A . CZ-74-71 , Mr Don T. Gerschick requesting a zone change from
"R-21T to TIC-21' Community Business District. This is Lot
3, Blk. 2, and adjacent alley , located in the W. C. Lucas
Addition.
B. CZ-74-83 , Metzger Dairies Inc. requesting a zone change
from "C-2" to "SP11 Specific Use Permit District, sale of
alcoholic beverages/off-premise consumption. The applicant
is also known as Mr. "M" Food Store, located at 2711
Hwy. 121 . This is a tract of land situated in the Alex
Thompson Survey, Abstract No. 1532, and the P. R. Splane
Survey, Abstract No. 1453. The person filing is David
Metzger.
C. CZ-74-93 , Mr. Terry V. Trippet, Trustee, requesting a
zone change from "R-I " to "1-2" Heavy Industrial District.
This is 20. 638 acres of land out of the Heirs of A.
Foster Survey, Abstract No. SIB.

The City Council and Planning and Zoning Commission of the City
of Grapevine, Texas convened in joint meeting at 7:30 P.M. on
this the 28th day of May, 1974 with the .following members present:

Mayor Tate called the meeting to order.
The invocation was given by Jerry Jordan.
Mayor Tate opened the public hearing on Zone Change Application
Z74-7 on which Don Gerschick requested 11C-2" Community Business
District Zoning on Lot 3, Block 2, W. C. Lucas Addition and the
adjacent alley. Don Gerschick made the presentation in his be-
half. He explained that the 11C-2" Zoning on the Lot 3 and adjacent
alley, deeded to him by the City, combined with his property adja-
cent to Highway 114 Business would be well suited for a small
j shopping center type development. He also pointed out that the
lot to the north of his lot 3 is zoned "C-1" Community Business
District. Mayor Tate gave opportunity for members of the Cite
Council, Planning & Zoning Commission, and persons present to
ask questions and to be heard. Planning & Zoning Member Kennedy
motioned to close the public hearing on Application Z 74-7.
Motion seconded by Member. Stiles. Motion prevailed by the
following vote:
Ayes: Ware, Jordan, Kennedy, Joyce and Stiles.
Noes: None
Councilman. Pittard made a motion to close the public hearing on
Application Z74-7. Motion seconded by Councilman Dilg. Motion
prevailed by the following vote:
Ayes: Tate, Dalton, Pittard, Murphy, Conine and Dilg.
Noes: None
Mayor Tate opened the public hearing on Zone Change Application
Z74-8 on which Metzger Dairies, Inc . requested Specific Use Permit
District-commercial and business uses/alcoholic beverages for
off premises consumption on a tract of land in the Alex Thompson
Survey, Abstract 1532. Mr, F. M. Parman of Mr. M Food Stores
made the presentation. He explained that his firm had leased the
newly constructed building for a Mr. M. Food Store and that the
sale of beer for off-premises consumption would be an important
part of the store's service. Mayor Tate gave opportunity for

members of the City Council, Planning & Zoning Commission and
persons present an opportunity to ask questions and to be heard.
Planning & Zoning Member Joe Kennedy made a motion to close the
public hearing on Zone Change Application Z 74-8. Motion
seconded by Member Harlen Joyce. Motion prevailed by the
following vote:
Ayes: Joyce, Ware, Kennedy, Stiles, and Jordan.
Noes: None

Councilman Pittard made a motion to close the public hearing on
Zone Change Application Z 74-8. Motion seconded by Councilman
Dilg. Motion prevailed by the following vote:
Ayes: Tate, Conine, Murphy, Dilg, Pittard and Dalton.
Noes: None
Mayor Tate opened the public hearing on Zone Change Application
Z 74-9, on which Terry V. Trippet, Trustee requested 11I-2" Heavy
Industry on a 20.64 acre tract of land in the Heirs of A. Foster
Survey, Abstract 518. Mr. Trippet made the presentation. Mayor
Tate gave opportunity for members of the City Council, Planning
& Zoning Commission and persons present an opportunity to be
heard. Assistant City Manager Jim Hancock was requested to read
aloud the various uses permitted in the "I-1" Light Industry
Zoning District. Mr. Trippet was asked if he would be satisfied
with "I-1" Light Industry Zoning irr tead of the less restrictive
"I-211 which he had requested. Mr. Trippet stated that the "I-1" j
would be satisfactory. After discussion, Planning & Zoning
Member Joe Kennedy made a motion to close public hearing on Zone
Change Application Z 74-9. Motion seconded by Member Jerry
Jordan. Motion prevailed by the following vote:

Ayes: Kennedy, Ware, Jordan, Stiles and Joyce.
Noes : None
Councilman Dilg made a motion to close the public hearing on Zone
( Change Application Z 74-9. Motion seconded by Councilman Murphy.
Motion prevailed by the following vote:
Ayes: Conine, Murphy, Tate, Dalton, Pittard and Dilg.
Noes: None
Councilman Dalton made a motion to adjourn the City Council.
Motion seconded by Councilman Murphy. Motion prevailed by the
following vote:
Ayes: Tate, Murphy, Dilg, Pittard, Dalton and Conine.

The Planning & Zoning Commission reconvened in the Council Chamber
for consideration of their recummendation5 to be made to the Ciiy
wuucil on the dUove public hearings. The minutes iu r the meeting
are in the Planning & Zoning Commission Minute Book.
