A FESOLUTION SUPPORTING ADOPTION OF THE
N�;W 2'EXAS WATER PI�AN AT THE NOVEMBER 5 ,
1985 CONS'1'ITUTIONAL AMENDNENTS ELECTION
WHEREAS, rapid economic expansion anct population growth are

W�sER�AS , city governmer_ts, which historically have borne the
major part of the responsibility fcr financing water resource
facilities, will be required to carry an even greater share in
the future due to reductions in federal aid; and
WHEREAS, the cumulative cost of the water resource
facilities that need to be provided between now and the year 2030
could approach $1G0 billion--an amount that far exceeds the
ability of local governments to finance without state assistance;
and
WHEREAS, the 1985 Texas Legislature approved a new proposed
Texas Water Plan that, upon voter adcption, will establish a
sound methodology for addressing the state ' s diverse water
problems , and create a major new role for state government in
helping finance the solutions to those problems; and
WHEREAS , the new Texas Water Plan will appear on the
November 5 , 1985 statewide constitutional amendments ballot as
"�""� Amendments No. 1 and `Z and, if adopted wculd:
� (1) Create a $40Q mil7.ion state f�.nd tc guarantee
water zescurce bonds issued by municipal
gc�vernments, thus sa�inr city taxpayer� tens of
millions o� dcllars i.n interest costs;
(2) Alloc�te $40U mill9on in fu.rc?ing for state
participatian in the cost of oversize capacity af
reservoirs and other facilities that exceed
immediate local requirements, thus al]_eviating
short-term financial strains or� local govErnments;
(3) Authorize the issuar�ce of $58d million in state
bonds to be us�c3 f�r lc�ar.s to citie� and ot.Yier
7_ocal governments, ir.cl.udi.r,g $190 millior� for
water suppl� facili.ties, YlSG millicr: fcr waste-
water projects and $�UO million far flood-control
facilities; ancl
(4) Establish a state loan. fund to assist farmers with
the purchase of water-efficient irrigation
eqttipment, and provide state financing or
agricultural water conservation research programs;

WHEREAS, state legislation that will be implemented upon
�.., adoption of Amendments No. 1 and 2 would enhance the preservation
of the state' s water resources by establishing safeguards for
bays and estuarine areas; providing incentives for water con-
servation; and k�y authorizing the creation of voter-approved
mechanisms to protect underground water supplies; and
WHEREAS, voter adoption of Amendments No. 1 and 2 is
essential to insure the state ' s future well-being and the
continued prosperity of Texas cities .
NOW, THEREFORE, BE IT RESOLVED EY THE CITY COUNCIL OF THE
CITY OF GRAPEVIrIE, 'I'EXAS:
Section 1 . That the City Council of the City of Grapevine,
Texas endorses preposed Amer�dments No . 1 and 2 to the State
Cor�sititution ar.d urges their adoption by the citizens of
Grapevine at t.he November 5 , 19�5 constitutional amendments
election.
