RESOLUTION NO. 84-52
A RESOLUTION AWARDING A CONSTRUCTION CONTRACT
FOR THE GRAPEVINE PUBLIC LIBRARY TO W.H.B. CON-
STRUCTION COMPANY, INC. AND AUTHORIZING PAYMENT OF
SAID CONTRACT FROM EXISTING CITY FUNDS

WHEREAS, the City Staff, the Library Board, the City Council and
its architects, Hatfield Halcomb Architects, have been planning for the
�, ,,� Grapevine Public Library and on November 27, 1984 construction bids were
opened, which bids were submitted based on plans prepared by Hatfield Holcomb
Architects and approved by the City Council; and
WHEREAS, the City Staff and the architects have recommended that the
bid be awarded to W.H.B. Construction Company, Inc. as the lowest and best bid
in the base amount of $1,125,000 plus an alternate of $150,000 which alternate
adds 2,000 square feet to the Library; and
WHEREAS, the City Staff has recommended that the Project be funded
from current grant and bond funds in the amount of $958,437; $140,000 from
interest income on the Bond Funds and $300,000 from the Hotel-Motel Tax; and
WHEREAS, the architects have submitted an analysis to the City Council,
a copy of which is attached, reflecting in their opinion at least $300,000 of the
Project's total cost (22�0) is to be expended for purposes authorized by Tex. Rev.
Civ. Stat. Ann., art. 1269j4.1.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF GRAPEVINE, TEXAS:
Section l. Based on the above premises in the preamble, all of which are
' found to be true and correct, the City Council does hereby award
the construction contract for the Grapevine Public Library to
�h. � W.H.B. Construction Company, Inc. in the amount of its bid of
$1,125,000 on the base bid plus $150,000 on alternate, same being
the lowest responsible bid submitted and that the contract be
funded in accordance with the allocations recommended by the
City Staff.
Section 2. This resolution shall constitute an allocation of the funds presented
in the preamble to fund the Grapevine Public Library Project and
to all extents necessary as an appropriate amendment to the City's
Budget.

CITY OF GRAPEVINE § LIBRARY COST ALLOCATION
The undersigned is a principal in the architectural firm of Hatfield
Halcomb Architects for the City of Grapevine, relative to the Grapevine Public
Library Project (the "Project").
Our firm prepared the Project's Plans and Specifications and has worked ,
closely with the City Staff, the Library Board and the City Council in
formulating the Project's design and its projected use and funetion in the
community.
` - We have worked closely with the City's Staff in the preparation of all Bid
Documents and have, along with Mr. J. R. Baddaker, Director of Public Works
for the City, analyzed the Construction Bids which were opened on November
27, 1984.
The undersigned and the City Staff have both recommended that a
contract to construct the Grapevine Public Library be awarded to W.H.B.
Construction Company with a base bid of $1,125,000 and an alternate of
$150,000. (The alternate adds an additional 2,000 square feet to the structure
for a total bid of $1,275,000.) Total cost including all fees and tests is estimated
to be $1,386,804 for the base bid plus the alternate.
It is our firm's opinion, based on the analysis described above, that at
least 22% of the total funds that are projected to be expended for the Project
are for the encouragement, promotion, improvement and application of the arts,
including music (instrumental and vocal), dance, drama, folk art, creative
writing, architecture, design and allied fields, painting, sculpture, photography,
graphic and craft arts, motion pictures, television, radio, tape and sound
recording, and the arts related to the presentation, performance, execution, and
exhibition of these major art forms.
