The City Council of the City of Grapevine, Texas convened in
regular session at 7:45 P.M. on this the 4th day of May, 1976
with the following members present to-wit:
William D. Tate Mayor
Doil Dalton Councilman
Thelma Conine Councilwoman
David Florence Councilman
Larry Oliver Councilman

constituting a quorum with:

Mayor Tate called the meeting to order.
The Invocation was given by Councilwoman Conine
The f irst order of business was for the City Council to hold
a Public Hearing to consider an application to erect a service
`* station at 1111 South Ball Street. Applicant was Mr. William
Gilpin, Regional Manager of UtoteM of North Texas. Mayor
Tate declared open the Public Hearing and introduced Mr.
Jerry woolsey to make a presentation on behalf of the appli-
cant.
Mr. Woolsey stated that they were seeking the Council� s per-
mission to erect a self service gasoline station at 1111 South
Ball Street. He commented that the installation that was being
proposed would be of the finest equipment available. He further
stated that plans were to work closly with the city building
inspectors to insure that the installation was in accordance with
city ordinances. He commented that after the installation they
would comply with all of the state, federal and municipal laws in
the operation. He stated that the grounds surrounding the area
would be kept in a clean and healthy condition.
Councilman Dunn stated that as he understood the scale drawing,
the building was 60 feet from the edge of the property line.
He then asked what the distance was from the pumps to the
building. Mr. Woolsey answered that it was approximately 35
-, feet between the pumps and the building. He stated that this
distance would allow adequate parking space in front of the
store as well as sufficient space for . cars to be serviced. :
Councilman Dunn s�ated that he was concerned that the amount
of space between the pumps and the street was not enough to
allow for the safety factor. Mr. Woolsey stated that the
pumps would be only twelve feet from the property line, but
that they would be approximately 21 feet to the back of the
curb.

` Councilman Florence referred to the plans for the pump islands �
�
and asked if the plans were for one island with two pumps. Mr.
Woolsey answered yes.
Councilman Dalton asked if the pumps would be slef contained.
_ Mr. Woolsey answered yes and commented that each pump would $

have its own meter.
�
Mayor Tate asked Mr. Ezell if the request complied with set x
back lines for existing residents. Mr. Ezell stated that
building inspector, Joe Lipscomb, had conducted an inspection
and that all requirements were sufficiently met. �
Councilman Dunn then asked how this request compared with other
� similar situations throughout the city. Mr. Ezell stated that
it was his feeling that the setup being requested was average
for this type of service. Councilman Dunn asked if the City �
Staff felt that this particular situation would be more hazardous �
�
because of its location. Mr. Ezell stated that the City inspectoes �
had conducted a proper investigation and that the proposed plan x
was in compliance with all city ordinances. �

Councilman Dalton commented that in his personal opinion he
felt that this request exceeded two or three locations that
the Council had already approved. He added that the request
- was certainly within reason and that he saw no reason as to
why the plan could not be approved. 4

Councilman Oliver stated that the layout was much better than �;
3 several already in the area and commented that he was apprecia- g
tive of the proposed guard rails around the pumps. He further
�
stated that he felt the traffic in the area would be of a
minimal amount. '

Councilman Dunn asked Traffic Engineer, Eddie Cheatham, if he ;
had looked at the request from a traffic standpoint. Mr. �
Cheatham stated that he was familiar with the location and that ;
�
x he anticipated no problems. a

- Councilman Oliver made a motion to close the Public Hearing.
The motion was seconded by Councilman Dunn and prevailed by �
the following vote:

Councilman Dunn complimented Mr. Woolsey on his presentation
and then made a motion that the Council grant approval of the �
application to erect a service station at 1111 South Ball ;
Street. The motion was seconded by Councilman Florence and
prevailed by the following vote: p

