HomeMy WebLinkAbout2020-11-18 Regular MeetingAgenda Grapevine Historic Preservation Commission City Hall 2"d Floor Council Chambers 200 South Main Street Grapevine, Texas 76051 Wednesday, November 18, 2020, 6:00 p.m. In accordance with Orders of the Office of the Governor of the State of Texas, the Grapevine Historic Preservation Commission will conduct the meeting scheduled at 6:00 pm on November 18, 2020 in the Council Chambers at 200 South Main Street, by telephone conference in order to advance the public health goal of limiting face-to-face meetings (also called "social distancing") to slow the spread of the Coronavirus (COVID-19). The members of Commission may attend this meeting in person. There will be no public access to the location described above. This supplemental written notice, the meeting agenda, and the agenda packet are posted online at www.grapevinetexas.aov. The public toll -free dial -in number to participate in the telephonic meeting is 1-210-469-4097. The audio conference PIN is 559189014#. The public will be permitted to offer public comments telephonically as provided by the agenda and as permitted by the presiding officer during the meeting. Starting at 5:00 pm on Tuesday, November 17th citizens can submit a Citizen Appearance request form from the City's website at https://www.rira;�evinetexas.gov/89/Aciendas-Minutes. During the meeting, the names of those that have submitted a form will be called on to speak in the order the forms were received. Please submit forms by 5:00 pm on Wednesday, November 18th. A recording of the telephonic meeting will be made, and will be available to the public in accordance with the Open Meetings Act upon written request. 1 Call to Order 2. He announced and called for any citizen comments written or telephonically. The architect was now ill with COVID-19 and had requested to delay this case until the December meeting. NOVEMBER 18, 2020 HPC1Minutes12020 2 H PC 11/18/20 PUBLIC HEARING Chairman Shope declared the Public Hearing for #CA20-99 open for the property located at 316 South Barton Street, legally described as Block 1 Lot 24T, Grapevine, City of, Grapevine, Texas to the Grapevine Historic Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for the following items: Chairman Shope called on David Klempin to present the case'. BACKGROUND: Certificate of Appropriateness application #CA20-99 was submitted on October 20, 20201 by Applicant Fabien Goury, to renovate the exterior of the existing 1970 metal building and construct a new 1,068 square foot addition with interior storage mezzanine to the rear of the building. The building would serve as a new commissary operation for Main Street Bakery. The existing building would house a bakery for bread, cookie and cake baking and finishing. Customers could pick up orders of fresh baked bread and deserts inside the building, but there would be no inside seating for customers. The rear addition would be a storage area for the bakery with a mezzanine above for additional storage. On the exterior of the existing building, an entrance porch with metal roof faced with vertical wood siding would be added and the single front door changed to a double -door unit. The existing overhang metal canopy would be faced with vertical wood siding. All windows would be replaced with new aluminum window units with fixed glass; a new window would be added to the south elevation. The north elevation of the new addition would be faced with vertical wood siding. The proposed exterior color scheme of the building is similar to the Main Street Bakery's South Main Street buildings. RECOMMENDATION: Staff recommended approval of #CA20-99 to renovate the exterior of the existing metal building and construct a new 1,068 square foot addition with an interior storage mezzanine to the rear of the existing metal building; as per the attached plans with the condition a permit be obtained from the Building Department and all exterior materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures are required to be approved on a separate Certificate(s) of Appropriateness. Chairman Shope called for the applicant(s) to speak; Mr. and Mrs. Goury had been expected to call in to the meeting, but had not. Chairman Shope asked what period the applicant's plans represented, Historic Preservation Officer Klempin said it was the 1970s as the existing build had been built in the '70s. Chairman Shope asked why the design was so modern? HPO Klempin said with the existing building they were going for a 1970s modern industrial look; Chairman Shope said we have nothing with this look; HPO Klempin said the design as presented did fit in the Design Guidelines. NOVEMBER 18,2020 HPC1Minutes12020 3 H PC 11 /18/20 Vice chairman Vick cox asked if the area was for dining; H PO Klempin said no, strictly for back of house (BOH) employee use. chairman Shope called for questions telephonically, there were none. Commissioner Voelker said he liked the plans as presented.
