The City Council o�� the City of Grapevine , Texas , convened in
a regular meeting at 7:48 p. m. , on this the 4th day o� June,
1974, with the �ollowing members present, to-wit:

Mayor Tate called the meeting to order.
The Invocation was given by Councilman Pittard.
Mayor Tate presented Mrs. Laura Allen with a plaque representing
the appreciation of the City and the p�ople �or over 15 years
of �aith�ul service as a dispatcher �or the police department.
The next order of business was the consideration of zone change
application Z-74-7 on which Don Gerschick requested C-2 Zoning
on Lot 3, Block 2, Lucas Additoon and the adjacent alley.
Public Hearing was held on this application on May 28, 1974,
� and the Planning 6 Zoning Commission rerommended to approve
the application. The Assistant City Manager gave a brief history
o� the application ; there was little discussion with the
exception o� Councilman Eidson looking at the site plan of the
applicant. Councilman Murphy moved to accept -the recommendation
of the Planning � Zoning Commission to approve the application
and have the City Attorney draf t the ordinance. Councilman Dilg
seconded the motion and the motion prevailed by the �ollowing
vo te :
Ayes : Tate , Dilg, Dalton, Conine, Eidson, Murphy, Pittard
Noes : None
The next order of business was the consideration oF zone change
application Z-74-8 on which Metzger Dairies, Inc. requested

in the Alex Thompson Survey , Abstract 1532, and locat�d at 2631

ssion with the exception of a �inal plat for the land to show
dedications o� a road. The Assistant City Manager explain�d that
this lot did not include the boundaries of the road. Councilman ;:
Eidson moved to accept the n�commenciation o� the Planning 6 Zoning
�� Commission to approve the application and authorize the City
Attorney to draf t the ordinance. Councilm�n Dalton seconded the
motion and the motion prevailed by the �ollowing vote:

could come back for a "SP" Zoning. Councilman Murphy moved to
accept the recommendation of the Planning 6 Zoning Commission ',
and authorize the City Attorney to df'a�t the ordinance. CoUncil-
woman Conine seconded the motion ahd the motion prevailed by the ,
following vote :

The next order o� business was the consideration of the appoint-
ment of an architect for the site selection and site planning '
�or a municipal complex. Councilman Pittard stated that he had •
originally proposed the name of Paul Wharton � Associates and �
that he wanted to withdraw their name because he felt th� ;
company may not be large enough or have enough scope to satis�y
the particular needs o� the City in this case. Mayor Tate sug-
gested that the l�s-G of �ive names be narrowed to two and that
a more extensive interview be given them. Councilman Dilg sug- �
� gested that the City Manager contact the other cities that these i
�irms have done work �or to: see how the archeticts worked with `
�
the cities. Councilman Dalton cautioned the Council to be very �
; cautious of the steps taken and tha� they should 'not be hasty in f
their choice. CoUncilman Eidson suggested that there be some 6
type oP screening committee that could sit down and go into ;
detail with these �irms. Mayor Tate stated that he will appoint �
a screening committee on a later date. #

The next order of business was to appoint three Zoning Board g
members whose terms expire in 1974 and 1976. The one vacancy `

un-expired term expires in 1976. The Mayor stated that the �
� expired terms were those o� Ted Ware and Harlen Joyce. He f ur- �
'= ther stated that the nominations would be in bldck. The nomi- �

Paper ballots were cast with each member o� the Council casting �
� two votes for the two three year terms. While the ballots were �
being tabulated, the Mayor declar�'d a ��ve minute recess. �,

` The meeting reconvened with all members present and Mayor Tate �
called for the votes �rom the City Secretary. It was stated that �
the voting went as follows : �

The Mayor stated that the Council would re-vote and that three
persons would be c�nsidered:

� The Mayor asked each Councilman that nominated these three per-
sons to explain why they f elt that th�y would be qualified to
serve on the Committee. There was another re-vote and the
voting went as follows :

Conrad Heede - two [2] vo tes
Since no nominee received a majority of votes [4) , Councilman
Dilg made a motion to table the nominations to the next meeting
Councilman Pittard seconded the motion and the motion provailed
by the Following vote :

Noes : None
; Councilman Murphy made a motion to invite the three persons to
appe�r be�ore the Council . He then ammended his motion to include
any other persons the Council may see �it. Councilman Eidson
seconded the motion and the mo tioh prevailed by the following vote:

