BACKGROUND INFORMATION Located just north of the Grapevine Mills Mall near the northwest corner of East Grapevine Mills Circle and Stars and Stripes Way, special use request SU09-06 was approved for the development of two gas wells. Additional stipulations included the addition of a Learning Center to the site and designation of the distribution pipeline network. The Site Plan Review Committee at their June 2, 2010 meeting considered and approved an additional eight wells to the subject site bringing the total number of wells on site to ten. At a March 23, 2011 meeting the Site Plan Review Committee approved a request on the subject site to increase the size of the well pad site by 28,000 square feet (70 feet by 400 feet) to the north to accommodate water separator equipment and storage tanks necessary for the production phase of operation. Seventeen storage tanks (eight feet in height, ten feet in diameter) and seventeen separators (fourteen feet in length, four feet in diameter) were approved to be located along the northern edge of the expanded site. The eight foot masonry screening fence was relocated and expanded to screen the enlarged site. With this request the applicant proposes the addition of seven more wells to the site bringing the total number of wells on site to seventeen (17) if approved. No other changes or additions are proposed. Seven wells of the ten that have been previously approved have been drilled at this time and are in the production phase of the process. The remaining three wells and if approved the additional seven, will be drilled on a 90-120 day schedule with an anticipated completion date by the end of 2013. Gas production and transport on the site will be suspended during the drilling and fracing of the remaining wells. See the attached letter. As part of our partnership with the City to develop off of already existing padsites rather than pursue new padsites, this request is necessary to accommodate the operations possible from Grapevine Mills. Chesapeake has discovered some opportunities to further develop the minerals surrounding Grapevine Mills and is actively working with Grapevine citizens to make this happen. Since operations typically occur 90-120 days after drilling is completed, a good estimate is that Chesapeake will drill the proposed wells on the Grapevine Mills padsite by the end of 2013. As part of Chesapeake's Standard Operating Procedures, before future wells are drilled on this pad, some of the currently producing wells will be shut in. It is, though, safe for some wells to remain in production throughout the drilling process. Seven (7) wells have been drilled and are in production. With this request the applicant is proposing the fresh water pond that exists on site as part of the drilling process to remain for one year despite the discontinuation of drilling operations. At the March 20, 2012 meeting the City Council amended the Oil and Gas Well Drilling Operations regulations to allow for an extension of up to one year for the O:\ZCU\SU 11-02.41 sprc fresh water pond to remain upon review and approval by the Site Plan Review Committee. When originally drafted, the ordinance required the fresh water pond to be removed within 60 days of the fracturing of the first well. A subsequent amendment to the ordinance was made by Council on March 16, 2010 to allow the pond to remain for nine months following fracturing operations. Given the reduction in production operations because of the current low demand for natural gas the ordinance was amended again to provide a process for timely consideration of the fresh water pond and allow it to remain if deemed necessary by the Committee. The Site Plan Review Committee at their June 2, 2010 meeting considered and approved an additional eight wells to the subject site bringing the total number of wells on site to ten. At a March 23, 2011 meeting the Site Plan Review Committee approved a request on the subject site to increase the size of the well pad site by 28,000 square feet (70 feet by 400 feet) to the north to accommodate water separator equipment and storage tanks necessary for the production phase of operation. Seventeen storage tanks (eight feet in height, ten feet in diameter) and seventeen separators (fourteen feet in length, four feet in diameter) were approved to be located along the northern edge of the expanded site. The eight foot masonry screening fence was relocated and expanded to screen the enlarged site. At the November 2, 2011 meeting the Site Plan Review Committee approved a request on the subject site to allow the addition of seven more wells bringing the total number of wells on site to seventeen (17). Seven wells of the ten that had previously been approved have been drilled and are in the production phase of the process. Drilling operations have since been discontinued on the remaining ten wells. At the March 20, 2012 meeting the City Council amended the Oil and Gas Well Drilling Operations regulations to allow for an extension of up to one year for the fresh water pond to remain upon review and approval by the Site Plan Review Committee. Given the reduction in production operations because of the current low demand for natural O:\ZCU\SU 11-02.42sprc gas the ordinance was amended to provide a process for timely consideration of the fresh water pond and allow it to remain if deemed necessary by the Committee. When originally drafted, the ordinance required the fresh water pond to be removed within 60 days of the fracturing of the first well. A subsequent amendment to the ordinance allowed the pond to remain for nine months following fracturing operations. At the June 6, 2012 Committee meeting approval was granted for a one year extension to allow the fresh water pond to remain on the site. With this request the applicant is proposing the fresh water pond remain for another year. Ten wells still remain to be drilled; however, drilling operations are currently discontinued. Located just north of the Grapevine Mills Mall near the northwest corner of East Grapevine Mills Circle and Stars and Stripes Way, special use request SU09-06 was approved for the development of two gas wells. Additional stipulations included the addition of a Learning Center to the site and designation of the distribution pipeline network. The Site Plan Review Committee at their June 2, 2010 meeting considered and approved an additional eight wells to the subject site bringing the total number of wells on site to ten. At a March 23, 2011 meeting the Site Plan Review Committee approved a request on the subject site to increase the size of the well pad site by 28,000 square feet (70 feet by 400 feet) to the north to accommodate water separator equipment and storage tanks necessary for the production phase of operation. Seventeen storage tanks (eight feet in height, ten feet in diameter) and seventeen separators (fourteen feet in length, four feet in diameter) were approved to be located along the northern edge of the expanded site. The eight foot masonry screening fence was relocated and expanded to screen the enlarged site. At the November 2, 2011 meeting the Site Plan Review Committee approved a request on the subject site to allow the addition of seven more wells bringing the total number of wells on site to seventeen (17). Seven wells of the ten that had previously been approved have been drilled and are in the production phase of the process. Drilling operations have since been discontinued on the remaining ten wells. At the March 20, 2012 meeting the City Council amended the Oil and Gas Well Drilling Operations regulations to allow for an extension of up to one year for the fresh water pond to remain upon review and approval by the Site Plan Review Committee. Given the reduction in production operations because of the current low demand for natural O:\ZC U\S U 11-02.44sprc gas the ordinance was amended to provide a process for timely consideration of the fresh water pond and allow it to remain if deemed necessary by the Committee. When originally drafted, the ordinance required the fresh water pond to be removed within 60 days of the fracturing of the first well. A subsequent amendment to the ordinance allowed the pond to remain for nine months following fracturing operations. At the June 6, 2012 Committee meeting approval was granted for a one year extension to allow the fresh water pond to remain on the site. Ten wells still remained at that time to be drilled; however, drilling operations were discontinued. At an April 24, 2013 meeting of the Committee, approval was granted for another one year extension for the fresh water pond to remain on site. At the Committee's June 4, 2014 meeting a one year extension was granted to allow the fresh water pond to remain on the site.
