A RESOLUTION OF THE CITY OF GRAPEVINE, TEXAS,
PROVIDING FOR THE ESTABLISHMENT OF A
FESTIVALS COMMISSION; PROVIDING FOR THE
DUTIES AND RESPONSIBILITIES OF THE COMMISSION
AND DECLARING AN EFFECTIVE DATE
WHEREAS, it is the considered belief and opinion of the
Grapevine City Council that certain aspects of City government
�, function in a manner that best serves the needs of the community
when interested citizens participate and assist in the
formulation of policies; and
WHEREAS, the Grapevine City Council is of the considered
belief and opinion that such participation may be effectively
manifested through a Festivals Commission; and
WHEREAS, the Grapevine City Council is of the considered
belief and opinion that a Festivals Commission would benefit and
be in the best interest of the City of Grapevine and its
citizens.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS :
Section 1 . That a Festivals Commission for the City of
Grapevine, Texas, be, and is hereby established.
Section 2 . That the purpose of the Festivals Commission
shall be:
�, A. To set the current year' s dates of festivals and for a
period of at least two (2) years in advance.
B. To specify location, establish themes, be responsible
for establishing budgets, and setting promotional
direction of Grapevine events .
C. To establish the operating policy of events and set any
fees, admissions, concession prices, etc.
Section 3 . That the organization of the Festivals
Commission shall be as follows:
A. The Commission shall consist of a nine (9) member Board
of Directors. Appointees to the Board will be
representatives of the Chamber of Commerce, Downtown
Grapevine Association, Main Street Committee, School
District, Parks & Recreation Department, Police
Department, Fire Department, Economic Development
Department and the Convention & Visitors Bureau.
Appointees will serve for a period of not less than two
� (2) years . Appointees will be made by the Boards of the
respective organizations and by the City department
heads of the respective departments.
Non-voting advisors would be called upon by the
Commission to lend their expertise for events specific
to their area of responsibility. This would include,
but not limited to, Grapevine Sailing Club, U.S. Corps
of Engineers, Airport Board, religious and civic
organizations.
B. The Festivals Commission will be chaired by the
Executive Director of the Grapevine Convention &
Visitors Bureau.
C. A Volunteer Festivals Coordinator will be appointed for
each event. The Grapevine Convention & Visitors Bureau
and/or the Economic Development Department can provide
Staff support to the Volunteer Festivals Coordinator.
D. The Convention & Visitors Bureau, with approval of its
Advisory Board, can provide a credit line for a not to
exceed amount of seed money. Seed money will be
reimbursed to the Convention & Visitors Bureau out of
� Festivals proceeds. Any advertising and promotion
funded by the Convention & Visitors Bureau would be
placed by the Convention & Visitors Bureau. Festivals
�s� proceeds would first go to meet the operations budget
and to reimburse the Convention & Visitors Bureau seed
money, and then to a future festival promotions account,
a festival staffing account and then for City
beautification projects or for a charity as approved by
the Festivals Commission.
E. The Commission shall be authorized to pursue all
available means to be a non-profit organization pursuant
to Interal Revenue Service regulations .
Section 4 . That this resolution shall be effective from and
after the date of its passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the �1� day of March , 1988.
