CITY OF GRAPEVINE �
The City Council of the City of Grapevine, Texas , convened in a
special meeting at 8: 15 p . m. , on this the 11th dey o� June, 1974,
with the �ollowing members present, to-wit:
William D. Tate Mayor
Doil Dalton Councilman
Millard Dilg Councilman
Tommy Eidson Councilman `
Thelma Conine Councilwoman
Bob Murphy Councilman
constituting a quorum , with Councilman Pittard absent, and
Floy Ezell City Manager
Jim Hancock Assistant City Manager
Kenneth Pritt City Secretary
Mayor Tate called the meeting to order.
The Invocation was given by Councilman Oalton.
The Mayor stated that the only item on the agenda was to consider
the proposed 1974 tax roll . He then called on the City Manager
�or f urther introduction. The City Manager stated that this
meeting was to be a tax work session and that no action on the
part of the Council was needed. He f urther stated that the
purpose of the work session was to try to equalize the tax roll.
He stated that the tax a�sessor, Cecil Burkes, had prepared some
�igures and information in reference tothe re-evaluation of pro-
perty that has been done along with proposed ratios o� tax rates.
The City Manager t�rned the presentation over -to Mr. Burks. Mr.
,,� Burks explained the hand-outs that were supplied to the Council.
He explained the tax ratios and the values. Mr. Burks stated
that i� the City stayed at the present rate o� 60% and reduce the
value to 87�/$1 . 00 that there would be a considerable work load
involved bec�use at this ratio , the City would have to send out
about 3, 000 increase notices. He also stated that at this ratio
ti-iere would be a great amount of activity be�ore the Board of
Equalization because of the increease notices. The Mayor stated
that he �elt that the tax rate is what investors and home owners
look to . He further stated that he f elt that home owners should
receive a tax decrease this year but that unused land will pro-
bably increase. He stated that Mr Burks wanted a reduction in the
evaluation to r.educe the cbncern of the citizens when they receive
their tax re-evaluation statements. He �urt�er stated that the
Council needs to know what the priorities are and what the finan-
cial requirements of the City are going to be before a decision is
made concerning the tax. The Mayor stated that the Council needed
tp de-termine what they wanted from the department heads �or the
priority meeting. Councilman Eidson stated that the Committee on
wages would meet af ter the priority meeting to work on inequities
within the departments. Councilman Murpl-iy stated that a time
schedule be included to show how long some of the capital improve-
ments will take to be completed. The Mayor stated that the pro-
jections o� the departmental requirements shoUld include the next
three years. He further stated that the City Secr�tary should put
,,� an emergency agenda item �or the June 13th meeting to appoint a
member to the Board o� Equilization. The Mayor stated his appre-
ciation to Mr Burks for the excellent job he I-iad done on the re-
evaluation through his own work, with little or no help. He fur-
ther stated that he had appointed Councilman Dilg, Councilman
Dalton, and Chairman Ware of the Planning 6 Zoning Commission as
the committee to investigate the archetects for the Municipal Com-
p lex. They are to narro w the numba-�f ro m �i ve to two and then the
Council will select the archetect for the job. The City Manager
stated that he had contacted the archetects and asked them to f ur-
nish the City with information cbncdrning any► Municipal buildings

There being no further bu�ine�s, Cauncilman Eidson moved to i
adjourn th� meeting. Councilman Murphy �econded the mo�ion , 3
all present voted aye and the mee-�ing wa� adjourned at 9.20 �
