RESOLUTION NO. 76-24
WHEREAS the request for a rate increase filed by Lone Star
Gas Company was received on November 29, 1976 pursuant to
Chapter 8 of the City Code. The City Attorney duly informed
the company that the data submitted did not satisfy the City's
ordinance as to form and content and;
�-� WHEREAS the City Attorney�s letter dated December 15, 1976, a
copy of which is attached, sets out the additional data to be

submitted by Lone Star Gas Company.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OR THE CITY
OF' GRAPEVINE, TEXAS;
Section 1. That the effect:ive date for the rates to become
applicable in the request for a rate increase applied for by
Lone Star Gas Company is hereby suspended until such time as
the gas company furnishes the data required by the City's
ordinance and by the State Statutes governing public utilities.
The suspension of the rates are to enable the city to obtain the
necessary data and to analyze same .
Section 2. That a Public Hearing is hereby called to consider
the request for a rate increase on the 18th day of January, 1977
conditioned upon the gas company supplying the city with the
aforementioned data.
Section 3. That the City Secretary is hereby instructed to
notify the applicant of the decision contained in this resolution.

Pursuant to Chapter 8 Sections 8-8-1 through 8�8-5 of the Grapevine

This letter is written to you to note that Phe basic form of the request
is disapproved as not being in complic�nce with the applieable city rate proce-
dures ordinar�ce, a capy of which is afitached. �
Please review the ardinance and submit the daPa as required. The primary
areas where the application da�� not safiisfy Phe ordir�ance are as follows:
� �� 1) Data does not satisfy definition of "Test Year" as the data subr�i�ted
is as of December 31, 1975.
2) No "projected operating revenues" projecfed operating expe�ses or
projected net operafing income is shown Fa reflect the "projecfed" rate of return.
3) Cost of cap i ta I nat shown.
In addition I would respectfully reguest that the application contain a
detailed "explanation" of the gas cost adjusfinent clause and state historically
what has Pranspired since the most recent increase.
As soon as this additionai information is received and the form approved
the City Council and city administration will be in a position to analyze the
request, possibly request additional information and call for public hearing.
