HomeMy WebLinkAboutItem 18 - Night Vision Equipment GrantMEMOTO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: NOVEMBER 17, 2020 SUBJECT: RESOLUTION AUTHORIZING APPLICATION FOR DEPARTMENT OF HOMELAND SECURITY, STATE HOMELAND SECURITY GRANT PROGRAM FUNDS FOR NIGHT VISION EQUIPMENT RECOMMENDATION: City Council to consider approval of a resolution authorizing an application for the Homeland Security Grant Program for fiscal year 2020 to be used for night vision equipment. FUNDING SOURCE: Funding is available in the Department of Homeland Security (DHS) State Homeland Security Grant Program (SHSP). BACKGROUND: The City of Grapevine has been awarded a Department of Homeland Security (DHS), State Homeland Security Grant Program (SHSP) on behalf of the Northeast Tarrant County Area SWAT Team. The non- matching grant totals $51,000 and will be used to purchase night vision equipment. Once awarded, this grant will reimburse the City for the purchase of the qualifying equipment. Any equipment purchased under the authority of this grant is done so with the intention of assisting and improving the safety of police officers. RESOLUTION NO. 2020-018 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE SUBMISSION OF AN FY2020 DEPARTMENT OF HOMELAND SECURITY STATE HOMELAND SECURITY GRANT (3983201) ON BEHALF OF THE NETCAST AND PROVIDING AN EFFECTIVE DATE WHEREAS, The Grapevine City Council finds it in the best interest of the citizens of Grapevine, that the SHSP - NETCAST - SWAT Equipment Enhancement project be operated for FY2020; and WHEREAS, Grapevine City Council agrees that in the event of loss or misuse of the Office of the Governor funds, Grapevine City Council assures that the funds will be returned to the Office of the Governor in full; and WHEREAS, Grapevine City Council designates the Emergency Management Coordinator as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency; and WHEREAS, all legal prerequisites for the adoption of this resolution have been met, including but not limited to the Local Government Code and the Open Meetings Act; and WHEREAS, the City Council hereby declares that the approval of this resolution is in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That Grapevine City Council approves submission of the grant application for the SHSP - NETCAST - SWAT Equipment Enhancement project to the Office of the Governor. Section 3. That this resolution shall become effective from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 17th day of November, 2020.
