SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF AN
ANNUAL SUPPLY AND MAINTENANCE AGREEMENT FOR
PORTABLE GAS DETECTION DEVICES
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of an annual supply
and maintenance agreement for portable gas detection devices from Safeware, Inc.
through an established Cooperative Purchasing Agreement with U.S. Communities.
FUNDING SOURCE:
Funding for this purchase is currently available in account 100-43465-210-1
(Miscellaneous Equipment Maintenance) in the amount not to exceed $16,350.00.
BACKGROUND:
This purchase will be made in accordance with an existing Cooperative Purchasing
Agreement with the Government Purchasing Alliance, U.S. Communities, as allowed by
the Texas Local Government Code, Section 271.102, Cooperative Purchasing Program.
Bids were taken by the Cooperative and a contract was awarded to Safeware, Inc. The
Fire Department staff reviewed the contract for specification compliance and pricing and
determined that the contract would provide the best product and pricing for meeting the
needs of the City. This annual contract includes two, one -year optional renewals.
This request is for portable gas detection devices that will allow firefighters to monitor
hazardous environments. These devices will update, replace and expand the gas
monitoring capabilities of the fire department. The new devices will replace several
broken and out of date devices that are eight to nine years old.
Staff recommends approval.
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE AN
ANNUAL SUPPLY AND MAINTENANCE PROGRAM FOR
PORTABLE GAS DETECTION DEVICES THROUGH AN
ESTABLISHED COOPERATIVE PURCHASING AGREEMENT
AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a cooperative purchasing program with other qualified entities in the State of
Texas; and
WHEREAS, the Government Purchasing Alliance, U.S. Communities, is a qualified
purchasing cooperative as authorized by Section 271.102 of the Texas Local Government
Code; and
WHEREAS, the City of Grapevine, Texas has established a Cooperative Purchasing
Agreement with the Government Purchasing Alliance, U.S. Communities, and wishes to
use established contracts meeting all State of Texas bidding requirements; and
WHEREAS, the Government Purchasing Alliance, U.S. Communities, has
established a contract with Safeware, Inc., contract number 4400001839, Public Safety &
Preparedness; and
WHEREAS, the City of Grapevine Fire Department has a need for replacing and
maintaining the portable gas detection devices.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of an annual supply and maintenance agreement for portable gas detection devices from
Safeware, Inc. through a Cooperative Purchasing Agreement with the Government
Purchasing Alliance, U.S. Communities, for an annual amount not to exceed $16,350.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said products and services.
Section 4. That this resolution shall take effect from and after the date of its
passage.

GRAPEVINE, TEXAS on this the 4th day of December, 2012.
