SUBJECT: APPROVAL FOR THE SOLE SOURCE PURCHASE AND INSTALLATION
OF QUICK FLEX WALLS AT THE REC
RECOMMENDATION: City Council to consider approval for the sole source purchase and
installation of quick flex walls at The REC from VARI Sales Corporation for
the Parks and Recreation Department.
FUNDING SOURCE: Upon approval of the attached appropriation ordinance Funds will be
available in the Grant Fund 113 for an estimated amount of $100,085.
BACKGROUND: This purchase will place a physical barrier between each piece of
cardiovascular equipment and several personal workstations at The REC
to help prevent the possible spread of the Covid-19 virus.
The number of members returning to the REC in recent months has
continued to increase, along with the demand for access to cardio
equipment. Right now, we have every other piece of cardio equipment out
of service in order to allow for space between users. However, during
peak times, there is greater demand than capacity. Installing the dividers
will allow us to put all of the cardio equipment back into service. When the
pandemic subsides, these modular barriers can be repurposed for
cubicles or other needs in the City.
This purchase will be made using funds allocated to the City by the
CARES Act (Coronavirus Aid, Relief, and Economic SecurityThe
purchase of the walls will be made as a sole source purchase from VARI
Sales in accordance with Local Government Code Chapter 252,
Subchapter B, §252.022. General Exemptions (a)(7)(1)(2).

ORDINANCE NO. 2020-056
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, APPROPRIATING $100,085 REVENUE
AND EXPENDITURES IN THE GRANT FUND; AND
APPROPRIATING $100,085 IN THE GRANT FUND FOR THE
PURCHASE OF QUICK FIX WALLS AT THE REC;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City Council of the City of Grapevine desires to purchase quick flex
walls at the REC; and
WHEREAS, funding for this purchase has a reimbursable portion through CARES
act grant funds; and
WHEREAS, approval of this ordinance will make funds available for the total
purchase of the quick flex walls; and
WHEREAS, all constitutional and statutory prerequisites for the approval of this
ordinance have been met, including but not limited to the Open Meetings Act and Chapter
211 of the Local Government Code; and
WHEREAS, the City Council deems the adoption of this ordinance to be in the best
interests of the health, safety, and welfare of the public.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That the City Council hereby appropriates $100,085 of revenue and
expenditures in the Grant Fund for the quick flex walls at The REC.
Section 3. That the terms and provisions of this ordinance shall be deemed to be
severable, and that if the validity of any section, subsection, word, sentence or phrase
shall be held to be invalid, it shall not affect the remaining part of this ordinance.
Section 4. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its final passage, and it is accordingly so ordained.
