special meeting at 5 : 16 p . m. , on this the 14th day of February, �

The Invocation was given by Councilman Dalton. �°

Mayor Tate stated the special meeting was called at the request �
of Dr. Tom Chandler, chairman o� the Airport Cities Chamber of �
Commerce "Operation Facelif t Committee", wl-iereas the committee �
could explain the project in more detail and representatives �
of the consultanting firm, Christian, Miller � Honts, could �
describe possible financing. �`
Dr. Chandler stated the project is to develop downtown Grape-
vine into an attractive shopping and business area. He stated �
the primary area being considered is Main Street, from College
to Wall Streets. He stated the committee is asking the Council �
to adopt ordinances, whereas future changes to downtown property �
would have to con�orm with certain standards. He also stated '
the city would have to be the applicant when applying for f ederal �
�unds. �
Dr. Chandler introduced Dale Morgan, consultant with the Pirm oP �
Christian, Miller � Honts , representing the "Operation Facelif't �
Committee". Mr. Morgan presented the Council a letter describing
possible funding resources available to the project; as �ollows: �

Based on an initial review and preliminary assess- �
ment o� the community improvements needs in down-
town Grapevine, CMH sta�� have determined that the �
best opportunity for �ederal f uhc�ing assistance are �
Community Facility Loan f unds authorized by the Rural �
Development Act of 1972 [P . L. 92-419]. Thess loans
can provide eligible communities [Less than 10, 000 �
population based on 1970 census] with long term funds �
at low interest rates [40 years at 5%) �or a wide
range of construction acquisition and improvement �
activities including the following: �

; a. Construction and/or improvement o� community
i �acilities providing essential service to rural
i residents. Such f acilities include, but are
i not limited to , those providing or supporting
I overall community development such as �ire and
rescue services, transportation, traf�ic control ,
community social , cultural and recreational bene-
fits, and industrial and business development.
b. Construction or relocation o� roads, bridges ,
utilities , f ences and other public or private
improvements.
c. Acquisition o� land or right-of-way necessary
�or development of proposed f acilities.
d. Payment of f ees , services and costs, such as
legal , engineering and �iscal planning, that
are directly attributabl'e to eligible project
activities.
e. Construct, enlarge , extend or otherwise improve
community water, sanitary sewer, solid waste
disposal , and storm waste water disposal f acilities.
f. Purchase or rent equipment necessary to install ,
maintain, entend, protect, operate or utilize
facilities.
Note : All �acilities �inanced witl-i these loan
funds shall be for public use,
In the near �uture other direct or indirect f ederal program
monies may become available through the Federal Aid to
Highways Act of 1973, Community Development "Special" Revenue
Sharing, and other means. At the present time, however, it
is believed that the Rural Development Act Community Facility
Loans are the best available resource which can be used for
the community improvements project which are o� highest priority
to Grapevine.
This Rural Development Program assistance is administered by the
U. S. Department of Agriculture through the Farmers' Home Admin-
istration. The first step in securing these �unds is preparation
and submission o� a preliminary application to the appropriate
FHA County Supervisor and to the A-95 Clearinghouse [NCTCOG]
�or review and priority recommendation. Although the Rural
Development Act assistance proposed are loan f unds and not
grants, a very �avorable comparison o� long term, low interest
loans vis-a-vis general obligation bond funding can easily be
recognized. For that matter, most f ederal grants require match- �
ing f unds so that some project financing by the city would be
necessary if grant assistance were available.
PROPOSAL
Should the City decide to seek the Rural Development Act assis-
tance proposed and determine that CMH services would be desirable,
the following three options are proposed �or preliminary con-
sideration by City o�ficials :

The City can retain CMH on a project �ee basis to work with the
City Manager and sta�� and/or other technical consultants to
assemble necessary in�ormation and to prepare the preliminary
application for Rural Development Act Community Facility Loan
assistance and handle appropriate submissions. The �ee �or this
service would be $650 and would include all necessary production
expenses. Should the City desire additional services �rom CMH
for liaison and follow up on application review in FHA and NCTCOG

[A-95] , these services and other projects would be provided �
on an hourly basis at the rate of $19 per hour plus necessary �
production, travel , and long distance telephone charges. ;'

The City can retain CMH on a continuing basis to prepare the �
preliminary application for Rural Development Act Community �

Facility Loans , develop other program recommendations, and �
seek other sources of �ederal and state assistance to benefit

the Grapevine community. 4`
General services under this arrangement would include: '

1 . Sta�f consultation and advisory services to the y
City Manager and City Council on various other ;:
project/program determinations, �

2. Preparation of various applications for �ederal �
assistance as directed by the City and in coopera- �
tion with staf�F and other consultants employed, f

3. Monitor status o� all applications in progress and ``
assist in �ollow up and related actions to gain �
expeditious approval , ;;

4. Provide general information reporting regarding ;
governmental matters o� interest to the City, �:

5. Assist in the development and implementation o� E'
public information programs and preparation of (;
related materials as directed by the City, r

6. Assist the City Manager and staf� in �ormulating �!'
a comprehensive community development program and �
f
other necessary measures needed to participate in
Community Development "Special" Revenue Sharing �
assistance , i� and when implemented, and �;

7. Provide other types of general assistance and €"
liaisan �rom time to time as requested by the ' �:
City Manager. F

The monthly retainer proposed would be $475 and would represent $
up to 25 hours CMH staff time. Necessary produation costs, �
travel costs out of the local area, and long distance tele- �
phone cl-iarges would be billed to the client. From our exper- €
ience, this amount of staff time would be adequate to service �'
the needs of the City. If additional CMH sta�f time would be �
necessary due to unusual circumstances, an hourly rate of $14.75 :
would apply �or extra work speci�ically approved by the City's �'
designated representative. The reduced hourly rate under the
basic retainer arrangement is due to the �lexibility in sta�f #
assignments made possible by the continuing working arrange- r:
ment each month. "

Option III
TI-�e City could retain CMH services on an I-iourly rate basis

designated representative. Under this arrangement, we esti-
mate that approximately 25-32 hours would be required to prep-

the meeting be adjourned. Councilman Dalton seconded the motion.