Abstaining: Dilg
Mayor Tate suggested that the Councilman who had nominated these
persons , contact them and invite them to the next meeting o� the
Council which would be June 18, 1974. [regular meeting]
The next order of business was to con�ider authorizing the City
Manager to enter into lease a�reement between the City o� Grapevine
and the Corps of Engineers �'or the development o� additional
government land, �inanced through a 100%, low interest rate, 50
year lo�an. The City Manager stated that the City is in the process
o� entering into an agreement with the Corps o� Engineers to lease -
: an additional 62 acres of land adjacent to the ball �ield and that
the devolopment o� this land would be on a 50-50 cast sharing
basis with the Corp �or the first $100, 000. He further stated
that the Corp has another program where they will finance the
improvements 100% through a low rate 50-year loan. It was sug-
gested that the revenues received �rom the park land could pay
�or the loan. He fi urther stated that the development o� the land
can be done over a period of time according to a schedule that
the City and the Corps o� Engineers would agree on. The City
Manager stated that they had some estimates concerr�ing the cost
of some of this development. $80, 000 will be needed for a foot-
ball/soccer �ield, lighting, bleachers, fence, roads, excavation,
re�t rooms, ahd a sprinkler system. $17, 000 will be needed for
�or the archetectual and engineering fees and for the review of
the plans by the Corps of Engineers. It was stated that the City
is in a position to lease some 70 additional acres. It was the
f eeling o� the Couhcil that the City is �ortunate to be able to
have the opportunity to keep from purchasing private land �or its
• park land. Councilman Dalton made a motion to authouize the City
�' Manager to enter into a lease agreement between the City of
Grapevine and the Corps o� Engineers through a 100% , 50-year low
interest loan. Councilman Murphy seconded the motion and the
motion prevailed by the following vote :

Noes : None
Th�� motion did not include the leasing o� the additional 70 acres
o� land �rom the Corps o� Engineers.

The next order o� business was to consider authorizing the City �
Manager to select an architect or land planner for the profes- �
sional service required for the development o�' the additionel �'
land leased f'rom the Corps of Engineers. There was little �'
; discussion of this subject. The City Manager stated that the ;
City would need pro�essional advice to take �ull advantage o� �
the use of the park land. He suggested Mr. Dale Robinson of �;
Leon Howard Associates who is a land planner himself because of �
� his experience with the Corps of Engineers. Councilman Dilg ;
" made a motion to authorize the City Manager to select a planner �
� for the development of the additional park land. Councilwoman � �

The next order o� business was the consideration of action on �
a report and crcommendation from the Salary and Personnel Study �

Committee group appointed by the Mayor. The Mayor turned the �
discussion over to the Chairman of' the Committee, Councilman �
Eidson. He stated that he �elt the Committee members had done �
a commendable job and that the committee felt that their report �
was accurate and that the recommendations o� the report would
` enable the City to hire and keep qualified personnel. Council- �
; man Eidson then read the report. It was the general impression �
of the Council that the committee did an excellent fjob in pre- �
paring the report. Councilman Pittard moved to approve the �
recommendations of the Committee as given witin the report. �
The motion was then ammended to inclu�c9e the ammendment of the �
budget to provide �or the salary increase. Councilman Dilg �

i Mayor also stated that this committee would also be the acting
� committee to look into certain salary inequities within certain �
� departments as well as longevity and mandatory retirement age. ;

The next order of business was the consideration of an ordinance
amending Section 4 of Ordinance 73-33. Re : Alcoholic Beverage
Permit. The City Attorney stated that this was a correction-type
ammendment. the words : "from �ood" were omitted �rom the original
ordinance The City Secretary read the caption of the ordinance
and Councilman Dalton moved to p�ass the ordinance 74-16 on an
emergency basis. Councilman Eidson seconded the motion and the
motion prevailed by the �ollowing vote :

GRAPEVINE, TEXAS, ON AUGUST 28 , 1973, AND PROVIDING: "AN
OFIDINANCE RELATING TO THE STORAGE, SALE, POSSESSION DR SERVING OF
ALCOHOLIC BEVERAGES; LEVYING A FEE O N ALL PARTIES LICENSED AND
PERMITTED UNDER THE TEXAS LIQUOR CONTROL ACT PURSUANT TO TEXAS
PENAL CODE ANNOTATED, ATRICLE 667-10-%; PROVIDING STAIUDARDS AND
A PFiOCEnURE FOR THE OP�RATION OF A HOLDER OF A MIXED BEVERAGE

THAT THE DEFINITION OF A RESTAURNAT, CAFE, OR EATING ESTABLISHMENT
IS A BUSINESS WHDSE GROSS SALES FROM THE SALE OF FOOD DN AN ANNUAL
BASIS REPRESENTS AT LEAST FIFTY PER CENT C50% ] OF ITS TOTAL SALES
OF SAI� BUSINESS; PROVIDING A PENALTY ; PROVIDi�NG A SEVERABILITY
CLAUSE; AND DECLARING AN EMERGENCY .
The City Manager stated that the hearing in Austin regarding ithe
acquisition of 25, 000 acre f eet of water storage �rom Lake
Grapevine has been postponed to approxiametely 30 days or around
the second week in July. There being no further business, Council- �
man Pittard moved to adjourn the meeting. Councilman Murphy
seconded the motion , all present voted aye and the meeting was
adjourned at 9: 00 p. m.
