HomeMy WebLinkAboutRES 1982-024 RESOLUTION NO. 82-24 � A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, ESTABLISHING FUNDING CRITERIA FOR GRANTS-IN-AID APPLICATION FOR HOTEL OCCUPANCY TAX FUNDS � WHEREAS, the Convention & Visitors Bureau Review Committee has formulated Rules and Regulations relative to applications for grants of Hotel Occupancy Tax funds; and WHEREAS, said Review Committee has approved said Rules and Regulations and has recommended approval of same by the City Council; and WHEREAS, the City Council has considered such cri- teria and desires hereby to approve same. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1 . REV. CIV. STAT. 1269j4.1) �,,,,, 1. The purpose of the City of Grapevine Grants-In Aid Program is to encourage, promote, and coordinate cultural activities of broad appeal and artistic excellence in the City of Grapevine. 2. Funding from the City of Grapevine is available for the encouragement, promotion, improvemerit, and application of the arts, includ.ing music (instrumental and vocal) , dance, drama, folk art, creative writing, architecture, design and allied fields, painting, sculpture, photography, graphic and craft arts, motion pictures, television, radio, tape and sound recording, and the arts related to the presentation, performance, execution and exhibition of these major art forms, and historical preservation and restoration. F�inding may also be made available to organizations for prcgnotion of the City as a tourist or visitor destination. 3. All Applicants for Grants-In-Aid shall submit their written Application to the City Manager or his designated representative on a form provided by the City, which Application shall meet and satisfy the following criteria and standards: a. Applicant shall be a non-profit corporation or entity and shall submit along with the application satisfactozy proof of said �� status. b. No Grants-In-Aid shall be made for any operation, maintenance „�, and capital expenditures of the Applicant. Only the funding of specific projects that satisf� the overall criteria established in (2) above will be considered for Approval. c. Projects shall serve and be available for the citizens of Grapevine and the general public. d. Each Applicant and each project will be separately evaluated as - to the benefits that will enure to the City of Grapevine, its citizens, and the general public and the ability of each Applicant to fulfill its obligations and the decision of the City Council shall be final. e. Each Applicant that receives a Grant-In-Aid shall enter into a contract with the City that incorporates the provisions of these rules on a form provided by the City, which contract shall include all other conditions inq�osed by the City. f. All Applicants receiving Grants-In-Aid shall maintain adequate books, records, and financial statements relating to the project and their overall organization, which books and records are made available for review by the City. The books and records shall ±'""" maintain a clear audit trail of the revenues and expenses related to any funded project, which books, records, and • financial stat�r�ents shall be maintained for a period of two (2) �,,, years fran the conclusion of the funded project for review and audit purposes by the City. g. All projects riust be found by the City to contribute to the City's cultural identity and assist in prompting tourism, directly or indirectly, through promotional activities. h. No funds are to be used for projects already co�leted or fully ftuided. i. No project will be funded that is for the purpose of raising funds for the Applicant organization or for any other organization. No fees or charges shall be made for the attendance at any project if the charges or fees result in funds being raised over and above the actual cost of the project. j. Only actual, direct costs of the projects are eligible to be funded. �� 4. A comnittee consisting of three m�t�rs of the City Council, the Director of the Convention and Visitors Bureau, and another designated member of the City Staff will review Grants-In-Aid Applications filed during the year „�,,, as requested for am�xldm�nt to the Annual Budget for Hotel Occupancy Tax funds and make recomnendations for their Approval or Denial to the City Council. 5. Applications for Grants shall be considered annually by the City Council during its consideration and approval of the Annual Budget. Al1 Applications shall be filed with the City P�lanager on or before June 1 of each year in order to be considered in the Annual Budget. The City Council, at its sole discretion, may consider Applications filed during the year as requests for amendments to the Annual Budget. 6. The City reserves the right to periodically evaluate a project during the pendency of same. 7. At the conclusion of a funded project the Applicant shall sukanLi.t to the City a detailed and comprehensive financial report covering all receipts and disbursements of the funded project covering both the City funds and all other funds. . 8. Applicants receiving project funds shall include in all printed. programs and brochures and in all prorrotion, publicity, and advertising, whether written or oral, the follawing credit lines: '�""` "This project is funded in part by a grant fran the City of Grapevine of Hotel Occupancy T� FLinds." �� � �
