The City Council of the City of Grapevine, Texas, convened in � ` emergency City Council Meeting at 5:00 P.M. , on this the 8th day of � ; May, 1975, with the following members present, to-wit: j V�7illiam D. Tate Mayor � Thelma Conine Councilwoman j Doil Dalton Councilman '' Bob Murphy Councilman Charles Dunn Councilman Larry Oliver Councilman Willis Pirkle Councilman constituting a quorum, with Floy Ezell City Manager � Jim Hancock Asst. City Manager � Kenneth Pritt City Secretary � � Mayor Tate called the meeting to order. � , � Councilman Oliver gave the Invocation. � The Mayor stated that the Council was meeting to consider the installing and estimated cost of a 12 inch water line to serve a proposed industrial site in the west side of the City. He then stated that this item had been tabled from the May 6th meeting in order for the City Staff to research and compile additional information. The City Manager gave a brief history and introduced Eddie Cheatham who compiled the technical information. Mr. Cheatham explained that he had determined that � 1500 CPM and 60 PSI would be needed to give the appropriate flow and � pressure to operate sprinkler systems and offer adequate fire protection. He then stated that if we hook up to the water line on the east side of FM 157 and bring it along the right-of-way on SH 114 to the proposed site that only the adequate flow could be produced, adequate pressure i could only be produced by boosters. By doing this, a loop system would not be produced for fire protection. Mr. Cheatham then stated that an alternate route would be better and would create a loop system for fire protection. This route would be to connect with a 10 inch � line at the elevated water tank on Dove Road and bring it down proposed � Park Boulevard with a 16 inch line and tie into Northwest Highway down to the proposed site. The __estimated cost would be around $112, 000.00. � There was little discussion about financing and routing of the water � line. Mr. Cheatham explained that no matter what route was taken, � adequate water pressure could not be provided without booster. He � then stated that this North west loop would take care of the low � pressure problem in the hospital area. Mayor Tate stated that he felt � we should complete the Northwest loop contingent on the industry taking � out a building permit and build a foundation and then later complete �; J the line to the water tower. Mayor Tate inquired about the length � '] of time that would be needed to complete the line from the water tower ; to the proposed site. The City Manager explained that it would take � � about thirty days to advertise for bids and prepare the plans for con- � {] struction. Actual construction would probably take about thirty days. � I There was then a short discussion about the type of motion that would be needed. Councilman Pirkle then made a motion to install a water line • loop from College Street, south to the Northwest Highway, to authorize the taking of bids, and the drawing of the plans . Councilwoman Conine seconded the motion and the motion prevailed by the following vote: � Ayes: Tate , Conine, Dalton, Dunn, Murphy, Oliver, Pirkle �' Noes: None �;, { � 1 1 �' � � �F Councilman Murphy then made a motion to construct a 16 inch water line north from the authorized loop at College Street to the elevated water tank on Dove Road contingent on the following acts of commitment from the proposed industry: l. the industry to secure a building permit 2. pouring a foundation for a building of at least 30, 000 feet; on or before October l, 1975 3, contingent upon the City being able to sell its existing revenue bonds. � Councilman Dunn seconded the motion and the motion prevailed by the following vote: Ayes: Tate , Conine, Dalton, Dunn, Oliver, Murphy, Pirkle Noes: None There being noffurther business, Councilman Dalton made a motion to adjourn the mee ti ng. Councilman Oliver seconded the motion, and all present voted aye. The meeting was adjourned at 5:45 P.M.
