RESOLUTION NO. 85-61
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GR.APEVINE, TEXAS, AWARDING A CONTRACT FOR THE PUR-
CHASE OF THREE AUTOMATIC OXYGEN POWERED CARDIO-
�...-. PULMONARY RESUSCITATOR SYSTEMS FROM DIXIE, USA, INC.
IN THE AMOUNT OF $16,131.00; FINDING AND DETERMINING
THE THUMPER (LIFE AID) CARDIOPULMONARY RESUSCITA-
TOR TO BE AN EXEMPTED PROCUREMENT; AUTHORIZING
`�° � AND DIRECTING THE MAYOR TO ENTER INTO A CONTRACT
FOR SAID PURCHASE AND TAKE OTHER APPROPRIATE AC-
TION; DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTNE DATE
WHEREAS, the Grapevine Fire Department-Emergency Medical Services
is in the process of upgrading its ambulances to provide parametic services on
or before February 1, 1986, which services are vital to the health, safety, and
general welfare of the citizens of the City of Grapevine, (the "City"); and
WHEREAS, three (3) automatic oxygen powered cardopulmonary resus-
citator systems are needed to provide the required paramedic services; and
WHEREAS, of the two sources of such systems currently on the market,
Dixie, USA, Inc. of Houston, Texas, which has an exclusive distributorship for
the Thumper (Life Aid) Cardiopulmonary Resuscitator manufactured solely by
Michigan Instruments, is the only source which can provide the functional
requirements of the City; and
WHEREAS, in order to meet the time constraints to provide paramedic
services by February 1, 1986, and taking into account the need to allow adequate
�""" time for in-service training, the City Council finds and determines that a case
of pubYic calamity exists which necessitates immediate action to appropriate
�� money to preserve and protect the health, safety, and general welfare of the
citizens of the City; and
WHEREAS, based upon the fact that Dixie, USA, Inc., of Houston, Texas
is the only source that can provide the functional requirements of the City and
that there exists a necessity to act at once, the City Council finds and
determines that the Thumper (Life Aid) Cardiopulmonary Resuscitator manu-
factured by Michigan Instruments is an exempted procurement as that term is
defined in Section 1 of Article 2368a, Vernon's Texas Civil Statutes, as amended,
("V.T.C.S.") and that the City is authorized to enter into a contract with Dixie,
USA, Inc., of Houston, Texas, without the necessity of letting such contract by
competitive bids pursuant to Section 2(a) of Article 2368a, V.T.C.S.; and
WHEREAS, the City Council desires to enter into a contract for the
purchase of three (3) Thumper (Life Aid) Cardiopulmonary Resuscitator systems
from Dixie, USA, Inc., of Houston, Texas for a total contract price of
$16,131.00.
N06V, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section 1. All matters in the preamble are found to be true and correct
�` and are incorporated into the body of this resolution as if copied in their
entirety.
�-..� Section 2. That the Mayor is hereby directed and authorized to enter
into a contract with Dixie, USA, Inc., of Houston, Texas in a form to be
approved by the City for the purchase of three (3) Thumper (Life Aid)
Cardiopulmonary Resuscitator Systems for a total contract price of $16,131.00,
and to execute or obtain execution of all necessary documents and take all
necessary action to effectuate the same.
Section 3. That this resolution take effect from and after its passage.
