That Chapter 25, Section 97 of the Code of Ordinances , City of Grapevine, Texas is hereby amended as follows : (a) Any houses , buildings or premises used fo.r resi- dential purposes, that are connected to the City ' s water system and pay a minimum monthly charge for water service shall have their garbage, trash, and refuse removed at a monthly charge where such collection and removal is not required in excess of twice each week as follows : Single Family Residential . . . . . . . . . . . . . $4 .00 Single Family residence without City water service . . . . . . . . . . . . . . . . . . . 4.00 �, Duplex . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . 8.00 �� Multi-family unit, each unit . . . . . . . . . . 4.00 (b) The collecting and removing of garbage, refuse and trash from houses, buildings and premises used for commercial and business purposes shall be determined by the number of times each week that collection and removal of garbage, refuse and trash is required, plus the amount of garbage, refuse and trash collected and removed . That the effective date of the rates contained in this ordinance shall become effective on January 1, 1980. Section 3 . Should any part, section, paragraph, sentence, clause or phrase contained in this ordinance be held to be unconstitutianal, such holding shall not affect the validity of the remaining portion of the ordinance, but in all respect shall remain in full force and effect. Sec-tion 4. The fact that the present ordinances of � the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals , peace, and general welfare of the inhab itants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of public business, property, health, safety and general welfare of the public which requires that this ordinance s�all become effective from and after the date of its passage and it is accordingly so ordained.
