AN ORDINANCE PROVIDING FOR THE MAYOR TO APPOINT
THE CHAIRMEN OF ALL BOARDS AND COMMISSIONS CREATED,
AUTHORIZED AND APPOINTED BY THE CITY COUNCIL PUR-
SUANT TO STATE OF TEXAS STATUTORY AUTHORITY, THE
CITY CHARTER, CITY ORDINANCES AND RESOLUTIONS,
SUBJECT TO CONFIRMATION BY THE CITY COUNCIL AND
WITH EXCEPTIONS; PROVIDING FOR THE REPEAL OF ALL
�"'"^ CONFLICTING PORTIONS OF ANY ORDINANCE OR RESOLU-
� TION; PROVIDING A SEVERABILITY CLAUSE AND DECLAR-
� ING AN EMERGENCY.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
SECTION 1. That the Mayor is hereby authorized and
directed to appoint the Chairman of all Boards and Commis-
sions created, authorized and appointed by the Mayor and
City Council pursuant to State Statutory Authority, the
City Charter, City Ordinances and Resolutions subject to
confirmation by the City Council. This authorization to
appoint the Chairman of all Boards and Commissions does not
include the Tax Board of Equalization or any other Board or
Commission wherein it is provided by State or Federal Statute
or by the City Charter that another method of selecting the
Chairman is required.
SECTION 2 . This ordinance repeals any section or portion
of any ordinance heretofore passed that is in conflict with
�"' this ordinance relating to the method and procedure required to
be followed in appointing a chairman of a board or commission
�r' and preserves all other portions of said ordinance.
SECTION 3 . Severability. If any section, sentence,
phrase, word, paragraph, or provisions of this ordinance or
the application of that section, sentence, phrase, word,
paragraph, or provision to any person, situation or circum-
stances is for any reason adjudged invalid, the adjudication
shall not affect any other section, sentence, phrase, word,
paragraph or provision af this ordinance or the application
of any other section, sentence, phrase, word, paragraph, or
provision to any other section, sentence, phrase, word,
paragraph or provision of the Grapevine City Code. The
City Council declares that it would have adopted the valid
portions and applications of this ordinance without the
invalid part, and to this end the provisions of this or-
dinance are declared to be severable .
SECTION 4. Emergency. The fact that the present
ordinances and regulations of the City of Grapevine, Texas,
�""" are inadequate to properly safeguard the health, safety,
'� morals, peace, and general welfare of the inhabitants of
; the City of Grapevine, Texas, creates an emergency for the
r"""' immediate preservation of public business, property, health,
safety, and general welfare of the public which requires
that this ordinance shall become effective from and after the
date of its passage and it is accordingly so ordained.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, this the 6th day of May, 1980 .
