Pi.zza Hut, Inc. then macie
` a short present�tion.
Mayor Tate asked if there wer_e guests present to speak for or
against the application. There were nonP. The City Secreta..r.y
reported that she had not received any petition=_ or corresponclence
relative to the zoni.ng apr�li.cation.

ORDINANCE AMFNDMENT - TENP'OR1�RY JUDGE
The next ord.er of business v��as for the City Council to
consider an or�inance amending Chapter 16, Section 1-16-28
of the �ity Code relative to the appo�_ntment of temporary
or relief judges .
The City Secretary read the caption of ±he proposed ordinance.
The Cit�� Attorney explained that in a prior ordinance, a
sentence was inadvertently included which provided that the
temnorarv or relief judge would receive thP same salary as
the regular judqe. He added that �Aras not a requirement of
the State 8< Enablina Act and that it ivas totall�� at the
Council �s descretion as ±o whether or not the senterce re-
mained in the o.r_dir.ance or was omitted.
Councilm an Florence made a motion to adopt the ordinance.
The motion was seconded by Councilman Oliver_ and nrevailed

that said Ordinance be taken up and declared to e and considered as an emergency
measure, to take effect immediately, as recited therein. The Mayor put the motion
to a vote of the members of the City Council and the motion carried unanimously,
The Mayor then declared the Ordinance to be an emergency,
It was then moved by Doi I Dalton and seconded by Charles Dunn
that the Ordinance be passed and adopted, to�e in effect immediately according to
its terms. The Mayor put the motion to a vote of the me�bers of the City Ccuncil
