CITY OF GRAPEVINE
In accordance with Orders of the Office of the Governor of the State of Texas, the
Grapevine City Council meeting was conducted by telephone. Members of City Council
were present in person in the City Council Chambers, Second Floor, 200 South Main
Street.
Members of the public were invited to participate by telephone by a number posted on
the agenda. The meeting was live streamed on the City's website.
The City Council of the City of Grapevine, Texas met in Regular Session on this the 3rd
day of November, 2020 in the City Council Chambers, Second Floor, 200 South Main
Street, with the following members present:

Mayor Tate called the meeting to order at 6:02 p.m. in the City Council Chambers.
Council Member Duff O'Dell arrived at 6:06 p.m.
Item 2. Invocation and Pledge of Allegiance
Council Member Chris Coy delivered the invocation and led the Pledge of Allegiance.
Item 3. Citizen Comments
Beginning at 5:00 p.m. on November 2, 2020, citizens were able to submit a citizen
appearance request form through the City's website.
No requests were received prior to the meeting. Mayor Tate allowed anyone on the phone
to speak. There was no one on the phone who wished to speak.
PRESENTATIONS
Item 3. Mayor Tate to present a proclamation recognizing November 14, 2020 as Arbor
Day.
Mayor Tate presented the proclamation recognizing November 14 as Arbor Day to Parks
and Recreation Director Kevin Mitchell.
Council did not take any action on this item.
Item 4. Parks and Recreation Director to present update on Christmas Capital of Texas
event planning.
Parks and Recreation Director Mitchell presented this item to Council. The theme this
year is "Bring Home the Holidays." Mr. Mitchell reported on the changes to the Carol of
Lights on November 23 and the Parade of Lights on December 3. He also described the
planned video that will be projected onto the Palace Theater.
Parks and Recreation Director Mitchell then answered questions from Council.
Council did not take any action on this item.
CONSENT AGENDA
Consent items are deemed to need little Council deliberation and were acted upon as one
business item. Any member of the City Council or member of the audience may request
that an item be withdrawn from the consent agenda and placed before the City Council
for full discussion.
City Manager Bruno Rumbelow requested item 6 be removed from consent. This item
was considered after the remaining consent agenda items.
Approval of the consent agenda authorizes the City Manager, or his designee, to
implement each item in accordance with Staff recommendations.
Item 5. Consider Ordinance No. 2020-049 approving the Atmos RRM (Rate Review
Mechanism) Tariff Settlement.
City Manager Rumbelow recommended approval of the ordinance approving the Atmos
Rate Review Mechanism Tariff Settlement between 172 Mid -Texas cities and Atmos that
will result in an average residential rate increase of $5.15 on a monthly basis, or 9.9%.
The increase for average commercial usage will be $15.48 or 6.56%.

ORDINANCE NO. 2020-049
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, APPROVING A NEGOTIATED
SETTLEMENT BETWEEN THE ATMOS CITIES STEERING
COMMITTEE ("ACSC") AND ATMOS ENERGY CORP., MID-TEX
DIVISION REGARDING THE COMPANY'S 2020 RATE REVIEW
MECHANISM FILING; DECLARING EXISTING RATES TO BE
UNREASONABLE; ADOPTING TARIFFS THAT REFLECT RATE
ADJUSTMENTS CONSISTENT WITH THE NEGOTIATED
SETTLEMENT; FINDING THE RATES TO BE SET BY THE
ATTACHED SETTLEMENT TARIFFS TO BE JUST AND
REASONABLE AND IN THE PUBLIC INTEREST; APPROVING AN
ATTACHED EXHIBIT ESTABLISHING A BENCHMARK FOR
PENSIONS AND RETIREE MEDICAL BENEFITS; APPROVING AN

Item 7. Consider the purchase of maintenance and software support for the Public Safety
Buildina from General Datatech. L.P.
Chief Technology Officer Tessa Allberg recommended approval of the purchase of
maintenance and software support for network switching equipment in the data center at
the Public Safety Building for an estimated amount of $153,907.

Item 8. Consider the award of annual contracts for RFB 499-2020 for trees and large
shrubs with Southwest Wholesale Nursery and Unique Landscaping Design &
Construction.

Parks and Recreation Director Mitchell recommended approval of the award of the annual
contracts for trees and large shrubs on an as -needed basis. The purchase of trees and
large shrubs is included in annual departmental or capital project budgets.

Item 9. Consider a sole source purchase for outdoor prosection mapping with Lightware
Labs.
Parks and Recreation Director Mitchell recommended approval of the purchase of
outdoor projection mapping for City Hall and the Palace Theater to display the Christmas
light show and the Carol of Lights video.

Item 10. Consider approval for the sole source purchase and installation of quick flex
walls at The REC from VARI Sales Corporation and Ordinance No. 2020-056
appropriating funds.
Parks and Recreation Director Mitchell recommended approval of the sole source
purchase and installation of quick flex walls at The REC for an estimated amount of
$100,085 allocated through the CARES Fund. The dividers will be used for the cardio
equipment to allow more of the equipment to be used by REC patrons.

Item 11. Consider Resolution No. 2020-017 authorizing an application for the State of
Texas Rifle Resistant Body Armor Program Grant for Fiscal Year 2021.
Police Chief Mike Hamlin recommended approval of the resolution authorizing the
application for the State of Texas Rifle Resistant Body Armor Program Grant. This grant
will reimburse for the purchase of qualifying equipment to include the purchase of thirty
rifle resistant body armor vests.

RESOLUTION NO. 2020-017
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE ACCEPTANCE
ON BEHALF OF THE CITY OF GRAPEVINE, TEXAS FOR
THE PURPOSE OF PARTICIPATING IN THE STATE OF
TEXAS RIFLE RESISTANT BODY ARMOR GRANT
PROGRAM, HEREINAFTER REFERRED TO AS THE
"GRANT PROGRAM", CERTIFYING THAT THE APPLICANT
IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE; AND
CERTIFYING THAT THE APPLICANT'S MATCHING SHARE
IS READILY AVAILABLE; AND PROVIDING AN EFFECTIVE
DATE
Item 12. Consider the purchase of furniture and fixtures for the Animal Services Facili
from GL Seaman and Company.
Police Chief Hamlin recommended approval of the purchase of furniture and fixtures for
the Animal Services Facility for an estimated amount of $30,000 as part of the overall
project budget from the November 7, 2017 Bond Election.

Item 6. Consider the commissioning of an art piece by John Rule for Nash Farm.
City Manager Rumbelow reported that at the time the memo was written, approximately
$25,000 for the art piece, "Choppin Cotton" was planned to come from Nash Farm
donations and $15,000 was to be paid from the Public Art Fund. However, since the
memo was published an anonymous donor has donated the remaining $15,000.
Motion was made to approve the commission of the art piece by John Rule for Nash Farm
with a thank you to the anonymous donor.
