Councilman Murphy made a motion to waive the reading of the minutes and approve them as presented. Councilwoman Conine seconded � the motion and the motion prevailed by the following vote: � � Ayes: Conine, Dalton, Dilg, Eidson, Murphy � � Noes: None '� Absen�: Tate The City Secretary stated that there was no Old Business. The next order of business was to canvass the ballots of the 1975 4 City Officer' s Election. 'I�he City Secretary introduced to the Council ' the Elee�ion Tally Sheets for their approval. He then stated that the election had faithfully been conducted by the Election Judge, Mrs. Goad, and two other election officials: Mrs. Cluck and Mrs. Langley. The City Manager then stated that the thirty-five absentee ballots were voted into the machine by Mrs. Goad between 1:00 and 3:00 P.M. The City Secretary pointed out the position of these thirty-five absentee voters on the Poll List. Councilman Murphy inquired if the new officers had met all of the requirements to hold office. The City Secretary stated that, to the best of his knowledge, both persons had p met all of the qualifications. The City Secretary then read Resolution � No. 75-11 to the Council. There was little discussion and Councilman Eidson made a motion to pass and approve Resolution 75-11. Mayor Pro--Tem Dal�on � asked Mr. Oliver and Mr. Dunn to stand and be recagni�ed. � � The next order of business was �or �he City Council and Planning & _ Zaning Commi�sion to review dra�t reports 2 and 3 of the Master Pl.an. � Mayor Pro-Tem Dalton. introduced Mr. Jon.es of Freese & Nichols Engineers � and his t�wo colleagues. Mr. Jones made some introductory comments. He s�ated that this praject was started in ti7'anuary 1974; he said that he reali�ed that it had been s�retched over an intolerable length of time but �hat gavernment funding for these projects had �allen way off. He �. then placed some maps on the wa11s that reflected populatian density, tharoughfares, water systems, and drainage. Mr. Jones then stated that � the two reports presented were drafts and that they would be combined into � a single report when submit�ed in final fora�. He then sta�ed �hat the � City Administration had pointed out one large error to him. This �rror ; came in the reporting of the 1974 populatic�n where some 600 persans were � not counted. Mr. Jones then stated the correct 1974 populatian as bein.g � 9,055. Mr. Jones then sumntarized draft repart #2, Popu2ation, Kc�using, � and Thoraugh�ares. He s�ated that the population tor �he City of � Grapevine in 1994 would probably be 55,000; that the high papu.latian far � that date was 70, 000, and the low papulatian wauld be 40,OQ0. Councilman � Dilg then inquired if the figures would be higher because �hey had based the figures an 600 persons less than our actual popula�ion. Mr. Jones � explained that the figures were not made by a mathmetical calcula�ian � but �aken from a growth curve; �herefore the error would nat change the predictions. Canrad Heede, member of the Planning & Zoning Cozr�mission, inquired as to haw "density" was de�ined. It was explained that the preiiminary 2and use map had been used ta determine what uses �he land � would beSt have and �hat density was figured from that by using an average � � � ; number of persons per acre for that particular use. Mr. Jones then ' explained that the chapter on Housing was very short and that it R � mainly explained what types of houses people were trying to buy; and } a the pressures that are effecting the market and causing people to buy �� that particular type of house. Mr. Jones then summarized the chapter on Thoroughfares. He stated that the City had extremes in this area because of the proximity to the D/FW Airport. He then discussed the � possibilities of several freeways being extended through our area and ' pointed out these thQroughfares on a map. Mr. Jones then described } several types of streets within the City ranging from Type A (cement A � medium, landscaped, left turn lane) to Type E ( residential street- _ � 30 foot right-of-way) . Mr. Jones then discussed the Central Business ` � District. He stated that the parking in this area is very poor and I that he really has no solution for the problems of the downtown area. + Mr. Jones then introduced Draft Report #3 - Water Systems & Storm � Drainage. This was a very short report with the emphasis being placed = on the water system and what would be needed in the near future. It � was brought out that the City will need to obtain future water supplies and also need to construct an additional elevated water storage tank.