The next order of business was consideration of the minutes of '';
the minutes of April 6th and April 27, 1976. Councilman Dunn �
; stated that he wished to point out an error in a motion that he �
made during the April 27 meeting authorizing a change order with �
�
'' the Jay-Mar Corporation. Councilman Dunn stated that the motion
� was to authorize a change order of $18, 147 which would reduce �
� the base bid of $139, 500 to a net bid of $212, 353. The City r
; Secretary stated that she would amend the motion in question to �
show the net bid of $121, 353. Councilman Dalton then made a �

motion that the Minutes of April 6 be approved as published
and that the minutes of April 27 be approved as corrected.
The motion was seconded by Councilman Pirkle and prevailed by
the following vote:
Ayes : Tate, Conine, Florence, Oliver, Dalton, Pirkle, & Dunn
Nays : None
The next order of business was for the City Council to consider
authorizing the City Staff to <,nzgotiate for construction of a
sewer line from Dove Road to Hood Lane. Mr. Ezell gave a brief
history stating that the property just west and northeast of
Dove Park is being considered for development of approximately
160 Single Family Dwellings. He further explained that we now
have a water line that goes along Dove Road. He added that the
practical way to make sewer line available to this property
would be to go down the Corp road to the lift station and
follow the Corp road over to Hood Lane. He commented that the
developer would pay his pro rata cost as per the city regulations
concerning both water and sewer. The City Manager continued by
saying that the estimated cost of the sewer line is $53,000. He
stated that funds are not available at this time but that he has
been talking with Trinity River Authority in reference to the
funds. He commented that TRA was in the process of presenting
a proposal in regard to the matter. The City Manager stated
that he wanted the Council to be aware that negotiations are
in progress concerning this project as well as some others that
are needing to be done within the city. He further stated that
plans are for the engineering to be done by the City Staff.
Councilman Dunn asked the City Manager if the developer was
`" aware that there may be a problem in obtaining funds for water
and sewer. Mr. Ezell answered that he was. Councilman Dunn
then asked if the City does not get the TRA grant, are there
other alternatives available in obtaining funds for this pro-
ject. The City Manager answered that there was one other alterna-
tive that could be considered if necessary.
Councilman Dalton asked if the City had proper equipment to
install the proposed ten inch line. The city manager answered
that the equipment could be rented for a sizeable saving using
city employees for operation on an hourly basis. Councilman
Dalton then asked if the ten inch line would be sufficient to
serve the citizens to the East of. Hood Lane as well. as those
in the proposed new development. The City Manager answered
yes.
Councilman Pirkle asked how much the pro rata would amount to
in regard to the new develapment. The City Manager stated that
the pro rata would be approximately $6, 200.
Councilman Dalton asked if a price range had been established
>� for the new homes. The City Manager answered that it was his
understanding that the homes would be priced around $35,000.
The City Manager also commented that if the line is provided, a
lift station in the area could be eliminated at a great saving
to the city. Councilman Dalton asked if the lift station could
be moved and used at another location. The City Manager answered
yes.
Mr. Ezell then stated that no action was necessary at this
time, but that he and the City Staff wanted the Council to
be aware that negotiations are in progress.

' The next order of business was for the City Cauncil to consider �
constructing a water line across Glade Road from Euless. �
The City Manager gave a brief history stating that in order �
to safeguard our City water supply, we need to be prepared to '
�
obtain water from some other source other than our present �
supply. The City of Euless is extending a water line north `
�
to Glade Road and the City Manager explained that the City �
of Grapevine has the opportunity to extend a sixteen inch •
line across Glade Road so as to be prepared for future water �
service. Mr. Ezell stated that at the time the construction �
is being done for Euless, Grapevine can have the contractor �
extend the line across Glade Road so that we could have a valve !
on the north side and be in a position to have a future water a
supply from Euless. He continued by saying that the City of �
Euless would supply Grapevine with a maximum of one million =
gallons per day if needed. Mr. Ezell pointed out that there
are approximately forty-five homes in that area that need a
city water supply. The City Manager stated that the estimated �

