RESOLUTION NO. 84-40
A RESOLUTION IMPOSING AND EXTENDING A MORATORIUM
ON THE ISSUANCE OF BUILDING PERMITS IN CERTAIN
DEFINED AREAS BY MUTUAL AGREEMENT BETWEEN THE CITY
AND THE OWNERS OF THE PROPERTY

WHEREAS, the Planning and Zoning Commission, City Staff and City
Council have been engaged in the adoption of a new Zoning District Map for the
entire City pursuant to City Ordinance No. 82-73, the Comprehensive Zoning
�° Ordinance; and
WHEREAS, the Public Hearing has been concluded and the Planning and
Zoning Commission has made its recommendations; and
WHEREAS, during this process, the City has imposed a Moratorium on the
issuance of Building Permits that encompassed certain property that was zoned
in a manner inconsistent with the City's 1980 Land Use Master Plan; and
WHEREAS, the initial Moratorium has expired; and
WHEREAS, an additional Moratorium has been imposed by mutual
agreement, which Moratorium expires on September 1, 1984; and
WHEREAS, certain property owners have requested the City to impose
and extend a Building Permit Moratorium on their property in order for the
zoning process to be extended and utilized over a longer period of time to insure
that all parties in interest will be given an ample opportunity to present their
views; and
WHEREAS, said Owner has agreed to the imposition of an additional
Moratorium on the issuance of Building Permits to run from September 1, 1984
to December 30, 1984; and
�'"" WHEREAS, the City Council is agreeable to the request to allow and
authorize the City to impose a Moratorium on the issuance of Building Permits
to run from September 1, 1984 to December 30, 1984.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE:
Section l. That a voluntary Moratorium is hereby imposed on the
issuance of any Building Permits for the property described in the attached
Exhibits in accordance with the terms of the attached letters which are hereby
accepted for a period from September 1, 1984 to December 30, 1984. During
said period of time City Officials shall issue no Building Permits for all or any
portion of the property described in said Exhibits.
Section 2. That this Resolution shall become effective from and after
its passage.

It is my understanding that the moratorium which currently
exists on my property located adjacent to Grapevine High
School (City Parcel No. 148) and located on North Lucas
Drive (City Parcel No. 164) is due to expire on September 1 ,
1984 .
� This letter is my request that you extend the moratorium on
these tracts for an additional 120 days. The new expiration
date would then be December 30 , 1984 .
