i�HEREAS, it is the considered belief and opinion of the
Grapevine City Council that the City Government functions in
a manner that best serves the needs of its citizens when the
citizens on a broadbased level participate and assist in the
� formulation of policies and the making of major decisions
that affect the total community; and
�
WHEREAS, the Grapevine City Council is of the considered
belief and opinion that such broadbased participation may be
effectively manifested through a citizens advisory committee;
and
WHEREAS, the Grapevine City Council is of the considered
belief and opinion that a citizens advisory committee would
benefit and be in the best interests of the City of Grapevine,
Texas and its citizens;
NOLd, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF GRAPEVINE, TEXAS:

Section 1. That a Citizens Advisory Committee for the

City of Grapevine, Texas be and hereby is established.
Section 2. That the purposes of the Citizens Advisory
Committee shall be:
A. To induce new ideas for improvements in City
Government.
B. To help identify the needs of the people for
community services .
C. To develop new interest and participation in
City Government.
D. To open better lines of communication between the
City Government and the people.
E. To sample public opinion and make surveys of
community interest in regard to specific pro-
,�„ posals and issues.
Section 3. That the organization of the Citizens
`"`�' Advisory Committee shall be as follows :
A. The Committee will be composed of 25 regular
members and their respective alternates, plus
10 Ex-Officio members to be representative of
various local civic groups . The Ex-Officio
members shall be f rom the following:
1. School
+� 2. Chamber
3. Rotary
4. Kiwanis
�, 5. Lions
6. Bay View
7. Garden Club
8. 36 Club
9. Historical Society
10. Ministerial Alliance
All members to be appointed by the City Council
of the City of Grapevine , Texas .
B. The City is to be divided into 22 Districts, with
each district having at least one representative.
Bellaire , Oak Creek Estates, Lucas having two
representatives . The Districts shall be:
1. Lucas Addition
2. Oak Creek Estates Addition
3. Bellaire
4. Reed Addition
5. North Reed Addition
6. Sunshine Harbor Addition
7. Southshore Estates Addition

9. Shorecrest Addition

11 . South Side
12. West Side
13. North Dove & Corbin Trailer
14. Canterbury Village
15. Manor Oaks Addition
16. Far East
17. North Main
18. 4Ves t Main
19. Marina Del Ray
20. Mustang Mobile Home Parks
21. Placid Penninsula
22. Mustang Apartments
C. The appointments will be effective upon appointment
until March 31, 1978 and for 1 year terms there-
after running f rom April lst until March 31st.
D. The Committee shall meet at least quarterly, and at
other special called meetings by the Mayor.
E. The Committee shall elect from its membership a
"'��' Chairman, who will preside at the meetings , and a
Secretary, who will record the minutes .
wW.. F. The Committee shall receive regular briefings be-
tween regular meetings via mail outs.
G. The Committee will act only upon the majority vote
of its members .
Section 4. That this resolution shall be effective upon
its passage.