` cost for extension of the line is approximately $3, 700. and '

that it was the recommendation of the City Staff to authorize �
the construction. �

; Councilman Dalton stated that he appreciated the fact that the `
people in that particular section of the city have been very y
�
patient concerning a water supply from the City. He commented �
that he felt it was time the City did something for that area �
and that as soon as funds were available, he would like to see ;
i the line looped so as to include the citizens of that area. �
�
Councilman Dalton then asked if any negotiations had been � �
� made with Euless concerning the cost of the water. Mr. Ezell
;
� answered that the City of Euless would charge Grapevine the �
same amount that they have to pay TRA for the water. �

There being no further discussion, Councilman Pirkle made a ;
�
motion to approve installation of a 16" water line across �
Glade Road from Euless. Councilman Oliver seconded the motion =
and the motion prevailed by the following vote:

The next order of business was for the City Council to
discuss closing the city dump ground. Assistant City Manager �
Jim Hancock gave a brief history explaining that several years ;�
ago the City of Grapevine contracted out their refuse collection
° and disposal. He continued to say that at that time the k
a
City was maintaining and operating a dump ground South of town '
on Bear Creek. He stated that the contract with the refuse peo�3e
required that they would maintain and operate the dump ground
so that the citizens of Grapevine would be provided with a �
convenient location in which to dump their refuse. He continued �
i to say that the dump ground is full, as well as being inconven- �
; ient to get to. He stated that the contractor is loosing �
money in having a man to operate the grounds for the three days �
that it is open to the public. He also commented that there is �
a charge for use of the grounds. He stated that the contractor �
has proposed that the City of Grapevine would provide a location �
convenient to town so that a container could be provided by the
contractor in which the citizens of Grapevine could dump un- �
wanted items. Mr. Hancock continued by stating that a piece of �
property has been located on the North side of Dallas Road near �

the railroad between Pine Street and Bellaire Drive. He
continued to say that the City could lease the property simply
for the upkeep of the grounds. The contractor is proposing a
forty yard cubic container for this purpose. Me. Hancock
stated that the container would be open around the clock, seven
days a week, at no charge to the public and would be emptied
as needed. Mr. Hancock stated that this project would be on
a temporary basis only until the effectiveness of the idea
could be determined.
Councilman Pirkle stated that the container would be fine
for general use, but that he was concerned about contractors
who had truck loads to dispose of. Mr. Hancock answered that
the refuse contractor maintains a dump ground in Haltom City
that is not too much further than the dump that we are now
using.
Councilman Dalton asked what kind of control would there be
on what was dumped into the container. Mr. Hancock answered
that the City would have no control over that situation. He
stated that the container would be of a low profile type so
that if need be, a pickup or dump truck could empty into the
container. The Assistant City Manager. stated that the City
would also propose to build som� type of fence around the con-
tainer so as to block an unsitely view. Mr. Hancock continued
to say that something needs to be done to relieve the problems
created by our present dumping situation. Mr. Hancock stated
that the City of Fort Worth has gone to this type of dumping and
that Estes Company reports that the response has been quite good
and there seem to be no visible problems with the idea.
Councilman Dalton stated that he felt it was well that the
City of Grapevine could experiment on something of this �n'ature.
He commented that many people have complained to him that the
dump ground hours were inconvenient. He further stated that the
idea would be well if the area is properly maintained and that
, he would have no objections to agreeing to the project on an
experimental basis.
Mr. Hancock stated that the City would maintain its present
lease on the dump ground until the container idea could be
considered.
There was little further discussian and Councilman Pirkle made
a motion to authorize the City Staff to work out the details
on the operation on a temporary experimental basis. The
motion was sec onded by Councilman Dunn and prevailed by
the following vote:
Ayes : Tate, Conine, Florence, Oliver, Dalton, Pirkle, & Dunn
Nays: None
There being no further business, Councilman Dalton made a
�` motion to adjourn the meeting. The motion was seconded by
Councilman Oliver and all present voted aye.
