The City Council and the Planning and Zoning Commission of
the City of Grapevine, Texas, convened in joint meeting at
�;40 p.m. , on this the 22nd day of May, 1973 , with the
following members presen�t, to-wit:

Mayor Tate called the meeting to order.
The Invocation was given by Ted Ware.
Mayor Tate opened the public hearing on zoning case (Z-73-6) -
M.L. Godwin Investments, Inc. , Trustee, M.L. Godwin, James F.
Mason, and L.R. Polan, Jr. , requesting "C-2" Community Business
District on Tract A (9.30) acres of land in the William Bradford �_ ',
Survey, Abstract No. 131 ; �'C-2" Community Business District I
on Tract B (14.774) acres of land in the J.B. Fay Survey,
Abstract No. 530 and the William Bradford Survey, Abstract No.
131 ; �+I-1�� Light Industrial District on Tract C (130.15) acres
of land in the J.B. Fay Survey, Abstract No. 530 and the
William Bradford Survey, Abstract 1Vo. 131 .
Jim Mason, representing the applicants, spoke on behalf of the
zoning request. He stated the property is strategically located,
due to its being surrounded by the Dallas-Fort Worth Regional
Airport on three sides, and by the emerging downtown area of
Grapevine on the North. He stated the property to the South
of State Highway 114 most likely could not be developed until
the highway system adajacent to it was completed. This property
is requested to be zoned "I-1�� . The praperty to the North of
State Highway 114 will be developed within two years, since it
now as adequate highway access. This property is requested to
be zoned "C-2" .
He stated the development will be related to offices of various
types, with some commercial service oriented businesses.
Included in the project plans is a proposed municipal complex,
to be located in the tract of land South of State Highway 114.
With no further discussion on zoning case (Z-73-6) , Mayor Tate r
closed the public hearing.
Mayor Tate opened the public hearing on zoning case (Z-73-7) -
Gary Kirkland, Trustee, requesting "R-3" Multiple Family District
on (27.221� acres of land in the A.F. Leonard and S. Freeman
Surveys.

i R.V. Trammel, representing the applicant, spoke on behalf `

of the zoning request. He stated the tract was platted as E
t
a residential area, prior to the City Council vacating the �
subdivision contengent upon a replat at their May 1 , 1973,
meeting. The requested ��R-3�� zoning will include apartments �
and condominiums, to be constructed in three or four phases. �
� ; � There will be (27) apartment units per acre, and (8.9) �
condominium units per acre. €:
� Gary Kirkland, owner of the property, and Bill Lindsey, �
� associate of the development, spoke concerning the zoning �
i request. �
; Jim Frank Lemon, architect for the development , stated
;; that (909b) of the structures will be brick or stucco, with
'i the remaining (10�) constructed of cedar wood.
Mayor Tate recessed the meeting at 8:48 p.m. The meeting
reconved at 9:06 p.m. , with all members present.

to R 3 . Following are some of the very obvious reasons;
�
� 1 . In any city, the degree of beauty, security, safety and �'
� tranquility are a function of population density. Apartments �
� increase density to a frightening degree, thereby drastically �
effecting the desirability of the area for the existing home- �
owners. The only unique characteristic that our area has is s
� Lake Grapevine. Why not maintain a strip around the shore `
I line of our beautiful lake reserved for conventional residen- ;
� tial homes. This would help maintain the existing beauty of �
! �
� this area. �
; 2. This area has been designated as one of the lcswer noise ;
areas available, therefore making it ideal t�R-1+� residential i
property. Investors can afford to spend more for noise pro-
tection, therefore, let us zone them into higher noise level k;
areas.
�
3. We have all read about the security problems that are
prevalent in higher density population areas. Since our "

younger children are forced to walk to school (1 .8 miles) `

; we feel that apartments in the immediate area constitute �
� a very major safety hazard for these children. �
4. The people in this area have already been exposed to the o
; ;
3 conditions that exist in apartments and mobile home parks �
� (which moved in be�fore we were in the city limits) and from �
+ that experience, do not want to have more problems. E
5. Adequate fire protection is questionable and police pro-
� tection would have to be tripled. (This from the City of �
; Dallas Police Department) �
6. The monetary advantages of this endeavor to change the
� zoning from "R-1�� to "R-3�� would only be realized by a few
� men. The monetary disadvantages of this rezoning would
� effect many people in this area by decreasing the value of
� their homes.

Mayor Tate opened the public hearing on zoning case (Z-?3-8) -
Billy G. Underwood requesting "C-2" Community Business
District on part of (1 . 0) acre of land in the William
Dooley Survey.
Larry McVay, representing the applicant, spoke on behalf
of the zoning request. He stated the property was pre- •
viously zoned "C-2" on a depth of (150) feet, and at
this time they were requesting the remaining (58) feet
in depth be zoned "C-2" .
General discussion was held.
With no further discussion on zoning case (Z-73-8) , Mayor
Tate clsoed the public hearing.
There being no further business, Mayor Tate adjourned the
joint meeting. '

Mayor Tate called the meeting to order.
Dr. Jack Randorff, North Central Texas Council of Governments '
consultant, presented the proposed ��Airport Compatible
Development Regulations�t. These regulations may be adopted
in ordinance form, and at which time, shall be known as the
"Airport Noise Zoning Ordinance". He stated the purpose of
the ordinance is to provide construction requirements and land
use require�nents whereby noise levels may be reduced within
structures that are affected by the legal and normal operation
of the Dallas-Fort Worth Regional Airport. It also provides

noise zones of different intensities on l�nd adjacent to the
Dallas-Fort Worth Regional Airport. �
General discussion was held. �
