A. Tom Y. Stephens requesting R-3� multi-family on a 2.26 acre
tract of land in the A. Foster Survey, which is currently
zoned R-l. This land is located on the southeast corner
of Pebble Brook and West Wall Street.
N. ADJOLTRNMENT
A. Council will adjourn with members of the Planning & Zoning
Commission remaining to consider Zonine Application Z-74-13.

A. Council to consider an amendment to Ordinance No. 7�+-3�+, an
ordinance establishing a new range of rates for residential
and commercial services.
PLANNING & ZONIlVG COMMISSION:
A. Members to consider a second filing of Oak Creek Estates owned
by Joe Wight.
The above items were created by an emergency for the immediate preser-
vation of public health, safety, and general welfare of the citizens
of Grapevine� Texas.

The City Council of the City of Grapevine, Texas, convened in joint re�ular
meeting with the Planning and Zoning Commission at 7;50 P.M., on this the 2�+th
; day of September, 197�+, with the following members present, to-wit:

� � Mayor Tate declared open the Public Hearing on zoning application Z-7�+-13,
j Tom Y. Stephen� requesting R-3 an a 2.26 acre tract of land in the A. Foster
�' Survey, whichris currently zoned R-l. This land is located on the southeast
� corner of Pebble Brook and West Wall Street. Mr. Tom Stephens appeared before
� the Council and Planning and Zoning Commission to consider a continu��e or
' recess on his application un�il October 22, 197�+. �here was little diacussion
I and the City Council and Plannin� and Zoning Commission acted as follows;

; There was little discussion and member pon Stiles made a motion to grant a
eontinuance on Zoning Application Z-7�+-13 on October 22, Z97�+. Member Conrad
Heede seconded the motion and the motion prevailed by the following vote;
Ayest Joyce, Kennedy, Jordan� Stiles, Heede
Noes: None

CITY COtTNCIL:
There was little discussion and Councilman Dilg made a motion to grant a contin-
uance on Zoning Application Z-7�+-13 on October 22, 197�+. Councilman Murphy
seconded the motion and the motion prevailed by the following vote:

� Mayor Tate stated that there would be no further notification or publication
� and that the new Public Hearin� on Zoning Application Z-74-13 would be on
i October 22, 197�+.

The Planning and Zoning Commission having no further business to consider
adjourn�d while the City Council remained to consider one other item of
' business.

The next item of business was for the Council to consider an amendr,ient to Ordinance �
No. 74-3�+, an ordinance establishing a new range of rates for residential and commer- �
�
cial services. The City Manager explained that the City needed a rate to charge persazs �
that were on our sewer system but not our water system. He explained that the maximum �
rate for residential use was �4.90 and that the average home owner used about 10,000 �
gallons of Vrater a month. The City Ma.nager then suggested that the Council establish :; �
a rate of ��+.90 for those persons using our sewer system but on private water systems. �
There was little discussion with Councilman Eidson stating that he felt the City �
should not penalize these persons for not bein� on our water system and that the City �
should show �ood will by charging the average rate which would be �3.90. Councilman �
Dilg cancurred with this thou.ght and Councilman Eidson made a motior� to have the City �
Attorney to draft an amendment to Ordinance No. 7�+-3�+ by setting a rate of $3.90 for
those persons on our sewer system but not on our water system. Councilxr�an Pittard � �
seconded the motion and the motion prevailed by the following votet E' s

, Mayor Tate stated that when the new rates be advertised that it be made plain to the
� public that this rate is the average rate used. �

; There being no further business, Councilman Eidson made a motion to adjourn. Council- �
j man Murphy seconded the motion� all present voted aye and the meeting was adjourned ;
at 8;00 P.M. �
