Mayor Tate called the meeting to order. "

� The Invocation was given by Councilman Dilg.

fThe first order o� business was the consideration of the Council
I to establish the proposed tax ratio �or 1974. The City Manager
stated that this was directly related to the budget. He f urther �'
stated that there was an Equalization Board meeting at the end of �
this month and that notices had to be sent out in time to the owners I
'� so they can make plans to be present at �he meeting. He also stated f'
that he had come up with some figures as f ar as the requirements �
'i of the heads of the departments. In the General Fuhds [excluding the ;:
jzq utility fund] including the bond of indebtedness, a figure of ,
� $1 ,306, 000 in expenditures was quoted. The City Manager stated '
� a suggested value of using a 60% ratio oF assessed value and a tax.
� rate of some two-digit figure. He f urther stated that in issuing �
I bonds, the assessed valuation is the �igure used to issue the bonds.
The City Manag�r also stated that he expected an estimate of 92% k'
collection rate from the property owners. There was a short discus- �
sion on what items were included in the 1 .3 million dollar figure
quo ted by the City Manager. The tax assessor stated that this two-
digit �igure at 60% ratio would provide a monetary decrease in taxes R
to the average home owner. The City Manager stated th�� the City
Charter required that the City cannot leave more th�n 3% of the
total budget for contingencies. He �urther stated th�t he would like
to have 25-30 thousand dollars set aside for contingencies. Council-
man Eidson made a rnotion to set the tax ratio at 60%. Councilman
Pittard seconded the mo tion and the motion prevailed by the �olli�RVing �
vote :

It was stated that the date of the meeting for the Board of Equal-
ization was July 30 and 31 . `�

The next order o� business was to consider hiring �our additional
employees �or the Police Department as requested by Police Chief Lilly. f
� � The City Manager stated that he f elt that it would be best to wait ?
� uhtil the budget year would begin to hire these people. He further �.
� stated that the salaries �or these �our people �or the rest o� the
' budget year would be about �10, 000. The Chief of Pblice stated that
' � he needed the additional men now. The Mayor asked him to come �orward
to discuss the necessity of the additional men. Chie� Lilly stated
that an additional four men would put an additional squad car on the �
road �or 24 hours a day. This would permit him also to break the �:
City into zones and have one unit in each zone at all times. It was
stated that some oP the patrolmen were used to work overtime but
there was no wa� to tell how many hours because tl-ie patrolmen do not ��

use a time clock. It was the basic �eeling of the Council that the r
r
the request of the Police Oepartment was justi�ied but that the bud- �
get has already been pushed to its capacity. Councilman Eidson z
asked Chief Lilly if one man would help him any at this time. Chief �
�
Lilly stated that any additionel help was needed. Chief Lilly
stated that he has one good applicant that may be a possibility for ;
the new job because he is certified and he has �ive years experience. �
CoUncilman Eidson made a motion that one additional patrolman be �
hired �or the Police Department. He also added a stetement to the �
Chie� that the Council recognizes his needs but that finances limit �
them from going to the full extent of his request. Councilman 4 �
Dilg seconded the motion and the motion prevailed by the �ollowing � i

The next order of business was to consider approval of proposed
speed zone ordinances. The City Manager gave a brief background �
and presented maps that contained the proposed speed zones to the �
Council. It was a basic concern o� the Council that the speed z
in front of the High School was too high. After some discussion �
i concerning the speed in front of the High School , The Mayor �
instructed the City Secretary to put on the agenda on the nearest �
? date to August 15, the subject of the speed in front o� the High '
School. Councilman Dalton stated that he felt that the speed on F
Dallas Road was too restrictive. Councilman Dilg stated that he ;
felt that the speed on Park Boulevard was also too restrictive. €
i The City Manager stated that he would instruct the Police Depart- �
ment to make a study of' these two roads. The Mayor instructed the
City Secretary ,to read the captions o� the ordinances. The caption '
;
was read and Councilman Dalton made a motion to pas.s the. 4 ordinances �
� as read on the �irst reading. Councilman Pittard seconded the motion
` and the motion prevailed by the �ollowing vote:
� Ayes : Tate, Dilg, Dalton, Conine, Eidson , Murphy, Pittard
Noes : None
� The next order o� business was to consider the approval of insti-
� tution o� annexation proceedings on certain tracts o� land in
' Grapevine's extraterritorial jurisdiction. The Assistant City '
� Manager gave a brief history and pointed out the areas on a map ?
' and designated the areas as tract 1 , tract 2, trac� 3, and tract 4. '
� The Assistant City Manager stated that he would have to know -
{ if the Council would like to cross the Denton County Line to i
include some area in tract 3. He also wondered if the new line '
should go to the shore line or to the adjoining city's extrater-
3 ritorial jurisdiction line. He stated that he would also need to
�
� know how f ar East he would need to go i� the City includes land
North of the Denton County Line. TFaere was considerable discussion
< concerning the area designated as tract 4. It was the concern
P of' some of the Council i� the City would be able to provide services
# to the people in this area. The City Manager stated that he '
� doubted if the City would be in a position to service this area.
� It was also the concern of the Council tl-�at they be able to control '
� the sale of alcohol in this area because of the park development
jin the tract. Councilman Eidson made a mo tion to approve institution '
� of annexation proceedings on the four tr.acts in Grapevine's extra-
� territorial jurisdiction; and that the line on tract 3 go 2500 feet
� beyond the Denton County Line and be squared o�f to the East. Council-
? man Pittard seconded the motion and the motion prevailed by the
a �ollo�ving vote :

The City Manager stated that he would like the City Attorneys to try
{ to establish a boundary line for the people liivring in the area
� o� Pool Road over to Glade Road. The City Manager also stated that
� a work session for the budget should be set up on the following
week and the Mayor set the date for Tuesday, July 8, 1974. Council- '
man Dalton made a motion to adjourn the meeting. Councilman Eidson
seconded the motion and all present voted aye and the meeting was
� adjourned at 9:15 P .M.
