The first order of businesa was I�rvin Siffipson lrom the Tarrant Ccwnty Planning Department appearing bePore the Council to nrge the passage of a resolutioa that the Council was to consider. He explaised that the passage of this resolution wc�uld give them the Z00,t)00 persons needed to make the application. There was very little dis- cussios by the Council and yls�ror Tate instrt�cted the City $eeretary to read the resolution. This is in referance to the clabs = located in the ter�aisals at the airport. The City Attorsey gave a brie! discription of the� ordinance and explained that the ordinance did not change the zoniag proceed- ures in ar�r way. He alee stated that he had presented the ordinance .to the airlines and that they were in agreement with it. �he City Secret�try read the captioa and �here was little diacussion, with most of the members of the Couneil feeling that the ordf,nance should be passed. ORDINANCE N0. 74-43 An ordinance amending the City Code of the City of � Grapevine, Tarrant County, Texas, by amending Chapter ;,I"""� 4, Section 15-7 , entitled "Mixed Beverage Permit Holder: , to permit the selling or serving of alcoholic beverages by the holder of a mixed beverage permit only in a Restaurant, cafe, cafeteria or eating establishment or on the premises of an individual or entity whose principal business is transporting of the general public and is operating pursuant to a certificate of public convenience and necessity issued by a Federal or State Regulatory body; providing a penalty; providing a severability clause; and declaring an emergency. � The next item of business was fcr the Council to consider the proposal oF the Whalen Corporation to drill a water well for the City. The City Mani►ger stated that he had talked �ith Mr. Darrow aad that he is airare pY the fact that the City � still does not lu�ow if they will receive ar�y water Yrom drapevine Lake through � an application that is before the Texas Watnr Rights Co�niesion. Mr. Darr.ow appeared before the Cour�cil and stated that he was unable t�o sasurs the Council that he could extend the present rates thay are making available to the City. � Se further stated that he would try to come as elose as he could to the present � rates if the City would decide to drill the well at a later date. Councilman � Eidaon stated that he �.elt the Council should delay on any actiot gntil word was g received from Austin about our appli�ation to acquire some additior�a2 water. � Msyor Tate stated �hat he aoncurred with Councilman Eidson and that he recom�ends the item be tabled. Couricilman Murpk�y and Councilman Dilg both stated •t2iat they ; concurred and Councilman Dilg made a motioa to table the item. Meyor Tate then stated � that he didn't like the requirement of written pe�:�sion and he also �elt the ' ordinance was too restrictive. There was a discuasion of the restrictiveness oP ; tlu ordisance. The City At�orney pointed out that the o�%�iaance did not restrict � a person Yrom uaing a gua on his o:an property in order to protect self or property. � � After a brief dis'imassion, Councilman Dalton made a mo�ion to have the May+or and � the City Attorney get tog+�ther and aome up with several alternatives, and to ° bring these alternatives back to the Council. Councilman Eidson stated that he 7 would like to have the 3ssue back before the Coun�il by the last reg�].ar meeting � in January. The City Mnnager geve a brief hlstory of the resolntion stat�ng that this resolution was naming a�t existiAg road thst was an ex'Cention of Bethel xoad in Coppell to S.H. 121 in arapevine. In order to be unifora, it was reeommended that this rnad 1n our city limite be ealled Bethel Road. Cocincilman Dalton made a motion to pass asd approve� 8esolution �o. 7�+-16. Tha City N�anager stated that he had only raceived one bid for the three �utomobiles. T'he Bid Prom Donathan Burnett wae as fo2lowst 197�# Ford 700.00 1974 ForB 5.00 i973 Ford OI.O� The City Manager reeom�ended that the bid be re�ected because he felt the City could get more for the vehicles through negotiation. Councilman EYdaon made a � motion to re�ect the bidl of Donatbaa Bt�rnett.
