The City Council and Planning � Zoning Commission o� the City
o� Grapevine, Texas , convened in joint meeting at 7:38 p. m. ,
on this the 26th day of March, 1974, with the �ollowing
members present, to-wit:

Mayor Tate called the meeting to order.
The Invocation was given by Councilwoman Conine.
Mayor Tate stated several weeks ago , he and the city admin-
istration received complaints regarding airplane noise �rom
the D/FW Airport. He stated the city filed an official com-
plaint with the airport and the Federal Aviation Administra-
tion. He stated the proper officials stated procedures would
be taken to correct the noise problems. He stated since that
time, several similiar complaints have been received, therefore,
he invited Temple Johnson , specialist in air traffic division
of the Federal Aviation Administration , to explain some back-
ground to the noise problem and the procedures they have taken
to correct them.
Mr. Jahnson stated shortly af ter the opening of the airport,
the FAA instructed the �ilots to fly one-mile on runway head-
ing before making a (15 ) turn. He stated this procedure
has proved to be very success�ul , although there will be
variances made in that procedure from time to time. He stated
the FAA is willing to work with the City of Grapevine and its
citizens to correct any problems that may exist.
Mayor Tate opened the public hearing on zoning application
[Z-74-5] , Mike Ross requesting a zoning change on a tract
of land in the W. C. Lucas Addition, and better known as
1216 and 1220 West Northwest Highway , from "C-2" Community '
Business District to "SP" Speci�ic Use Permit District -
commercial and business uses/alcoholic beverages for off-
premise consumption.

Mike Ross spoke on behalF of the zoning application. He
stated he planned to remodel the existing grocery building, �
including a new store �ront and remove the existing gas
station building. He stated the gas pumps will operate
on a self-service basis. He stated guard rails will sur-
round the gas pump island.
Mr. Ross stated he would complete the proposed remodeling
prior to the issuance of an alcoholic beverage license.
He stated the tract is being purchased contingent on his
receiving the zoning.
Mayor Tate stated that the site plan includes a residential
structure, which in accordance with the alcoholic beverage
ordinance, no alcoholic beverages could be consumed there
since it would be considered part of the premises. Mr.
Ross stated he would revise the legal description and site �

plan, whereas the house would not be a part o� the zoning
application.
With no further discussion , the following action was taken: �
Planning � Zoning Commission - Don Stiles moved to close f
the public hearing on zoning application [Z-74-5] . Joe `
Kennedy seconded the motion. The motion prevailed by the `
following vote :
Ayes : Ware , Joyce , Kennedy , Jordan , Stiles
? Noes : None '

� hearing on zoning application [Z-74-5] . Councilman Dilg
'# seconded the motion. The motion prevailed by the �ollowing

There being no f urther business, Mayor Tate adjourned the
